DANFS record for this hull: named for Seaman Second Class George Irvin Falgout (b. 1922 Raceland, La.; KIA 12 November 1942 aboard USS San Francisco CA-38 in the Naval Battle of Guadalcanal; posthumous Navy Cross). Spec block: Edsall class; 1,200 tons, 306', beam 36'7", draft 8'7", 21 kt, complement 186, three 3"/50, 8 depth-charge projectors, hedgehog, 2 depth-charge tracks. Launched 24 July 1943 by Consolidated Steel Corp., Ltd., Orange, Tex.; sponsored by Mrs. H. J. Guidry, sister of the namesake; commissioned 15 November 1943, Lt. Cmdr. H. A. Meyer, USCG, in command (Coast Guard-manned). Rescued 11 survivors of torpedoed tanker SS Touchet 4 December 1943; Bermuda shakedown; eight Atlantic convoy-escort voyages Norfolk/New York to North African ports 3 February 1944 - 2 June 1945. On 20 April 1944 her Mediterranean convoy came under heavy German air attack - an ammunition ship blown up and a destroyer sunk (the convoy is identifiable as UGS-38 and the ships as SS Paul Hamilton and USS Lansdale DD-426 per the DANFS Lansdale entry); Falgout screened the convoy on to Bizerte. On the homeward passage one escort was torpedoed 3 May and another torpedoed and sunk 5 May (secondary accounts identify USS Menges DE-320 and USS Fechteler DE-157 - not named in DANFS); Falgout brought the convoy home without losing a merchantman; captured four downed German aviators on the third voyage. Balboa, C.Z., 26 June - 13 December 1945 (goodwill visits, submarine training); Charleston; Green Cove Springs reserve berthing; in commission in reserve 9 May 1946; out of commission in reserve 18 April 1947. On loan to the Coast Guard 24 August 1951 - 21 May 1954, in commission as ocean station vessel WDE-424 out of Tacoma, Wash. Reclassified DER-324 28 October 1954; converted to radar picket escort; recommissioned 30 June 1955, Lt. Cmdr. Walter P. Smiley in command; Seattle-based radar picket, Continental Air Defense Command Early Warning System; based at Pearl Harbor from 19 March 1959, Pacific Barrier. [Bracketed note: struck from the Navy list 1 June 1975; sunk as a target off Southern California 12 January 1977.] One battle star for World War II service.

    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The published DANFS narrative stops at 1962 (written before the ship's 1966-69 Vietnam Market Time rotations and 1969 decommissioning); post-1962 service is corroborated by ev-02/ev-03/ev-04. Mirror transcription cited because the live NHHC page returns 404. The UGS-38 convoy identification rests on cross-referencing DANFS entries (Lansdale DD-426), not on the Falgout entry itself.

    Finding
Primary command-history record naming this hull in Vietnam service: the USS Passumpsic (AO-107) CY-1968 command history's chronological log records underway replenishment of 'USS FALGOUT (DER 324)' on 17 January 1968 (with USS Chandler DD-717 and USS Impervious MSO-449) and again on 4 February 1968 (with USS Inflect MSO-456, USS Evans DD-754, USCGC Winnebago WHEC-67, USS Jamestown AGTR-3, USS Impervious MSO-449), immediately following the log entry 'Enroute Market Time Operations Area to provide combat support' - corroborating Falgout's documented 1966-1969 Operation Market Time rotations off Vietnam (Vietnam Service Medal with seven stars per NavSource ribbon display).

    Population
USN crew aboard DER-324, Market Time patrol stations, early 1968
    Limitations
Documents this hull operating with Market Time (TF 115) units in early 1968; does not document aboard materials, asbestos content, or exposure. OCR of the scanned PDF is noisy; day/month attribution (17 January and 4 February 1968) follows the log's month pagination. The 1966-69 Market Time window and TEE SHOT V mother-ship detail (Qui Nhon Bay) rest on secondary compilation, not this primary document.

