- DANFS record for this hull: the fifth Dale (DLG-19) was laid down by New York Shipbuilding Corporation 6 September 1960; launched 28 July 1962; sponsored by Mrs. Daniel J. Flood, wife of Congressman Flood, Pennsylvania 11th District; commissioned 23 November 1963 at Philadelphia Naval Shipyard, Capt. Robert R. Crutchfield USN commanding. Class data (Leahy): 7,500 t displacement, 533 ft, 34 kt, complement 396, Terrier SAM/ASROC armament. DANFS addendum (Bauer & Roberts; Combat Fleets 1995): reclassified CG-19 on 30 June 1975; decommissioned and stricken 22 September 1994.

- Limitations
- Official construction/assignment record; contains no asbestos information. The addendum's 22 Sep 1994 decommission/stricken date conflicts with the NVR-derived 27 Sep 1994 consensus (NavSource, Tin Can Sailors, navysite.de) - the 27 Sep date is carried in this record's fields and the conflict is logged in gaps. Print entry predates the post-1963 service history.

- Finding
- NHHC record for this hull: built at Camden, NJ, commissioned November 1963; assigned to the Pacific Fleet with five Western Pacific deployments over seven years including Vietnam War operations in which she rescued several American aviators in the Gulf of Tonkin; in November 1970 began modernization at Bath, Maine (Naval Tactical Data System installation); recommissioned December 1971 to the Atlantic Fleet; official Navy photographs show her off Bath, Maine on 5-6 October 1971 'following her anti-air warfare modernization' with the Bath Iron Works shipyard visible at left; reclassified CG-19 at the beginning of July 1975; Harpoon and Phalanx fitted in 1981; New Threat Upgrade later that decade; decommissioned September 1994.

- Limitations
- Official Navy photo captions and summary text; contains no asbestos information. The page states 'sunk as a target in January 2000' - that appears to conflate the January 2000 WET missile event with the actual sinking; NVR-derived sources give expenditure as a target on 6 April 2000 (see ev-04). Discrepancy logged in gaps.

- Finding
- Service history corroborated across secondary compilations and NavSource's operational/building-data block: decommissioned 10 November 1970 and recommissioned 11 December 1971 for the Bath NTDS modernization; homeported Newport, RI then Mayport, FL (February 1974); selected 1974 as operational platform for the new AN/SPS-49 air-search radar; twelve-month Charleston Naval Shipyard overhaul beginning after the July 1976 Bicentennial Naval Review (NTDS and missile fire-control upgrade); Baseline Overhaul at Charleston NSY March 1981-February 1982 replacing the 3"/50 mounts with Harpoon and adding Phalanx CIWS; New Threat Upgrade at Philadelphia Naval Shipyard January 1987-June 1988; counter-narcotics, Desert Shield, Red Sea interception, and Adriatic Sharp Guard duty through 1994; decommissioned 27 September 1994 at Mayport.

- Charleston NSY yard trades (1976-1977; 1981-1982); Philadelphia NSY yard trades (1987-1988 NTU); crew
- Limitations
- Secondary compilations - the yard periods are corroborated across navysite.de, destroyers.org, hullnumber.com, and NavSource photo captions but exact in-yard dates are not primary-verified for Charleston; navysite's post-1982 narrative shows signs of editorial expansion and is treated as corroborative rather than primary. Yard events are documented as events - asbestos disturbance during them is era inference, not a per-hull record. No asbestos information in any of these sources.

- Finding
- Official test-program documentation for this hull's terminal use: after lay-up with the reserve fleet at Philadelphia, ex-Dale was towed in December 1999 to the Atlantic Fleet Weapons Training Facility ranges out of Naval Station Roosevelt Roads for the DD-21 Weapons Effect Test - on 17 December 1999 a 500-lb WDU-40 SLAM-ER warhead was detonated in her aft portion (South Range, ~75 miles south of NSRR), and on 13 January 2000 an F/A-18-fired tactical SLAM-ER made a direct hit into the forward portion (North Range, ~160 miles north); over 180 sensors were emplaced; DOT&E describes the effort as the most extensive missile-attack data collection ever conducted against actual ship structure, with combustible material included in some attacked spaces at DOT&E's suggestion. Towed back to NSRR for NAVSEA Salvage evaluation. NVR reports her expended as a target 6 April 2000; NavSource gives the position 037 deg 35' 59"N, 070 deg 45' 04"W in 2,150 fathoms.

Turner, USS Belknap, USS Long Beach, USS Bainbridge, USS Truxtun, and other recently disposed combatants) - the administrative cleanup of the COLREGS navigation-light certification/exemption tables that follows a vessel's disposal.

- Finding
- A 1963-commissioned steam-driven Leahy-class guided-missile frigate built at New York Shipbuilding (Camden) during the Navy's peak asbestos era; era-standard applications included boiler casing and fireroom insulation, steam-pipe lagging, turbine lagging, valve and flange gaskets and packing, deck tile, bulkhead fireproofing, and cable insulation. The builder yard's Atlas record documents asbestos product classes in use at that yard in the period - Pabco Caltemp-type block, 85% magnesia insulation, asbestos cement panels, gaskets, packing, wire insulation, and felt insulation. GAO documented that the Navy's standing policy left installed asbestos insulation in place unless damaged or disturbed by repairs - meaning original-era insulation typically remained aboard for decades until a yard period disturbed it; Dale's documented yard phases (Bath 1970-71, Charleston 1976-77 and 1981-82, Philadelphia NTU 1987-88) are the maintenance-disturbance pathway.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or qualifying asbestos case naming USS Dale (CG-19/DLG-19) was found in the public sources searched. The Siegfried v. 3M Co. Exhibit A vessel list (C.D. Cal. 2:18-cv-01575, the 43-hull Long Beach Naval Shipyard pleading that caught many contemporary CGs) was retrieved and text-extracted firsthand - USS Dale is NOT among the vessels listed. Web-index searches returned law-firm marketing pages and name collisions only; CourtListener API and feed were rate-limited/blocked during this session (see search_ledger).

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era-standard materials are consistent with this hull's construction date and documented Bath, Charleston, and Philadelphia yard phases. The CourtListener index could not be queried this session (HTTP 429 daily quota, then HTTP 403); the litigation picture rests on the firsthand Siegfried exhibit check plus web-index case-law searches and is flagged accordingly in the ledger. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.
