[2]NavSource Online, Mine Warfare Vessel Photo Archive: USS Dextrous (MSF 341) ex-AM-341 ex-HMS Sepoy (BAM 30) - compiled from Naval Vessel Register and DANFS data; NavalCoverMuseum, DEXTROUS MSF 341 page [other_primary]

- Finding
- The hull was laid down as HMS Sepoy (BAM-30) for the Royal Navy under the Lend-Lease program but retained by the U.S. Navy, renamed and reclassified Dextrous (AM-341) in June 1943. Struck from the Naval Register 1 June 1967 (NavalCoverMuseum); transferred to South Korea in December 1967 and renamed Koje (PCE-1003); subsequent fate unknown. Specification block: 890 tons, 221'2", 18.1 knots, complement 105; propulsion two 1,766-shp General Motors 12-278 diesel-electric drive engines, Farrel-Birmingham single reduction gear, two shafts.

- NavSource and NavalCoverMuseum are secondary compilations reproducing official register and DANFS data, not themselves official records. No source located gives a keel-laying date. The stricken date (1967-06-01) rests on the NavalCoverMuseum compilation; the Naval Vessel Register website excludes vessels disposed before 1987, so no primary register entry was located. ROKN pennant reported as PCE-1003 (NavSource) vs 'PCS 2' in a first-person transfer-team account. Korean-service fate undocumented.

- Finding
- The Chickasaw shipyard that built this hull was operated by the Gulf Shipbuilding Corporation, a subsidiary of the Waterman Steamship Corporation. By war's end the Chickasaw shipyard manufactured 76 vessels, including 7 destroyers, 29 minesweepers, numerous tankers and cargo ships, and USS Fort Marion (LSD); the Navy awarded Gulf Shipbuilding 'E' (Excellence) pennants in 1942, 1943, and September 1944 for production. The yard closed at the end of 1952.

- Gulf Shipbuilding construction workforce, Chickasaw AL (wartime)
- Limitations
- Builder-level context: the nomination names the yard and its wartime output (29 minesweepers) but does not name this hull, and contains no shipboard materials or asbestos statement - its asbestos references concern asbestos shingle siding on village housing, not vessels. Shipyard construction workforce scale is implied, not quantified, for this hull's build.

- Finding
- This hull is a 1943 steel Auk-class minesweeper with a diesel-electric plant (no boilers). Era-typical asbestos applications for a diesel-electric warship of this period: engine exhaust and muffler lagging; piping and machinery gaskets and packing; electrical insulation and cable jacketing; deck covering and mastic; bulkhead/joiner insulation; brake linings on winch and minesweeping machinery. GAO HRD-80-2 documents that the Navy's asbestos problem centered on insulation installed in ships of this construction era.

- Population
- Construction trades (Chickasaw, 1943); engineering and deck crew; repair/overhaul workers
- Limitations
- Era- and class-level inference only - no design manual, survey, or hull record names asbestos aboard this vessel. The diesel-electric plant means the product mix differs from steam ships (no boiler or steam-turbine insulation; exposure pathways concentrated on exhaust lagging, gaskets, electrical, and accommodation materials). GAO HRD-80-2 is a program-level document; full text not retrieved (gao.gov blocks automated fetch, HTTP 403) - description via product page. Does not establish presence, quantity, or present-day status of asbestos aboard this hull.

[5]VA Adjudication Procedures Manual M21-1, Part VIII, Subpart iii, Chapter 7 (asbestos-exposure claims guidance), as quoted in Board of Veterans' Appeals opinions; Dyment v. West, 13 Vet. App. 141, 145-46 (1999), aff'd Dyment v. Principi, 287 F.3d 1377 (Fed. Cir. 2002) [other_primary]

- M21-1 VIII.iii.7.C; Dyment holding quoted at 13 Vet. App. 141, 145-46
- Finding type
- regulatory
- Finding
- The VA's adjudication manual classifies Navy ratings by probability of occupational asbestos exposure (Highly Probable / Probable / Minimal) and directs case-by-case adjudication of shipboard asbestos claims - the federal benefits system's standing acknowledgment that WWII/Korean-War-era Navy service carried rating-dependent asbestos-exposure probability. The U.S. Court of Appeals for Veterans Claims has held the manual creates no presumption of exposure from shipboard service (Dyment).

- Limitations
- Administrative adjudication guidance only - names no vessel, certifies no exposure aboard any hull, and creates no presumption (Dyment). Included to frame how exposure claims by this ship's veterans would be evaluated, not as evidence about the vessel itself.

- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Dextrous / AM-341 / MSF-341 was found in the public sources searched. CourtListener API v4 was unavailable (account daily quota exhausted, HTTP 429 - expected available in ~9h); web-index searches including site:courtlistener.com returned no opinion or docket naming the vessel.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1943 diesel-electric warship is era-consistent with asbestos-containing insulation and gasket materials. CourtListener could not be queried directly this session, so docket-level (RECAP) coverage is incomplete; a case naming the hull could exist unchecked. Does not establish or defeat any claim of exposure or legal eligibility.
