- Authoritative for government custody milestones and the disposal sale terms. Status cards are handwritten; reading is OCR-aided and partially legible but the milestones above are legible in the scan. Contains no asbestos, materials, or condition-survey information; 'nontransportation use' award does not itself document scrapping method, location, or completion date.

- Finding
- Class data sheet for the two-unit Acontius class (AGP-12, AGP-13), both MC C1-A cargo hulls converted to motor torpedo boat tenders: the Auxiliary Vessels Board's 11 June 1943 survey found a shortage of adequate AGPs and recommended acquiring two C1-type cargo ships. For AGP-13 specifically: keel laid 14 October 1943 (as Cape Farewell, MC hull 891); acquired 28 April 1944; converted by Maryland Drydock Co., Baltimore, Md. (arrived Baltimore and began conversion 29 April 1944); commissioned 27 September 1944; decommissioned and returned to Maritime Commission 2 July 1946; stricken 19 July 1946; sold 17 November 1976; to buyer 7 December 1976. Machinery: Westinghouse turbine, single screw, 4,000 HP (AGP-12 carried Allis-Chalmers). Design speed 14.0 knots; Cyrene reported maximum speed at full load 15.7 knots. Conversion plans provided accommodations for 53 officers, 45 CPOs, 440 enlisted, and facilities for repairing and tending 24 PT boats; main boom officially rated 50 tons, but in February 1945 Cyrene lifted four fully loaded 72-ton PT boats in succession from USS Lynx (AK-100).

- Ship's company plus embarked squadron staff and PT-boat crews (design accommodations 538 total)
- Limitations
- Secondary compilation transcribing official Navy/BuShips data - not itself a primary document; used because the underlying official sheets are not directly digitized. Strike date (19 Jul 46) conflicts with NavSource's 23 Apr 1947 - unresolved, carried in gaps. Contains no asbestos or insulation-material statement; supports no asbestos claim.

- Finding
- Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and emergency construction program under which this 1943-44 C1-A hull was built at a commercial yard and converted for naval auxiliary service.

- Limitations
- Program/era-level scholarly documentation of asbestos use in WWII shipbuilding generally; does not name this vessel, the C1-A design specifically, or Pusey and Jones / Maryland Drydock, and does not establish that asbestos was or remains aboard this hull, nor quantity, location, condition, exposure, or causation.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed asbestos case naming USS Cyrene (AGP-13) or Cape Farewell (MC hull 891) was found in the public sources searched (see search_ledger). Litigation screening is partial: the CourtListener API returned HTTP 429 (125/day cap, ~9.4h backoff) and the web UI returned HTTP 403 to automated fetches on 2026-09-20; web-index substitute searches returned one 'Cyrene' hit, a documented name collision (ev-uss-cyrene-agp13-07), and zero qualifying asbestos opinions.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1943-44 steam-turbine hull is era-consistent with asbestos-containing insulation. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility. Litigation coverage is weaker than the batch standard because direct CourtListener search was rate-limited; a re-run of the ship-name docket screen is the open task.

Existence of asbestos-specific documents for this hull is unknown until surveyed in person. Nothing in this row is an asbestos finding.

- Finding type

- Finding
- Litigation-screen name collision, documented for audit: the only 'Cyrene' hit located in the web-indexed CourtListener corpus is this 1922 Eighth Circuit appeal - a prohibition-era criminal appeal by a defendant surnamed Cyrene, filed two decades before this hull was laid down (1943). Not this vessel, not asbestos, not a qualifying case; classified 'name collision' and carried so the screen result is auditable.
