    Finding
DANFS record for this hull: the fourth CONCORD (CL-10) was launched 15 December 1921 by William Cramp and Sons, Philadelphia, Pa.; sponsored by Miss H. Butterick; and commissioned 3 November 1923. Spec-block complement 458, 7,050 t., 34 k. Service: interwar fleet operations; early 1942 shipyard overhaul at San Diego; Balboa/Canal Zone repair periods; southern Pacific and Canal Zone patrol and escort duty; postwar return via Boston and Philadelphia, where she was decommissioned 12 December 1945 and sold 21 January 1947. One battle star for World War II service.

    Limitations
DANFS documents construction, service history, and disposal - not materials or asbestos content. Mirror transcription cited because the live NHHC page returns 404; transcription is verbatim DANFS text. The DANFS entry omits the keel-laying date (supplied from BuShips Ships' Data 1945, ev-02) and gives no stricken date (secondary register sources give 8 January 1946 - carried in gaps as unverified).

    Finding
BuShips Ships' Data 1945 construction table supplies the keel date DANFS omits: CONCORD (CL-10), built by William Cramp & Sons, laid down 29 March 1920.

    Limitations
Official BuShips publication; used here only for the keel-laying date absent from the DANFS narrative. OCR-derived table transcription - the row was verified against the scanned page but the value carries single-source support (DANFS silent).

    Finding
Era inference: Omaha-class scout-cruiser construction (4 shafts; geared steam turbines; 12 boilers; 90,000 shp; ~34 kt per DANFS/Ships' Data tables) at William Cramp & Sons, Philadelphia, 1920-1923 falls in the documented Navy asbestos-insulation era; the 1960 BuShips Technical Manual insulation chapter enumerates the era-standard suite - 85%-magnesia (~15% asbestos) and amosite-fiber pipe covering, asbestos felt, chrysotile cloth/tape lagging, asbestos millboard, finishing cement, and molded asbestos block. Documented disturbance periods for this hull: builder yard period 1920-23 at Cramp; documented shipyard overhaul at San Diego early 1942 (operating yard not identified in DANFS); Balboa/Canal Zone repair periods; Philadelphia inactivation and disposal 1945-47.

    Limitations
Class/era specification and yard-period inference only - no ship-specific asbestos record exists for this hull (ev-05); this row must not be read as establishing that asbestos products were or remain aboard. Does not quantify material; insulation disturbance at documented yard periods is inference from work scope, not a documented abatement record.

  5. [5]Batch-58 search ledger (this record): NHHC DANFS + Online Library + BuShips Ships' Data; CourtListener ship-name and hull-number queries (API throttled - blocked); web-search litigation mitigation; NVR; museum/disclosure sweep [other_primary]
    Locator
    search_ledger rows sl-uss-concord-cl10-01 through sl-uss-concord-cl10-06
    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: CourtListener API queries for 'USS Concord' / 'CL-10' asbestos litigation could not be executed - the shared-IP daily rate cap (125/day) was already exhausted and returned HTTP 429 (see search_ledger sl-uss-concord-cl10-03); web-search mitigation over the same name/hull queries surfaced only law-firm and marketing ship-list pages (excluded as non-authoritative per batch rules) and no qualifying court record naming this hull; and no hull ACM survey, abatement contract, scrapping hazmat disclosure, NVR entry (hull sold 1947, before live-register coverage), or museum record with asbestos data was found in the public sources searched.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - it establishes only that no qualifying ship-specific documentation was found in the searched repositories. The CourtListener sweep is INCOMPLETE for this batch (API throttled); the ledger logs the block honestly rather than claiming a completed search. 'Concord' is also a common word/name - any future litigation hit requires hull attribution review. Does not establish or defeat any claim of exposure or legal eligibility.
