    Finding
Federal court opinion expressly names this hull: 'The CALOOSAHATCHEE, CANISTEO, CANOPUS, and the COMPASS ISLAND - all ships from the JRRF, also known as the "Ghost Fleet" - safely reached the United Kingdom and are moored at the AbleUK facility in Teesside.' The memorandum opinion resolves cross-motions for summary judgment in the environmental-export suit brought by Basel Action Network and Sierra Club against MARAD and EPA over the 13-vessel Able UK contract: the court dismissed the complaint (NEPA, NMHA, TSCA, RCRA, and CAA claims addressed; BAN held to lack associational standing). The record also quotes the UK Environment Agency's water-and-sediment review: 'no evidence that the presence of the four US Naval ships has caused a change in water or sediment quality in Seaton Channel or in the Tees Estuary.'

Merits-stage federal ruling naming the hull - but the litigation is environmental export law (NEPA/TSCA/RCRA), NOT an asbestos-exposure or personal-injury case; the ship's name appears because it was one of four exported hazmat-laden vessels. Establishes the export and the hazmat context, not individual exposure, causation, or claim eligibility.

    Finding
Temporary-restraining-order phase of the same action: Judge Collyer granted the TRO in part, enjoining export of nine of the thirteen NDRF vessels pending preliminary-injunction review but permitting four ships to sail because MARAD had submitted the 'functional equivalent' of an environmental assessment to Congress for those four. The opinion records that MARAD informed UK officials 'the 13 ships contain up to 100 tons of polychlorinated biphenyls (PCBs), as well as significant quantities of asbestos and fuel oil.' The four vessels permitted to depart - Caloosahatchee, Canisteo, Canopus, and Compass Island - are identified collectively in the opinion and by name in the 2005 merits opinion and contemporaneous coverage; Compass Island departed the James River under tow 16 October 2003.

    Limitations
Interlocutory ruling, not a merits finding - and environmental-export posture, not exposure litigation. The opinion names Canisteo and Caloosahatchee in its own text and refers to 'the four ships' collectively; this hull's membership in the four is confirmed by the 2005 merits opinion naming COMPASS ISLAND and by MARAD/press records of the 16 Oct 2003 departure. Establishes hazmat-export context only.

    Finding
Ship-specific asbestos inventory estimate for this hull: the Marine Environmental Risk Assessment prepared by Det Norske Veritas (September 2003) for Post-Service Remediation Partners LLC (the MARAD disposal contractor that assigned the work to Able UK) inventoried COMPASS ISLAND at 252 tonnes of asbestos - the joint-highest estimate among the 13 export-contract vessels (tied with Canopus) - plus 47.3 t non-liquid PCBs, 137 t oily ballast water, 204.6 t residual hydrocarbons, on a 15,057-tonne light hull. The per-ship table is published verbatim as Table 2 ('Summary of Hazardous Material Inventories onboard the MARAD Ships,' all figures in tonnes) in the Basel Action Network report 'Needless Risk: The Bush Administration's Scheme to Export Toxic Waste Ships to Europe' (Oct 20, 2003), which sources the figures to the DNV assessment.

    Limitations
A commissioned risk-assessment estimate for disposal planning - NOT a measured hull survey; DNV modeled ships in 'normal condition,' and the contemporaneous OECD notification left this hull's asbestos column blank (see ev-07) so the figure is best read as a contractor's upper-bound disposal estimate. The published table sits inside an advocacy report; the underlying data are DNV's. Does not establish where the material was aboard, exposure of any individual, or present-day relevance (hull scrapped 2010).

    Finding
The contemporaneous export documentation disagrees with the DNV estimate for this hull: Annex I of the OECD Transfrontier Movement notification for the MARAD fleet (Notification No. USDC170603, June 4, 2003, as amended) lists COMPASS ISLAND at 15,057 gross tonnes with the asbestos column blank ('--') - while sister ships in the same table carry itemized asbestos figures of 77-317 tonnes. Compass Island's itemized entries are 419.0 t industrial waste, 449 t oily water, 225 t diesel fuel, and 15 t hydraulic oil on a 13,949 t total-scrap basis.

The blank asbestos cell is ambiguous - it may mean asbestos was folded into 'industrial waste,' treated as non-shippable fixed material, or simply not itemized for this hull; it does NOT mean the hull was asbestos-free (DNV estimated 252 t). Recorded here as a documented discrepancy between two contemporaneous disposal documents, not resolved.

    Finding
UK judicial-review proceedings governed this hull's fate after arrival: on December 8, 2003 the High Court (Sullivan J), on Friends of the Earth's judicial review, declared the Environment Agency's September 30, 2003 modification of Able UK's waste-management licence 'legally flawed' and quashable; days later, on a judicial review by three Hartlepool residents (Gregan, Hall, Marley), the same judge ruled that the 2002 planning permission relied upon did not cover ship dismantling - expressing 'grave concern' that four ships had been towed across the Atlantic without valid permissions. Compass Island is expressly named in the contemporaneous record as the fourth vessel, docking at Graythorp on December 3, 2003; the Environment Agency's licence conditions prohibited any dismantling, cutting, or breaking of the ships pending valid permissions.

