NavSource hull file corroborates the DANFS timeline (laid down 23 Jul 1952 Higgins Corp. New Orleans; launched 17 Jul 1953; commissioned AM-442 22 Sep 1954; reclassified MSO-442 7 Feb 1955; struck 28 Oct 1990, laid up in the Reserve Fleet) and adds: decommissioned 23 Oct 1990; sold for scrap 4 Dec 1992 to Seawitch Salvage of Baltimore, MD for $6,000. Spec block: 775 t; 172' x 35' x 12'; 14 kts; complement 78; armament one 40mm mount and two .50 cal machine guns, 20mm later replaced by one twin 20mm mount; propulsion 'Four Packard ID1700 diesel engines, replaced by four Waukesha Motors Co. diesel engines, two shafts, two controllable pitch propellers.' Official USN photo DN-ST-88-01143 caption: Grapple (ARS-53) towed ocean minesweepers USS Inflict (MSO-456), Fearless, and USS Illusive (MSO-448) to the Persian Gulf in support of U.S. Navy escort operations - departed Little Creek, Va., 6 Sep 1987, arrived Gulf of Oman via the Suez Canal 2 Nov 1987; at the time the longest distance three ships were towed by one vessel (9,000 nm). Photo DN-SN-89-07261 (c. 1988): Fearless underway in the Mediterranean as part of Naval Reserve Force North Atlantic. Class data for the MSO-422 (Aggressive) ocean minesweepers: designed to counter Korean War mining; capable of sweeping moored and bottom contact, magnetic and acoustic mines; AN/SQQ-14 MCM sonar; 853 t full load; 172 ft; four aluminum-block diesels, two shafts, 2,400 bhp; complement active 77 (7 officers + 70 enlisted), Naval Reserve Force 57 (5 + 52) plus 25 reservists. Records that during the 1987-88 Persian Gulf escort missions, active and reserve MSOs were dispatched to the Gulf and cleared hundreds of mines - the operation in which this hull's 1987 tow deployment (ev-03) took place.

Class-level fact sheet mirror (not a hull record) - establishes the design context, not this hull's as-built condition; secondary-compilation details (e.g., laminated-wood hull with non-magnetic fittings) are consistent across NavSource/class references but were not verified against a primary BuShips specification. Finding
Era/design inference: this hull carried a non-magnetic diesel propulsion plant (four Packard ID1700 diesels, later replaced by four Waukesha aluminum-block diesels, twin controllable-pitch propellers) in a minesweeper built 1952-54 at the peak of Navy asbestos use - with NO boilers, turbines, or steam lines, the era-typical asbestos applications on this type are the lower-density set: diesel exhaust lagging, engine and piping gaskets and packing, electrical-component insulation, vinyl-asbestos deck tile, and joiner/bulkhead fireproofing. Disturbance-phase pathways documented for this hull: the mid-life Packard-to-Waukesha engine replacement (class-wide program documented for the type), the 1987 long-distance tow and Persian Gulf MCM operations, reserve-fleet lay-up after 1990, and 1992 breaking.

    Limitations
Inference from the documented machinery plant and construction era - NOT a hull record. No survey, specification, or material schedule naming AM/MSO-442 was located; the wood-hull detail rests on secondary class compilations consistent across sources, not a retrieved BuShips spec. Finding
GAO documented the Navy's asbestos-protection program across the in-service fleet: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place aboard hulls of this ship's era for decades unless a yard period disturbed it. Applicable context to a 1954-commissioned hull in service through 1990.

BVA decision 1008682 - Reasons and Bases, stressor narrative and credibility discussion
    Finding type
    litigation_documented
    Finding
The only BVA decision located that names this hull: a veteran variously alleged 1989-90 Persian Gulf service and stressors aboard 'the minesweeping wooden ship' USS Esteem or USS Fearless (including a mine surfacing near 'the U.S.S. PLUCK and the U.S.S. FEARLESS' and a shipboard engine fire). The Board found the veteran's statements non-credible and that, per Navy personnel records, 'the Veteran never served aboard the U.S.S. FEARLESS'; claim denied. The decision also documents MSO-422-class hulls as wooden minesweepers and places Fearless among the East Coast MSOs associated with Persian Gulf mine-warfare service.

    Limitations
Adjudicated administrative record naming the hull, but it is a PTSD claim with zero asbestos content - included so the corpus is complete: the sole BVA naming of this hull is non-asbestos and the claimed service aboard was affirmatively refuted by personnel records. Establishes nothing about asbestos aboard, exposure, or eligibility.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, court finding, or docketed asbestos case naming USS Fearless / AM-442 / MSO-442 was found in the public sources searched (see search_ledger). Indexed-web litigation checks surfaced only name collisions - American Alliance for Equal Rights v. Fearless Fund Management (11th Cir. 23-13138, civil rights) and The Fearless, 14 F.2d 1006 (3d Cir. 1926, a Gloucester ferry steamer) - not this hull. Law-firm marketing pages (navyshipexposure.com dedicated hull page naming component makers US Radiator Corp., Westinghouse, Worthington Pump, E B Badger and Sons Co.) assert era-typical asbestos content for this hull without primary support - excluded as a source per the no-law-firm-sources rule and logged in the batch report.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1952-54-built Navy vessel is era-consistent with asbestos-containing materials, and her engine replacement, reserve-fleet lay-up, and 1992 breaking are undocumented disturbance phases. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility. CourtListener systematic name/hull sweeps were NOT run to completion: the shared authenticated API quota (2,800/day) was already exhausted by prior batch work on this machine (HTTP throttle, ~7h reset) - backed off per batch instruction; negative litigation coverage rests on indexed-web checking plus the BVA index.
