Per-hull note: 'Delivered to MC in Great Lakes 11 Mar 45 and arrived at New Orleans 5 May 45. Reassembled by Port Houston Iron Works, Houston, Texas and delivered to MC and Navy 31 Jul 45. Assigned to the Coast Guard for operation 7 Sep 45 (had been assigned to the Coast Guard for manning 28 Dec 44) and used to support the construction of LORAN stations in the Pacific. Transferred permanently to the Coast Guard 11 Mar 46 as KUKUI (WAK-186). Loaned to Philippine Navy 1 Mar 72 as MACTAN, purchased 1 Aug 80, and decommissioned 7 June 2001.' The same class page records sister AK-215 Tipton (MC 2169) as going 'to Coast Guard as UNALGA (WAK-185) 1946' - the second of the two class transfers to the Coast Guard. Class notes: the C1-M-AV1 design used diesel rather than the reciprocating steam plant originally requested; Navy complement intent 8 officers + 67 men; class spec Nordberg TSM6 diesel, 1,750 hp, 1 screw, 11.5 kts.

    Finding
Froemming Bros. was a wartime emergency yard on the north side of the Kinnickinnic River (west of South 1st Street), Milwaukee, in operation only 1942-1945. Its build table lists yard hull 19 as 'Colquitt', type C1-M-AV1, MC hull 2147, delivered Feb-45, disposition 'To USN as AK 174, to USCG 1946 as Kukui (WAK 186)' - corroborating this hull's builder, yard number, and MC hull from a second secondary compilation.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Colquitt (AK-174), MC hull 2147, or USCGC Kukui (WAK-186) was found in the public sources searched (see search_ledger). MARAD's Vessel History Database returned no record under any of the hull's names (consistent with a hull that passed Navy-to-Coast-Guard-to-Philippines without returning to Maritime Commission/NDRF custody). NVR does not cover hulls stricken in 1946. CourtListener: zero hits on the exact ship name; the single 'AK-174' hit and all 'Colquitt' hits were name collisions (county/surname; a different vessel named Kukui; the WLB-203 buoy tender).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - the hull was built and reassembled inside the documented peak of WWII shipbuilding asbestos use, and served 26 more years under the Coast Guard. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility. Coast Guard-era litigation may proceed under cutter name variants and Philippine-era proceedings would not surface in U.S. searches.

    Finding
Lead inventory: (1) The USCG Historian's Office maintains a 'Kukui (1946)' cutter file - confirmed to exist via the office's Historic Ships index, but the site blocks automated access; not retrieved. The office's Long Blue Line article on BMCM Dave Duren describes 'the cargo-carrying cutter Kukui out of Honolulu, Hawaii' - the Honolulu homeport. (2) A scanned 15 Oct 1948 cruise report from the Commanding Officer, CGC KUKUI (WAK-186), to Commander 14th Coast Guard District exists on a private LORAN-history mirror - a real USCG primary document documenting the ship's LORAN-station supply mission from Honolulu; the same mirror's ship page carries the TK-90 Philippine designation and era complement figures (112 in 1950, 51 in 1966). The mirror is a lead, not an evidence source. (3) NARA record groups mapped for this hull's paper trail.

Leads only: the USCG historian file was not retrieved (HTTP 403); the cruise-report scan was not verified against the USCG/NARA original; no box-level retrieval performed. The RG 178 construction file (Froemming MC 2147 + Port Houston reassembly) is the plausible path for hull materials data. Nothing in this row is an asbestos finding.

    Finding type
    historical_record
    Finding
Source conflicts identified and resolved/logged: (a) Navy 'decommissioned' - DANFS says the ship 'served until decommissioned 11 March 1946' while NavSource/Wikipedia print a 24 Sep 1945 Navy decommissioning on same-day USCG transfer; DANFS's own text makes the Navy commission nominal after the 24 Sep transfer, so the record carries the 24 Sep 1945 operational hand-off and the 11 Mar 1946 permanent transfer/decommissioning as separate events. (b) Displacement - DANFS stat line prints dp. 7,125 while shipscribe class data gives 2,474 light / 7,450 limiting; the DANFS figure is carried as printed and the variance logged in gaps. (c) Complement - DANFS 85 vs shipscribe class 69 vs USCG-era 112 (1950)/51 (1966); carried separately, not merged. (d) Call sign - NavSource prints NEIZ while Wikipedia infobox prints NRCQ; not resolved, logged in gaps. (e) Stricken 20 Mar 1946 rests on secondary sources only (not printed in DANFS); carried flagged.
