DANFS record for this hull: Tacoma-class patrol frigate (dp. 1,264; l. 303'11"; b. 37'6"; dr. 13'8"; s. 20 k.; cpl. 214; a. 3 3-inch guns). Launched 30 August 1943 by Walter Butler Shipbuilding Co., Superior, Wis.; sponsored by Mrs. George M. Barnaby; placed in service between 12 and 22 June 1944 for passage to Houston, Tex.; commissioned 7 October 1944, Lt. Cmdr. L. Anderson, USCGR, in command. Arrived Argentia, Newfoundland, 3 December 1944 and relayed weather reports from stations at sea between Newfoundland and Bermuda, operating primarily in northern latitudes; continued the duty after the war to aid movement of troops home from Europe. Arrived New Orleans 22 August 1946; decommissioned 14 March 1946 and immediately recommissioned as a U.S. Coast Guard ship; decommissioned (Coast Guard) 28 August 1946; sold to France 26 March 1947 for continued weather patrol service.

    Population
Walter Butler Shipbuilding construction trades 1943-44; Houston fitting-out workers 1944; USCG-manned wartime complement (cpl. 214)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The entry is internally inconsistent on the New Orleans sequence (arrival dated 22 August 1946 but decommissioning there dated 14 March 1946 - the arrival date is suspect and carried in gaps). Coast Guard manning is implied only by the commanding officer's USCGR designation. Mirror not needed - live NHHC page verified.

    Finding
USCG Historian's Office record for this hull: builder Walter Butler Shipbuilding Co., Superior, Wisconsin; propulsion 2-shaft VTE with 3 boilers; complement 190; armament 3 x 3"/50, 2 x 40mm (2x2), 9 x 20mm, 1 Hedgehog, 8 depth-charge projectors, 2 depth-charge racks - with the class note that frigates fitted out for weather patrol duty had the after 3-inch gun removed and a weather balloon hangar added aft. Repeats the DANFS history: commissioned 7 October 1944 under LCDR L. Anderson USCGR; Argentia weather-patrol duty; decommissioned at New Orleans 14 March 1946 and immediately recommissioned as a Coast Guard ship (USCGC Emporia); Coast Guard decommissioning 28 August 1946; sold to France 26 March 1947 for continued weather patrol service.

    Limitations
Documents Coast Guard operation of this hull and the weather-ship outfit change; contains no asbestos or materials statement. Complement (190) and draft (12'8") figures differ from DANFS (214; 13'8") - discrepancy carried in gaps. Sources cited are the official USCG war history, Conway's, and DANFS.

NavSource timeline for this hull: authorized as patrol gunboat PG-136 (MC type T. S2-S2-AQ1); reclassified patrol frigate PF-28 on 15 April 1943; laid down 14 July 1943 under a Maritime Commission contract by Walter Butler Shipbuilding Co., Superior, Wisconsin; launched 30 August 1943; commissioned USS Emporia (PF-28) 12 June 1944; decommissioned 14 March 1946 at New Orleans, LA and turned over to the Coast Guard, commissioned USCGC Emporia (PF 28) the same day; Coast Guard decommissioning 28 August 1946 and returned to U.S. Navy custody; sold to France 26 March 1947 as weather ship Le Verrier; scrapped 1958. Commanding-officer roster lists six officers, all USCGR (PCU LCDR George Henry Miller April-September 1944; LCDR Langford Anderson 7 October 1944 - 9 February 1945; four successors through 30 August 1946). Propulsion: two 3-drum express boilers, two 5,500 ihp vertical triple-expansion Diamond Iron Works engines, two shafts.

    Limitations
NavSource is a volunteer-maintained secondary compilation, not an official record; its 12 June 1944 commissioning date conflicts with DANFS (placed-in-service 12-22 June 1944, commissioned 7 October 1944) and is read as the delivery-voyage commissioning - carried in gaps. Boiler count (two 3-drum) differs from the USCG page (3 boilers) - carried in gaps. Scrapped-1958 and Le Verrier details are consistent with DANFS disposal.

    Limitations
Secondary compilation, not an official record; its 'to France 1945 as Le Verrier' conflicts with the primary 26 March 1947 sale date (DANFS/USCG) and is treated as a typo. Confirms the Maritime Commission contract identity (MC 1439) and the 12 June 1944 delivery/commissioning window. No asbestos or materials statement.

    Finding
Class/era inference: a Maritime Commission-contracted patrol frigate built 1943-44 with oil-fired 3-drum express boilers and vertical triple-expansion steam machinery would have carried period-standard asbestos applications - boiler and steam-drum insulation, steam-line lagging between fireroom and engineroom, valve and flange gaskets, machinery packing, and fireproofing. No ship-specific materials statement exists for this hull.

    Limitations
Class/design-era inference only - the cited sources document the propulsion plant type, not materials content; asbestos aboard this hull is not ship-proven. Does not establish quantities, locations, present-day presence (hull scrapped 1958), or any individual exposure.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming this hull was found in the public sources searched. MARAD ShipHistory database returns 'No results found' for Emporia (the hull was never in MARAD custody - Navy/Coast Guard service, then foreign sale). Naval Vessel Register coverage excludes vessels disposed before 1987. CourtListener sweep complete: 'USS Emporia' returned zero in opinion and docket indexes; 'PF-28' returned only name collisions (2 opinion hits - employment-exam and pharmaceutical-environmental cases; 81 docket hits, all non-asbestos collisions on page/PACER-form markers; the justified 'PF-28 asbestos' docket variant returned 5 collisions including the W.R. Grace bankruptcy where PF-28 is a page marker, not the ship). See search_ledger.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1943-44 steam-driven hull is era-consistent with asbestos use. Does not establish or defeat any claim of exposure or legal eligibility. The PF-28 docket base query overflowed its 20-result page on a high-collision hull number; the asbestos-qualified variant (a subset) returned only collisions, so no deeper pagination was run.
