'Devosa (AKA-27) was launched 12 October 1944 by Walsh-Kaiser Co., Inc., Providence, R.I., under a Maritime Commission contract; sponsored by Mrs. A. W. Radford, wife of Read [sic] Admiral Radford; transferred to the Navy 30 November 1944; and commissioned the same day, Lieutenant Commander R. C. Wilkinson, USNR, in command.' Service narrative: sailed Norfolk 1 January 1945 with cargo of oil drums for Pearl Harbor (arrived 21 January); 3 February to Tulagi, Florida Island, discharged 36 landing craft for the boat pool, amphibious training for Okinawa; carrying Marines, Motor Torpedo Boat Squadron 11, a U.S. Military Government unit, and part of a Mobile Naval Hospital unit, sailed to Ulithi and thence 27 March for Okinawa; landed troops and cargo in the initial assault 1 April, remained off Okinawa until 10 April, arrived San Francisco 18 May. Returned to Pacific: naval construction battalion men and equipment Pearl Harbor to Samar; Manus antisubmarine net gear to Iwo Jima; Saipan 13 August; recovered battle casualties to Okinawa (arrived 3 September); Jinsen occupation troops 13-15 September; Okinawa to Tientsin 30 September-9 October; Manila to Seattle (arrived 16 November); cargo to Pearl Harbor, San Pedro 25 December; departed for Norfolk 21 January 1946 (arrived 6 February); decommissioned at New York 2 April 1946 and transferred to the Maritime Commission for disposal the same day. 'Devosa received one battle star for World War II service.'

Ship's company, 1944-1946; embarked troops and cargo passengers (Marines, MTB Ron 11, military government and mobile hospital units, Seabees, recovered casualties)
    Limitations
Authoritative for identity, construction, and WWII service narrative - the entry ends at the 2 April 1946 transfer and does not cover the Kings Pointer / NDRF / disposal period (MARAD status cards cover that chain, ev-03). Transcription mirror used because canonical NHHC URLs are unreachable (standing NHHC link-rot note, BATCH-01-REPORT; two candidate history.navy.mil paths 404'd 2026-09-20, HyperWar DANFS coverage does not include this hull). Contains no asbestos, materials, or insulation information - supports no asbestos claim. DANFS's 'transferred to the Maritime Commission for disposal' is imprecise: the primary custody record shows reassignment to USMMA as training ship, not immediate disposal.

Complement 326 (1944) conflicts with DANFS spec block's 303 - both carried, discrepancy flagged. Limitations
Primary government custody record and the strongest source in this file - the cards document the complete custody chain 1944-1966. Data-entry defects flagged: MARAD web data block reads MARAD type 'S4-SE2-BD1' where the cards and shipscribe read 'S4-SE2-BE1'; the milestone table twice prints 'DEVOSA (AKA-47)' where the hull is AKA-27; the milestone Wilmington re-entry date 11/5/1955 conflicts with the card's 'Jan. 5, 1955-1615 hrs EST' (card carried as the primary record). The 'Material to be removed for New York State Maritime Academy' note is undated and unattributed. Contains no asbestos, materials, insulation, or condition-survey information - the cards track custody, fuel, and repair-program movements only. Supports no asbestos claim.

    Finding
As completed (1944), Devosa's plant was a Maritime Commission S4-SE2-BE1 steam turbo-electric installation - Westinghouse turbo-electric machinery driving two screws - machinery of a type and era for which the U.S. Navy and Maritime Commission specified asbestos-containing thermal insulation, gaskets, and packing. Peer-reviewed scholarship documents that the Navy required and used asbestos-containing materials aboard ships throughout the period spanning this hull's construction (1944) and entire naval service (1944-1946) - the analysis blocks covering 1930-1959 - and that naval vessels carried amosite and chrysotile insulating materials extensively through this era. The hull additionally underwent one documented maintenance disturbance of unknown materials scope: the FY1955 repair program (withdrawn from James River fleet 3 Nov 1954 under general agent Shepard SS Co., returned to Wilmington fleet 5 Jan 1955) - a documented shipyard availability on a 1944 steam plant whose materials content is inference, not record.

    Limitations
Era/program-level scholarship combined with this hull's documented steam turbo-electric plant - establishes that asbestos-containing insulation was Navy/MC-standard practice in Devosa's construction and service era, NOT that any survey or record confirms asbestos aboard this specific hull. No hull-specific insulation specification, survey, abatement, or removal record was located. The FY1955 repair-program entry is a documented shipyard availability whose asbestos scope is inference, not record - the status card does not name the yard or describe the work. Does not establish quantity, location, condition, individual exposure, or causation.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or adjudicated finding naming USS Devosa, AKA-27, or her Kings Pointer identity was found in the public sources searched (see search_ledger). CourtListener returned no qualifying case on any surface: opinion search 'Devosa' produced one hit that is a name collision (People v. Duran De La Rosa, N.Y. App. Div. 2014 - a human appellant named Gabriele Devosa, not the ship); 'AKA-27', 'USS Devosa', and 'Kings Pointer' opinion searches all returned zero; docket and RECAP searches on 'Devosa' produced six hits, all name collisions (individuals named Devosa; two corporate cases containing the surname in text). The VA BVA index returned no decision naming this hull or Kings Pointer. Law-firm marketing pages that list Devosa generically (asbestos-ships.com ship page) are an excluded source class and are not carried as evidence.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944 Maritime Commission steam auxiliary is era-consistent with asbestos-containing insulation. The disposal path may have disposed of both the ship and her records: scrapped 1966 at Boston Metals Corp., Baltimore, well before the asbestos-litigation era and before hazmat-conditioned scrapping was documented; no scrapping-side survey is known to exist. NDRF preservation work (1947-1966) and the FY1955 repair program generated records (the status cards prove the movements) but no materials schedules surfaced in the MARAD file - 'corres. in file' notes on the cards indicate a custody correspondence file that is not digitized. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

Archival leads (not retrieved - research-room or reproduction order required; no spend authorized): NARA RG 24 (Bureau of Naval Personnel) holds the hull's deck logs for the short Nov 1944-Apr 1946 commission; RG 19 (Bureau of Ships) and the Maritime Commission records hold MC hull 1888 contract design and construction files potentially including insulation schedules; the MARAD custody correspondence file referenced on the status cards ('corres. in file' - including the note 'Material to be removed for New York State Maritime Academy') is the most promising lead for NDRF-era and disposal-era documentation; USMMA/Kings Point archives may hold Kings Pointer training-ship period records (1946-47); the PD-X731 sale file (dtd 6-21-66) documents the Boston Metals transaction. These are the plausible repositories for any surviving hull-specific material or insulation specification.