  4. [4]U.S. Coast Guard Historian's Office, 'The Long Blue Line: Ocean Station - Coast Guard's support for the Korean War 70 years ago!' (history.uscg.mil) + USCG cutter index entry 'FALGOUT (1951-USCG) DE-324; WDE-424' [other_primary]
    Locator

    Finding type
    vessel_history
    Finding
Official USCG historical publication documenting this hull's Coast Guard period: when the Navy transferred destroyer escorts for ocean-station duty during the Korean War buildup, 'The first ex-DEs to join the fleet were CGC Koiner and CGC Falgout'; the cutters were re-armed with depth-charge racks and antiaircraft guns and retrofitted with a stern shelter for weather-balloon storage before shakedown under Navy supervision. The USCG Historian's cutter index lists this vessel as 'FALGOUT (1951-USCG) DE-324; WDE-424' - consistent with DANFS's loan dates (24 August 1951 - 21 May 1954) and Tacoma homeport.

    Limitations
Documents the loan program and this hull's place in it (first two conversions with Koiner); does not document materials disturbed or installed during the re-arming/retrofit, asbestos content, or crew exposure. The USCG site's image-tag index also renders the hull as 'WDE-324' in some views - the WDE-424 designation is carried per DANFS and the USCG cutter index text; discrepancy logged in gaps.

HyperWar DE-324 spec block (propulsion line); NavSource building/operational data (1954-55 conversion, 1969 decommissioning lines); shipyards.json record 'mare-island-naval-shipyard' (Consolidated Steel absent - see gaps)
    Finding type
    asbestos_application
    Finding
Era inference narrowed by plant type: DE-324 is diesel - four Fairbanks-Morse geared diesels (FMR design) plus diesel generators, no propulsion boilers or steam system - so the boiler/steam-lagging categories that dominate steam-ship asbestos profiles do not apply. Era inference is limited to exhaust/engine insulation, gaskets and packing, electrical insulation, brake/clutch linings, and deck coverings. NavSource's compiled building/operational data additionally carries the laid-down date (24 May 1943) that DANFS omits, the conversion site (Mare Island NSY), and the 10 October 1969 inactivation site (Mare Island NSY / Naval Ship Inactive Maintenance Facility). Two ship-specific yard events add context: the 1954-55 DER conversion and the 1969 inactivation were both performed at Mare Island Naval Shipyard, a yard with documented asbestos product use in the Atlas dataset (Unibestos, Marinite, Transite, Kaylo, Careytemp, packing/gaskets); the conversion's material scope on this hull is not documented. Builder Consolidated Steel Corp., Orange, Tex. is NOT in the Atlas shipyards.json dataset, so no yard-level asbestos documentation attaches to the 1943 construction period.

    Limitations
Class/era inference only - NOT a hull-specific finding. The diesel plant narrows rather than eliminates inferred categories; whether conversion yard work disturbed or added ACM aboard is undocumented; does not quantify material or establish any individual's exposure. Mare Island yard documentation is yard-level, not hull-level.

    Finding
GAO documented the Navy's extensive shipboard asbestos insulation use with substitution not beginning until the early 1970s - this hull's 1943 construction and all commissioned service periods (1943-47, 1951-54 USCG, 1955-69) fall inside the documented asbestos-use era, as does the 1954-55 conversion at Mare Island Naval Shipyard.

    Finding
No qualifying ship-specific asbestos record located for DE-324: no hull ACM survey, no abatement or hazmat disclosure for any custody period (USN 1943-47/1955-69, USCG 1951-54, reserve fleets, disposal), and no qualifying asbestos litigation naming USS Falgout, DE-324, or DER-324 in CourtListener searches (hits classified in the search ledger; 'Falgout' is a common Louisiana surname generating extensive name collisions). Hull sunk as a target 1977 - no surviving-hull survey path exists.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard during 1943-77 service - era materials are consistent with the design's documented equipment but not ship-proven. Does not establish or defeat any claim of exposure or legal eligibility. Coast Guard-custody (1951-54) and disposal-period (1969-77) material records were not located in U.S. sources.
