    Finding
DANFS record for this hull: namesake Lt.(jg) Richard John Dempsey, USNR (born 8 Feb 1919, NYC; commissioned ensign 14 Nov 1940; killed in the Battle of Savo Island 9 Aug 1942). 'Dempsey (DE-267) was launched 22 April 1943 by Boston Navy Yard; sponsored by Mrs. J. A. Dempsey, mother of the late Lieutenant (junior grade) Dempsey, USNR; transferred to Great Britain under Lend-Lease 23 August 1943 and renamed Cooke; returned to the United States and sold 3 June 1947.' The same DANFS entry documents that the name Dempsey was assigned to DE-26 (ex-BDE-86, Mare Island) on 14 June 1943, and an earlier DANFS revision (HistoryCentral transcription) reads 'relieved of her name 14 June 1943' - so DE-267 held the name only from launch to mid-June 1943 and was never USN-commissioned.

    Limitations
DANFS documents namesake, build, transfer, and disposal - not materials or asbestos content. The name-relief detail for DE-267 is inferred from the adjacent DE-26 paragraph of the same entry (the name could not be borne by both). Live NHHC page returns 404; Wayback capture 2025-02-02 cited. DANFS 'sold 3 June 1947' conflicts with NavSource '10 June 1947' - carried in gaps.

    Finding
Royal Navy service record for this hull as HMS Cooke (K.471), Captain-class frigate: commissioned 30 Aug 1943 (RN date; US transfer 23 Aug per DANFS/NavSource); COs Lt.Cdr. L. C. Hill, OBE, RNR (Aug 1943-Nov 1944), Lt. N. D. Cornwall, RN, then T/Lts. Lazenby and Black, RNVR. Documented operations: escorted HMS Royal Sovereign Argentia-Greenock Oct 1943; escorted Eastern Fleet-bound capital ships (Queen Elizabeth, Valiant, Renown, Illustrious, Unicorn) Dec 1943-Jan 1944; A/S exercises off Larne Mar 1944; with 3rd Escort Group sank U-441 west of Guernsey 30 Jun 1944 (with HMS Essington, Duckworth, Domett and a 224 Sqn RAF Liberator; 51 lost); sank U-214 alone south of Start Point 26 Jul 1944 (49.58N, 03.30W; all hands lost); escorted HMS Ramillies Aug 1944; convoy UC 58B escort (Force 37) Mar 1945. 'Returned to the United States and sold 3 June 1947.'

    Limitations
Specialist secondary reference compiled from Admiralty (ADM) records - authoritative for RN operational history but not an official source and not asbestos documentation. Attribution correction: older sources (and current Wikipedia) credit the 29 June 1944 Guernsey action to U-988; postwar reassessment (Axel Niestle) reattributes it to U-441, 30 June 1944 - U-988 actually sank 22 June 1944 NW of Cherbourg (wreck identified 2013). RN commissioning date reads 30 Aug 1943 here vs 23 Aug transfer in DANFS/NavSource - carried in gaps.

    Finding
Era/yard inference: an Evarts-class (GMT-type) destroyer escort built at Boston Navy Yard in 1943 would have carried era-standard asbestos applications appropriate to a diesel-electric ship - exhaust insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings - but no boiler or steam-line lagging, as the GMT plant (4 GM 16-278A diesels, electric drive, 6,000 shp) has no boilers or steam system. Builder Boston Navy Yard is documented at yard level in the Atlas dataset (tier 3; John Crane gasket/packing litigation product identification). NARA RG 19 'General Information Books' per-vessel material specifications are the archival lead for hull-level specs.

Boston Navy Yard construction trades 1943; RN crew 1943-46; scrapping-yard workers 1947
    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding; the diesel-electric plant means the largest asbestos categories of steam ships do not apply. Does not quantify material or establish any individual's exposure. NavSource is a volunteer-compiled photo archive used here for the class spec block and building data; NARA GIB retrieval not performed.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located for DE-267 / USS Dempsey / HMS Cooke: no hull ACM survey, no abatement contract, no hazmat disclosure, and no qualifying asbestos litigation naming the hull was found in the public sources searched (see search_ledger). The hull was never USN-commissioned, spent her career under the White Ensign, and was sold for scrap in the UK in 1947 - no museum or preservation-disclosure pathway exists.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era materials would have been present per class/era inference (ev-03). Does not establish or defeat any claim of exposure or legal eligibility. CourtListener queries were partly paced by the fleet rate limiter; completed queries and results are itemized in the search_ledger.
