    Limitations
DANFS documents identity, specifications, and service history - it contains no materials or asbestos information. The entry is silent on the laid-down date, the USN striking date, and final disposal. Live NHHC page returns 404 (standing link-rot issue); a verbatim 2012 Wayback capture of the official NHHC page and the hazegray transcription mirror are cited instead.

    Finding
Official Navy Department data for this hull: dates table gives Evans (DD-78) laid down 28 December 1917, launched 30 October 1918, commissioned 11 November 1918 - confirming the laid-down date that DANFS omits. Machinery table lists Evans (78): 2 screws, Parsons geared turbines, 4 Normand boilers, 27,000 shp designed (24,660 on trial); fleet assignment Pacific Fleet.

    Finding type
    vessel_history
    Finding
The official RCN ships'-histories index (covering 'all commissioned His/Her Majesty's Canadian Ships' since 1910) contains no Mansfield entry - corroborating that this hull was never commissioned as HMCS Mansfield. Her 1942-44 Canadian service was under RCN operational control with the Western Local Escort Force while she remained HMS Mansfield.

    Limitations
Absence-in-index evidence only: confirms no HMCS commission, consistent with DANFS's 'transferred to the Royal Canadian Navy' wording and secondary sources describing 'operational control.' Does not date the control transfer (secondary sources give September 1942) and says nothing about materials or asbestos.

    Finding
Era/yard inference: a Wickes-class destroyer built 1917-18 with a four-boiler geared-turbine steam plant would have carried period-standard insulation, steam-line lagging, gaskets, packing, and fireproofing. Builder Bath Iron Works is documented at yard level in the Atlas dataset (tier 2): a 1942 Harvard industrial-hygiene survey recorded 'fairly serious dust risk' at roughly ten times the safe threshold in pipe-covering shops during naval-vessel construction, and a 1987 OSHA health inspection returned an 80-percent asbestos bulk sample at the yard. The study and inspection postdate this hull's construction by a quarter-century and are yard-level, not hull-level, records.

    Population
Bath Iron Works construction trades (era context); USN and Allied crews 1918-1944
    Limitations
Class/era and builder-yard inference only - no source names this hull. The 1942 study and 1987 OSHA record postdate Evans's 1917-18 construction; WWII-era pipe-covering practice cannot be read backward onto this hull as a documented fact. Does not establish asbestos presence, quantity, products, or any individual exposure aboard DD-78.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or material inventory naming DD-78 was found in the public sources searched (see search_ledger). The hull was scrapped after paying off in 1944, so no present-day condition documentation can exist; no preservation-era hazmat disclosure exists.

    Limitations
Absence of a located public record does not prove asbestos was absent aboard - era-consistent insulation practice makes period asbestos plausible but it is not ship-proven. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
No qualifying asbestos litigation naming this hull located in CourtListener opinion or RECAP docket indexes. "USS Evans" exact-phrase returned 2 opinion hits, both classified name collisions: King v. United States, 19 Cl. Ct. 703 (1990) - a BCNR promotion/retirement case reciting the officer's service history (any 'USS Evans' aboard which an officer served before a FY1984 retirement postdates DD-78's US service, which ended October 1940); United States v. Boehm, 17 C.M.A. 530 (C.M.A. 1968) - a Navy courts-martial (in 1968 the only commissioned 'USS Evans' was DE-1023). "DD-78" returned 4 opinion hits, all non-maritime string collisions (Ohio attorney-discipline and reapportionment cases in which 'DD-78' is a filing/document reference). "USS Evans" asbestos and "aboard the Evans" returned 0. "HMS Mansfield" returned 0 (US indexes; the ship's RN/RNoN/RCN phases are outside US court coverage). RECAP: "USS Evans" 0 hits; "DD-78" 40 hits, all docket-number string collisions ('DD' docket codes; insurance, e-commerce, bankruptcy, family matters), none maritime.

Sweep covers CourtListener's opinion index (type=o) and RECAP docket index (type=r). A veteran claiming 1918-1940 exposure aboard this hull could appear in records not indexed by vessel name; absence of a located hit is not proof none exists. Two later US Navy hulls share the name (DD-552, DE-1023) plus near-name Frank E. Evans DD-754 - name-match discipline applies to any future hit.
