DANFS record for this hull: Clemson-class destroyer; launched 26 July 1919 by Bethlehem Shipbuilding Corp., Squantum, Mass.; sponsored by Miss F. E. Doyen, daughter of Brigadier General Doyen; commissioned 17 December 1919, Commander J. H. Klein, Jr., in command; arrived San Diego 15 March 1920 for Pacific Fleet local operations; active reserve status 17 August 1920; out of commission 8 June 1922; recommissioned 26 September 1923; training and tactical exercises on the west coast, Canal Zone, and Hawaiian Islands; escorted HIJMS Tama and provided radio compass/communication for a nonstop west coast-to-Hawaii flight; 1926 Canal Zone/Caribbean exercises plus Bremerton overhaul and Ketchikan (Alaska) and Duncan Bay (B.C.) visits; April-June 1927 joint Army-Navy maneuvers at Newport; decommissioned 25 February 1930; scrapped 20 December 1930 in accordance with the London Treaty for the limitation of naval armaments. Spec block: 1,190 t; 314'5" x 31'8" x 9'3"; 35 kt; complement 120.

    Limitations
DANFS documents service history and specifications, not materials or asbestos content. DANFS omits the laid-down date and the stricken date (supplied by NavSource, ev-02). Live NHHC page returns 404 for both tested URL patterns; verbatim text cited via 2004 Wayback capture of history.navy.mil and corroborated by the hazegray/losthistory mirror, whose OCR differs on armament figures (carried in gaps).

Reproduces official NHHC photographs including NH 43154 (Victory Destroyer Plant building slips, 27 April-3 May 1919, with DD-280's unplated deck in the extreme foreground) and NH 69330 (DD-280 at anchor, early 1920s), and a Puget Sound Navy Yard dry-dock photo (8-22 September 1921) showing DD-280 in Dry Dock No. 2 with four sister destroyers.

    Limitations
NavSource is a volunteer-run photographic-history archive, not an official repository; its laid-down (1919-03-24) and stricken (1930-07-12) dates are not in DANFS and rest on this secondary source, though all overlapping dates match DANFS exactly. The NHHC photo captions it reproduces are official records.

  4. [4]DANFS specifications block + NavSource machinery line (geared steam turbines, 2 screws, 26,500 shp) + Atlas shipyard dataset 'bethlehem-shipbuilding' record (documented period asbestos products at Bethlehem yards) + NARA RG19 General Information Books archival lead [other_primary]

    Finding type

    Finding
Era/yard inference: a Clemson-class destroyer built 1919 with a geared steam-turbine plant would have carried period-standard asbestos insulation - boiler and steam-line lagging, gaskets, packing, and magnesia-type block insulation, which were commonly asbestos-containing in WWI-era naval construction. The Atlas yard dataset's 'bethlehem-shipbuilding' record documents period asbestos products at the builder's corporate yards (85% magnesia block, Marinite, Transite, Aircell pipe covering, Unibestos, asbestos lagging, gaskets and packing). NARA RG19 'General Information Books' per-vessel material specifications are an archival lead for hull-level specs.

    Limitations
Class/era and builder-yard inference only - no ship-specific finding supports this row, and nothing here establishes that any particular material aboard this hull contained asbestos. Important weakening: the yard dataset's underlying asbestos findings derive mainly from Bethlehem's Sparrows Point (Baltimore) yard and ship-repair workforce, not the Squantum Victory Plant specifically; corporate-yard inference, not a Squantum-specific study. NARA GIB retrieval not performed.

    Finding
The builder yard is documented: Bethlehem's Victory Destroyer Plant at Squantum, Quincy, Mass. was a purpose-built WWI emergency destroyer-construction yard on a 730-acre tract on the Neponset River/Dorchester Bay, operational 1918-1920; it built 35 destroyers beginning with Delphy (DD-261) and closed 1 June 1920 after delivering Osborne (DD-295). Together with the nearby Fore River yard the two Bethlehem Quincy plants employed ~15,000 and delivered 71 destroyers, more than any other destroyer builder; the Fore River/Squantum output was overseen for outfitting and commissioning by Boston Navy Yard (NPS). NHHC photo NH 43154 shows DD-280 under construction on these building slips in April-May 1919.

    Limitations
Documents the builder yard's existence, scale, and program context - not materials used aboard this hull, and no asbestos content. The 1921 Proceedings article is a near-contemporaneous service-journal account; no industrial-hygiene or materials study of Squantum was located.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Doyen or DD-280 was found in the public sources searched (see search_ledger). CourtListener exact-phrase opinion search for 'USS Doyen' returned zero results on 2026-09-27; remaining sweeps were rate-limit queued (search_ledger sl-04/sl-05). The hull was scrapped in 1930 - before the asbestos-litigation era - so no preserved-hull or museum-disclosure surface exists. Name-collision check performed: the only other USS Doyen (APA-1, ex-AP-2, WWII attack transport 1943-1946) is a different hull.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - 1919-era steam-ship construction commonly used asbestos, but for this hull that remains era inference, not ship-proven. Does not establish or defeat any claim of exposure or legal eligibility.
