    Finding
Ordered as coastal minesweeper Concise (AMc-140) and reclassified AM-163 on 21 February 1942; launched 6 February 1943 by Willamette Iron and Steel Corp., Portland, Oregon; commissioned 25 April 1944, Lt. H. J. Ullmann, Jr., USNR, in command. Pacific service: San Francisco to Pearl Harbor July 1944; swept mines at French Frigate Shoals 6-16 August; Eniwetok arrival 28 September; convoy escort duty until 11 August 1945; arrived off Okinawa 30 August; from 8 September cleared mines in Japanese waters protecting occupation shipping off Wakayama, Osaka, and Nagoya until 20 November. Returned to San Francisco 16 December 1945; placed out of commission in reserve 31 May 1946 at San Diego; reclassified MSF-163 on 7 February 1955. One battle star for World War II service.

    Limitations
Ship's-history record only - DANFS contains no asbestos information whatsoever and establishes nothing about materials aboard this hull, individual exposure, or legal eligibility. Finding
Documents the AMc-140 coastal-minesweeper origin and 21 February 1942 reclassification to AM-163; laid down 15 June 1942 (corroborated by uboat.net, which also gives ordered 30 December 1941); decommissioned 31 May 1946 at San Diego; National Archives photos show the ship in the Pacific Reserve Fleet basin at Swan Island, Portland, Oregon, on 3 February 1946 alongside sister Compel (AM-162); the Naval Vessel Register of 1 January 1949 lists her out of commission, in reserve, since December 1945; reclassified MSF-163 on 7 February 1955; scrapped in 1959. Propulsion block: two 1,710 shp ALCO 539 diesel engines, Farrel-Birmingham single reduction gear, two shafts - a geared-diesel plant, not steam.

    Limitations
Volunteer-curated archive citing NARA/NHHC photos and the 1949 NVR - reliable for status/specs but secondary. The February 1946 Portland reserve-basin photo and the NVR's 'in reserve since December 1945' sit uneasily with DANFS's 'out of commission in reserve 31 May 1946 at San Diego' - the sequence is not fully reconciled (see gaps). Contains no asbestos information.

    gov_survey
    Finding
GAO documented the Navy's asbestos-protection program and its 1975/1979 insulation-removal policies for the fleet and naval shipyards - the program-level basis for the era inference that WWII-built Navy vessels carried asbestos-containing insulation and related materials. Applied to this hull: a 1942-43 diesel-driven Admirable-class minesweeper's era-typical asbestos applications were engine exhaust lagging, gaskets and packing, electrical and fire insulation, and brake linings - not boiler or steam-line insulation (no steam plant).

Navy shipyard workers; asbestos program review
    Limitations
Program-level documentation, not a hull record - the report does not name this vessel, does not establish that asbestos was installed aboard it, and gives no quantities. The product inference is era/design inference only. Full text not retrieved (gao.gov blocks automated fetch, HTTP 403); content via product-page description.

    Finding type
    litigation_product_id
    Finding
Published opinion records that Pabco (Fibreboard) asbestos insulation was used as fill-in at 'Willamette Shipyard' in the 1960s and 1970s - the only court-documented asbestos product record tied to the builder of this hull (shipyards.json yard 'willamette-iron-steel').

    Population
    Willamette yard insulators, 1966-1968
    Limitations
Builder-yard record, not a hull record: the documented use period (1960s-70s) postdates this vessel's construction (1942-43) and Navy service (ended 1946) by roughly two decades, and the opinion names only 'Willamette Shipyard' - identification with Willamette Iron & Steel Corp. of Portland is an inference the source does not make. Cannot support any finding about materials aboard this hull or 1940s yard practices.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement or scrapping hazmat disclosure, and no docketed case naming USS Concise / AM-163 / MSF-163 / AMc-140 was found in the public sources searched. The vessel appears only in banned marketing-source minesweeper lists (excluded; see search_ledger).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a scrapped 1943-built diesel minesweeper plausibly retained era materials until breaking. The CourtListener litigation check was blocked by API rate-limit during the research window (logged as blocked, not 'no result'), so the docket search is incomplete. Does not establish or defeat any claim of exposure or legal eligibility.
