- Finding
- Official contemporaneous Navy statement enumerating this hull's class for asbestos thermal insulation: the letter's Enclosure I cost table 'EST. COST PER SHIP (Million) / ACTIVE SHIPS' lists FRIGATE 'FF-1052' - the Knox class, of which this hull is a member - at $4.32 million per ship across 45 active ships ($194.40 million total), 'for the removal of asbestos thermal insulation from piping, equipment and ventilation ducting, excluding nuclear equipment components, and reinsulation with non-asbestos material.' The same letter states 'all ships presently in service contain some quantity of asbestos'; identifies thermal insulation for machinery, equipment and piping systems as 'the major application of asbestos'; states thermal-insulation specifications changed to asbestos-free materials in late 1973 but purchased stock meant 'some ships were delivered with asbestos insulation as late as May 1978'; lists non-thermal applications still lacking substitutes (electrical resistors, floor/deck tiling, galley-range cabling, piping gaskets and packing, brakes and clutches) - 'it is nearly impossible to build a Navy ship free of the mineral'; and states the standing policy of repair-triggered removal (October 1975) plus selective high-maintenance-area replacement (January 1979 modification), expecting to remove all shipboard thermal asbestos 'except that 30 to 50 percent which is normally untouched during the life of the ship' within five years.

- Limitations
- CLASS-level official statement, not a per-hull survey: 'FF-1052' is the class designator covering the 45-ship count used by the Navy (46 hulls were built; the letter's '45 active ships' is its own count). The letter names the class, not this hull, gives no hull-by-hull quantities, cautions the estimates 'are tentative and have not been validated,' and covers thermal insulation only - expressly excluding 'the amount of asbestos used in other applications, such as pipe hanger liners, gaskets, etc.' GAO fieldwork for the report was at Long Beach and Norfolk Naval Shipyards; Long Beach is this hull's documented commissioning yard.

Era-standard applications for the type: boiler casing and fireroom insulation, steam-pipe lagging, turbine lagging, valve and flange gaskets and packing, bulkhead/overhead fireproofing, deck coverings, cable insulation, plus the Navy letter's named non-thermal applications (resistors, deck tiling, galley-range cabling, brakes/clutches). Builder Todd Shipyards Corp. is documented at yard level in the Atlas dataset (tier 2, corporate-entity record: steam pipe lagging, turbine insulation, valve gaskets, pump packing, asbestos cement, spray-applied materials, vinyl asbestos floor tiles).

The sole published opinion naming 'USS Fanning' is United States v. Walker, 39 M.J. 731 (N-M.C.M.R. 1994), a UCMJ marijuana-distribution court-martial - other litigation, not asbestos; the ship reference (a seaman apprentice's 1990s-era duty station) attaches to this hull, not the namesakes (DD-385 scrapped 1948). 'USS Fanning' RECAP dockets: United States v. Toebbe espionage prosecutions (N.D.W. - Official counterintelligence compilation documenting an espionage event aboard this hull: Jeffrey Loring Pickering (an alias enlistee, 'Christopher Eric Loring,' USN from 23 Jan 1979) admitted stealing classified material 'from the ship's office of the USS Fanning (FF-1076) between July and October 1982'; he mailed a five-page Secret document to the Soviet Embassy, Washington, D.C., with a typed letter offering additional classified material. NIS agents recovered four Government envelopes of classified microfiche and 147 microfiche cards in permissive searches after he presented erratically at Naval Regional Medical Clinic, Seattle, on 7 June 1983. On 3 October 1983 Pickering pleaded guilty at a general court-martial to several UCMJ violations including espionage and was sentenced to five years at hard labor, forfeiture of $400/month for 60 months, reduction to E-1, and a bad-conduct discharge. The same precedent is cited verbatim ('1983 Plea - Stole classified material from USS Fanning') in the government's 2021-22 filings in United States v. Toebbe (N.D.W. Va. 3:21-cr-00049, ECF 141), which is why the Toebbe dockets surface in a 'USS Fanning' name sweep.

Included because it is a verified hull event and because it resolves the 'USS Fanning' docket-sweep hits (Toebbe filings cite this precedent). The compilation text is government-authored case history mirrored at the National Security Archive; underlying court-martial records are not themselves digitized.

- Finding
- Two MDL-875 tag-along complaints name this hull in decedents' work-history vessel lists, both alleging shipyard-employment exposure at Triple A Machine Shop, San Francisco - the same yard where secondary sources place this hull's Feb 1977-Jun 1978 overhaul. Quiroz-Green (wrongful-death/survival action for LeJon Greene, stage rigger; lung cancer dx ~Sept 2010, asbestosis and asbestos-related pleural disease dx ~May 2011; defendants incl. Thomas Dee Engineering, Metalclad Insulation, CBS Corp f/k/a Viacom f/k/a Westinghouse Electric, Lockheed Shipbuilding, National Steel and Shipbuilding; Brayton Purcell counsel): the Preliminary Fact Sheet's Exhibit A lists 'FANNING (FF-1076)' among ~25 vessels at Triple A Machine Shop, S.F. and Naval Air Station Alameda, exposure 'mid 1970s-1987 (6 months to 1 year per ship)'. Nash (survival/wrongful-death action for Jerry Nash, shipfitter): the complaint's employment/exposure exhibit lists 'FANNING (DE-1076)' - the period-correct designation - among vessels at Triple A Machine Shop, Pier 64, San Francisco, employment 1972-1984 (off and on).

- Limitations
- PLEADING-STAGE ALLEGATIONS - the least-final litigation stage, classified down per batch discipline. A complaint/fact-sheet work-history vessel list is an unadjudicated allegation: it does not establish that either decedent was aboard this hull, that asbestos was present or disturbed during any work on her, or any finding of exposure or causation. No merits disposition for either case was located; both were tag-alonged into MDL-875, where most matters settle or are remanded. The Triple A overlap with the secondary-source 1977-78 overhaul is consistent context, not corroboration at adjudication level.
