DANFS record for this hull: named for Jacques Rodney Eisner (born Red Bank, N.J. 1918-07-25; enlisted Naval Reserve 1940-10-07; midshipman 1941-03-06; Lt. (j.g.) killed in action at the Naval Battle of Guadalcanal 1942-11-13 while serving in San Francisco (CA-38)). The name Eisner was assigned to DE-269 on 1943-02-23, canceled and reassigned to DE-28 on 1943-06-14, and again canceled and reassigned to DE-192 on 1943-07-14 (DE-269 became HMS Domett; DE-28 was renamed Emery). Eisner (DE-192) was launched 1943-12-12 by Federal Shipbuilding and Dry Dock Co., Kearny, N.J., sponsored by Mrs. Lester Eisner, Jr.; commissioned 1944-01-01, Lt. Comdr. D. McVickar, USNR, in command. On 1944-02-15 she became flagship for Commander, Escort Division 55; after a convoy run to Galveston and back to Norfolk she was assigned to TF 63 for transatlantic escort - two Mediterranean voyages then five to British and French ports. She sailed from New York 1945-06-09 for Eniwetok, escorted convoys between Eniwetok and Ulithi, screened Achernar (AKA-53) to Wake Island with the repossession force, and continued patrol/escort duty out of Eniwetok until 1945-12-15. Placed out of commission in reserve at Mayport, Fla., 1946-07-05; transferred to the Netherlands under the Mutual Defense Assistance Program 1951-03-01, serving as HNMS De Zeeuw. Specifications block: dp. 1,240; l. 306'; b. 36'8"; dr. 11'8"; s. 21 k.; cpl. 186; a. 3 3", 3 21" tt., 8 dcp., 1 dcp. (hh.), 2 dct.; cl. Cannon.

    Limitations
DANFS documents identity, builder, dates, and service narrative - not materials or asbestos content. The entry contains no laid-down date (carried from NavSource, ev-02) and no stricken date (entry predates the 1967 return/1968 disposal). Its phrase 'the day after European hostilities ended' sits oddly against the 9 June 1945 departure it narrates; the date itself is carried as written. NavSource record for this hull: keel laid 1943-09-23 by Federal Shipbuilding and Drydock Corp., Port Newark, N.J. (the laid-down date DANFS omits); launched/christened 1943-12-12 (sponsor Mrs. Lester Eisner, Jr.); commissioned 1944-01-01 (Lcdr D. McVickar, USNR); decommissioned 1946-07-05 at Green Cove Springs, Fla. after 2 years 6 months; transferred (MAP) to Netherlands 1951-03-01, renamed MNLMS De Zeeuw (F-810); struck from the NVR 1951-03-07; returned to U.S. custody 1967-12-15; sold and scrapped February 1968. Design type listed as DET (diesel-electric tandem motor drive, long hull, 3" guns); complement 15 officers / 201 enlisted. Commanding officers: Lcdr Donald McVickar (comm. 1944-01 to 1944-10), Lcdr Douglas H. Lay (1944-10 to 1946-05), Lt.(jg) James M. Considine (1946-05 to 1946-07-05, decomm.). Call sign NFEU. Ribbon display lists American Campaign Medal, European-African-Middle Eastern Campaign Medal, WWII Victory Medal - no battle star shown. Photo record includes a Royal Netherlands Navy photo of De Zeeuw (F810) c.1961 from Jane's Fighting Ships 1961-62.

Kroesen; first arrival Den Helder 1951-07-08; years of squadron exercises as one of six ex-Cannon-class Van Amstel-class frigates (with Van Amstel ex-Burrows, De Bitter ex-Rinehart, Van Ewijck ex-Gustafson, Dubois ex-O'Neill, Van Zijll ex-Stern); paid off for the last time 1964-08-28 (ltz. F. F. Brinkman); removed from the naval strength 1967-10-23 under Minister of Defence decree no. 741704/729330 (seaforces reads decommissioned 1967-10-24); returned to the U.S. government (loans received under the mutual-aid framework) 1967-12-15; the Dutch register-derived account records the U.S. selling De Zeeuw and De Bitter for scrap to a firm in Hamburg (scrapping February 1968 per NavSource/seaforces).

Secondary compilations of the Dutch naval register, not an official RNN archive pull - the Ministerial decree number is quoted via Ten Anker's transcription. One-day discrepancy on the Dutch strike date (23 vs 24 October 1967) is logged in gaps. Documents dates and custody chain, not materials aboard; Dutch-era refits/material changes and the Hamburg breaking are undocumented.

    Finding type
    historical_record
    Finding
The official April 1945 BuShips roster lists DE-192 EISNER inside the 'DET design' block spanning DE-162 LEVY through DE-197 ROCHE (the TE design group begins at DE-198). The volume's destroyer-escort design-group characteristics table defines DET as 'diesel electric tandem motor drive, long hull': 2 shafts, General Motors diesel model 16-278A, 6,000 shp, and the boilers column reads 'None' for the DET group (also for the GMT and FMR diesel groups; only the TE/TEV/WGT turbine groups carry boilers). This hull is therefore officially documented as the diesel-electric DET design - no propulsion boilers, no steam plant.

    Limitations
Design-group assignment, not materials documentation - the table records official characteristics, not insulation or asbestos content; its evidentiary value here is negative-capacity (a design with boilers 'None' does not carry boiler/steam-line asbestos categories). Finding type
    asbestos_application
    Finding
Era/design inference: a DET-design destroyer escort built September 1943 - January 1944 at Federal Shipbuilding & Drydock, Kearny/Port Newark, would have carried the era-standard asbestos set appropriate to a diesel-electric ship - exhaust-system insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings. The design narrows the inference: the official BuShips table records boilers 'None' for the DET group, so the largest asbestos categories of steam ships (boiler and steam-line lagging) do not apply to this hull's propulsion plant. The builder is documented at yard level in the Atlas dataset (tier 2) with named asbestos products and a contemporaneous Owens-Illinois industrial-health survey documenting insulator work with asbestos pipe covering at this yard in August-September 1944.

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. The Owens-Illinois yard survey (1944-08-30/09-02) postdates this hull's delivery (1944-01-01 commissioning) by roughly eight months - it documents same-era yard practice, not this hull's construction or materials. No hull-level material schedule, insulation specification, survey, or abatement record was located; the NARA RG19 BuShips 'General Information Books' are the standing archival lead. Does not quantify material or establish any individual's exposure.

    Locator
cl-auth-search.py attempts at ~12:05, ~12:10, ~12:15, ~12:25, ~12:40 session time - all returned 'fleet-wide request budget is momentarily spent' (exit 2), no HTTP request made
    Finding type

    Finding
PENDING - CourtListener sweep could not be executed this session. Required queries: exact-phrase 'USS Eisner' (opinions and RECAP dockets) and hull-number 'DE-192' (opinions and dockets). No result of any kind was returned - neither hit nor clean zero - because the fleet-wide request pacing limiter blocked every attempt. Logged as pending/blocked in the search ledger, not as a negative finding.

This row records an unexecuted sweep, not an absence of litigation. 'Eisner' is a moderate-collision surname (executive/estate-name litigation incl. Disney-era Eisner matters), and 'DE-192' collides with star-pagination and docket-number noise - both require per-case review when the sweep runs. No inference about the hull's litigation surface should be drawn from this row.