Disposal-era condition and completion: a MARAD ship-disposal program document (SCRP_LS5.DOC, Sept. 19, 2000, quoted in BAN 'Needless Risk') describes this hull as having 'no cathodic protection and ... topside decks and houses that are heavily corroded causing leaking into interior spaces,' with about 2,125 barrels of fuel aboard - the basis of her non-retention/disposal priority. After the 2003 rulings the four ships remained berthed at Graythorp under Environment Agency storage conditions (floating containment booms, daily/weekly inspections, baseline and ongoing water/sediment monitoring; the EA found no evidence of ship-caused change in water or sediment quality). Hartlepool Council conditionally approved revised planning applications in October 2007; the Environment Agency issued the waste-management licence in June 2008 (shipscribe says Able 'secured waste management licensing in August 2008' - variant noted); after cofferdam construction the Graythorp dock was drained (largest dry dock then constructed) and dismantling proceeded from 2009; Compass Island's breakup was complete June 3, 2010, matching the MARAD 'Withdrawal' milestone of 6/3/2010.

For a geared-steam-turbine ship with two 600-psi/875 deg F boilers - built at New York Shipbuilding 1952-53 and converted to an electronics-heavy navigational research ship at New York Naval Shipyard in 1956 - the era-typical applications were boiler and steam-line lagging, turbine insulation, valve/flange gaskets, machinery packing, electrical and cable insulation, accommodation/joiner fireproofing, deck coverings, and winch/windlass brake linings.

The negative result covers service-era exposure documentation only - a ship-specific disposal estimate (252 t, DNV 2003) does exist, so this is not the 'no asbestos record at all' pattern. Absence of a located exposure record does not prove absence of exposure; the CourtListener gap means litigation coverage is partial.

    Finding
Archival leads (existence confirmed, not retrieved or retrieved-with-null-result): (a) NARA RG 19 entries UD 1024-AD Box 1 and UD 1024-M S1 - the ship's BuShips design records, cited as shipscribe's special sources for this class; (b) NARA still pictures: USN 1003758 (1956 trials, National Museum of the U.S. Navy) and USN 1163559 (Jun 1956) identified on NavSource; (c) RG 24 deck logs cover the commissioned period (1956-1980); (d) the DNV Marine Environmental Risk Assessment (Sept 2003) itself - the source of the per-ship asbestos inventory - is not located in public form; table content verified via its verbatim BAN publication; (e) the administrative record of Civ. A. 03-2000(RMC) includes the 'functional equivalent' EA for the four export ships; (f) MARAD-digitized 'COMPASS ISLAND (AG-153) Booklet of General Plans.pdf' WAS retrieved and text-extracted - no asbestos/insulation-material statements found (drawings booklet); (g) MARAD 'GARDEN MARINER.pdf' (Detail 8204) retrieved - no asbestos content.

    Limitations
Collection-level mapping only - no box-level retrieval performed; whether the BuShips design files or the EA contain insulation/abatement itemization is unknown until surveyed. Nothing in this row is an asbestos finding.

    Finding
Source discrepancies noted and resolved: (a) Merchant name - MARAD database and the typed status card give 'GARDEN MARINER' (DANFS agrees); the handwritten reserve-fleet card ex-name reads 'GARDNER MARINER'; NavSource prints 'Garden State Mariner' - GARDEN MARINER adopted, both variants flagged. (b) Launch vs delivery - DANFS 'launched 24 October 1953' equals the MARAD-documented completion/delivery date (10-24-53); shipscribe's launch of 12 Mar 1953 adopted (single-source). (c) Designation - commissioned EAG-153 (SecNav 25 Jun 1956) and reclassified AG-153 effective 1 Apr 1968 per shipscribe; NavSource/DANFS headers show E-AG-153 throughout while the official Booklet of General Plans and the 1976-77 cruise book use AG-153 - the reclassification explains the mixed usage; the MARAD card's 'T-AG-153' annotation is unexplained (all-USN CO list shows commissioned USS status to 1980). (d) MARAD ShipHistory milestone 'Entry 9/4/1989' conflicts with the contemporaneous card entry 9/4/80 - the 1989 date is a records-system artifact. (e) Complement - 214 (DANFS) vs 265 accommodations (shipscribe 17 off + 248 enl) - not merged. (f) Asbestos itemization - DNV estimate 252 t vs OECD notification asbestos cell blank for this hull (see ev-06/07). (g) Fleet asbestos totals vary by source - 1,402 t for 13 ships (DNV-derived BAN Table 2) vs 'over 620 t' for the four-ship consignment (FoE release) - both trace to the same DNV data at different scopes; the LA Times' 61 t per oiler is consistent with the DNV table.

    Limitations
Resolves publication-level discrepancies among authoritative and near-authoritative sources; the EAG-to-AG reclassification and the ex-name form are the material corrections for downstream indexing. No asbestos content in the corrective sources themselves except as noted at (f)-(g).
