Era/design inference for the hull type: Fabius is a diesel-powered LST-542-group hull (2 x GM 12-567A diesels, 1,800 shp - no boilers), completed 1945 under BuShips SD-1945 design grouping and modified during construction to ARL-10-derived aircraft-repair-ship plans. For diesel-powered amphibious hulls of this era the asbestos-relevant applications are: diesel-exhaust lagging, machinery gaskets and packing, engine-room thermal/acoustic insulation, deck coverings and tile, bulkhead and accommodation insulation, and winch/crane brake linings; the repair-ship conversion added interior workshop-space insulation scope.

Construction trades (American Bridge, Ambridge, 1945); ship's company (~245); aircraft repair crews embarked
    Limitations
Design/era inference - the design table documents machinery and arrangement, not materials; neither source names this hull's insulation content and neither states 'asbestos.' The diesel plant narrows (does not eliminate) the classic steam-lagging pathway. Does not establish asbestos presence aboard this hull, nor quantity, location, condition, individual exposure, or causation.

    Finding
GAO documented the Navy's asbestos-protection program: the standing policy (1975) removed asbestos insulation only when damaged or when required for repairs, modified in 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. Relevant here only as program context: Fabius spent 1946-1950 and 1952-1973 in reserve at San Diego with no documented asbestos-removal yard period, and was sold for scrapping in January 1974, before the documented policy era ended.

CourtListener indexes opinions and PACER/RECAP dockets - absence of a named hit does not prove no claim was ever filed (many asbestos filings name manufacturers, not hulls; state-court and non-digitized records are outside the index). A 1974-scrapped hull also predates most modern pleading practice that names ships. Fleet pacing paused the sweep mid-session; completed after the hourly window cleared.

Absence of a located public record does not prove absence of asbestos aboard - a 1945-built hull is era-consistent with asbestos-containing materials, and a DRMS scrapping sale predates hazmat-disclosure norms. Does not establish presence or absence; does not establish or defeat any claim of exposure or legal eligibility.
