Official ship-history narrative; establishes identity, chronology, and service. Contains no asbestos, insulation-material, or hazardous-material information. The entry's 5-inch gun at Quebec conflicts with the 1945 Ships' Data authorized fit of 1x4"/50 + 5x3"/50 DP - caliber discrepancy noted, not resolved. Does not establish presence or absence of asbestos aboard.

Co.; machinery: 2 propellers, vertical triple-expansion engines (ditto chain in table), 4 Babcock & Wilcox boilers; authorized battery of 4-inch and 3-pounder saluting guns marked by footnote as 'authorized battery; guns not on board'; London Naval Treaty (1936) note classes Wilmington among minor war vessels.

(horizontal compound), 4 boilers type B. & W. (Babcock & Wilcox); ultimate authorized armament 1x4"/50 cal and 5x3"/50 cal dual-purpose. Official specification table for the hull under the IX-30 designation in WWII; documents a steam plant with water-tube boilers aboard a 50-year-old hull. Engine description 'Horiz., compd.' conflicts with the 1938 edition's vertical triple-expansion - logged in gaps; quantity/number field for boilers partially OCR-degraded on scan (read as 4 from page image). NARA holds and has digitized this hull's WWII deck logs: months March-December 1944 and January-December 1945 (unrestricted; scans at catalog.archives.gov). Spot check of the December 1945 log (NAID 24701572, 41 images): the December 10, 1945 remarks page records 'Moored stbd. side to 9th Ave. Pier, Oakland, California... Receiving electric power and steam from Western Steam Tug' with USS San Bernardino (PG-59) moored alongside - placing the ship at Oakland, California, ten days before her December 20, 1945 decommissioning.

    Limitations
Archival lead and spot verification only: deck logs record operational events, not materials; no asbestos, insulation, or abatement entry was observed in the sampled page and none should be expected in this record type. The Oakland mooring (1945-12-10) refines - does not contradict - the DANFS narrative's 'New Orleans for the remainder of the war'; the ship relocated to the West Coast before decommissioning. Remaining months unexamined.

    Finding
Official administrative history describes the Armed Guard program Dover served 1943-1945: three basic Armed Guard Schools (Little Creek/Shelton Va., San Diego, Gulfport Miss. - the Gulfport school established fall 1942 after the Chicago school closed because 'winter conditions on the Great Lakes were not suited to training'); Armed Guard Centers at Brooklyn (Atlantic), New Orleans (Gulf), and Treasure Island (Pacific); 'Firing ships were also employed to give practical training to Armed Guards'; anti-aircraft firing ranges included Shell Beach, Louisiana. The program ultimately armed 6,236 merchant ships and trained more men than the entire U.S. Navy of 1937.

    Limitations
Program-level context that does not name Dover; establishes that 'firing ships' gave practical gunnery training and that New Orleans was the Gulf Armed Guard Center during Dover's documented 1943-45 training-ship service there. No asbestos content; implies large rotating trainee population aboard firing/training ships but quantifies nothing for this hull.

  8. [8]Era documentation (design/era basis): Wilmington-class gunboat construction era (1894-97) at Newport News; steam plants of U.S. Navy vessels of the period carried thermal insulation on boilers, steam piping, and machinery spaces; insulation, lagging, gaskets, and packing products in Navy steam service across this hull's lifespan (1897-1945) commonly contained asbestos fiber [other_primary]

    Finding
Class/era inference only: a Navy steam gunboat in service 1897-1945, whose machinery (per Ships' Data 1938/1945) included four Babcock & Wilcox boilers and reciprocating engines, would have carried boiler and machinery insulation, steam-line lagging, gaskets, and packing of types commonly manufactured with asbestos during her service span. No ship-specific invoice, survey, plan, or record located to prove asbestos materials aboard this hull.

    Limitations
INFERENCE, not a ship record: no primary source names this hull's insulation materials. The hull predates the heaviest documented Navy asbestos era and her 1947 disposal predates asbestos documentation and regulation. This row exists to mark the reasonable era expectation; it establishes nothing about actual presence, quantity, condition, exposure, or causation aboard this vessel.

Absence of a located public record does not prove absence of asbestos aboard - the ship was built in the 1890s, served with a live steam plant through 1945, and was scrapped in 1947, decades before asbestos documentation practice. The honest record status is 'unknown,' not 'absent.' Does not establish or defeat any claim of exposure or legal eligibility.

Zero-count queries: "USS Dover" (opinions and dockets), "Dover"+"IX-30", "USS Wilmington"+gunboat, "Dover"+asbestos+gunboat, "USS Wilmington" (dockets). The one non-empty query, "Wilmington"+"PG-8" opinions (count 108), shows on case-name inspection of the returned page only name collisions - Delaware/Wilmington municipal, trust, and criminal matters (e.g., McCaffrey v. City of Wilmington; Moelis & Co. v. Wilmington Trust FSB) where 'PG-8' is a non-ship token; no inspected hit references a naval vessel.

    Limitations
Search-index sweep, not a finding that no litigation ever existed: RECAP/docket coverage is incomplete for older and state-court matters, and pre-1950 filings are largely outside opinion indexes. A name match was not treated as a case without ship reference; the 108 PG-8 co-term hits were classified as name collisions on case-name inspection of the returned result page (top 20), not exhaustive full-corpus review. Nothing here establishes or defeats any exposure or eligibility claim.
