Contains no asbestos, insulation, or materials information. Contributed secondary archive, not a government record - used for the acquisition price ($20,000, uncorroborated elsewhere), the 1945-01-03 redelivery phrasing (shipscribe's MC sale date is 1945-01-06; discrepancy logged in correction row), and the postwar registry chain. Its specification block (106' length, 65-hp Gardner engine, Meissner feathering propeller) reflects postwar configuration, not the wartime Atlas Imperial plant. Contains no asbestos information.

    Finding
Published federal opinion reviewing record evidence in an asbestos case documents the Navy specification regime applicable to machinery work of this era: the Navy's General Specifications for Machinery, subsection S39-1 'Heat insulation and lagging for piping and machinery,' required insulation of '85 per cent magnesia' - a pipe covering and block-form insulation documented in that record as containing 12-18% asbestos fiber - and Chapter 39 of the Bureau of Ships Manual required thermal insulation on machinery and encouraged asbestos use; record evidence states military specifications 'affirmatively required the use of asbestos-containing thermal insulation.'

    WWII-era specifications; opinion 2012
    Population
Navy contract/maintenance workers; engine-room crews (class context)
    Limitations
Documents the Navy specification regime, not this hull: the opinion's record evidence concerned a different vessel; Dwyn Wen was a 1906 yacht acquired (not Navy-built) in 1942, so the spec regime would attach only to whatever Navy-ordered conversion/upkeep was actually performed - itself undocumented; and her plant was a single 75-HP diesel auxiliary with no boilers or steam distribution, a far narrower insulation surface than the S39-1 piping context. Establishes era practice, not presence aboard this hull, remaining material, exposure, or causation.

No qualifying ship-specific asbestos record located for USS Dwyn Wen / IX-58: no asbestos survey, abatement contract, hazmat disclosure, court finding, or docketed asbestos case naming this hull was found in the public sources searched (see search_ledger). CourtListener authenticated sweeps returned zero qualifying hits - 'Dwyn Wen' produced 0 opinions and a single RECAP docket (a 1994 Hawaii Chapter 7 bankruptcy of an individual named Dwyn-Wen Lee, a classified name collision); 'IX-58' produced 22 opinion hits and 83 RECAP docket hits that are all exhibit-number/citation collisions naming no vessel. No law-firm or competitor list page naming the hull was located in the web sweep.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1942 Navy acquisition and upkeep under the era spec regime is consistent with era materials even accounting for the minimal machinery plant, and undocketed or unindexed litigation could exist. The hull survived as a yacht until sinking in 2014, so no museum/NDRF hazmat-disclosure regime ever attached to it. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
Source discrepancies logged, not silently reconciled: (a) Redelivery - NavSource 'returned to the owner in Los Angeles on January 3, 1945' vs shipscribe Maritime Commission sale date 6 January 1945 (MC/S); both describe the same first-week-of-January redelivery to Eugene Overton, and the MC/S date is carried. (b) First owner - NavSource and some summaries say built 'for Alex Richardson'; yacht histories document James Hartley Burton as the 1906 build owner, with Alexander Richardson as designer - 'designed by Richardson' carried; Burton ownership noted as secondary. (c) Acquisition vs in-service - shipscribe acquisition 1942-02-04 at San Pedro vs DANFS 'placed in service... 19 February 1942'; distinct milestones, both carried. (d) Machinery - shipscribe lists the Atlas Imperial diesel (fitted 1926, 75 HP) as the wartime plant; NavSource's specification block lists a 65-hp Gardner engine and Meissner feathering propeller, a postwar configuration; the wartime figure is carried. (e) Striking register - DANFS says 'Navy List'; Wikipedia infobox says 'Naval Vessel Register'; DANFS phrasing carried. (f) Yacht-press claim (Tillier memorial volume; wiki derivatives) that the vessel participated in the capture of a Japanese submarine is uncorroborated by DANFS, shipscribe, or any located official record - not asserted.

Unretrieved archival path: IX-58's deck logs for the in-service period (February 1942-April 1943) sit in NARA RG 24 'Logbooks of U.S. Navy Ships and Stations, 1941-1983' (partially digitized via the NARA-Fold3 collaboration; hull-specific logs for IX-58 not located in catalog search). The vessel was acquired and disposed through the Maritime Commission - RG 178 (Records of the U.S. Maritime Commission) holds acquisition/disposal files including the January 1945 sale; RG 181 (11th Naval District records) would carry the San Pedro acceptance/layup correspondence; BuShips records (RG 19) would document whatever FY 1942 maintenance/conversion work was performed - the likeliest repository for any materials-level documentation.
