W. Packard; commissioned 1 October 1936, Comdr. F. L. Lowe in command. Federal Shipbuilding construction trades 1934-36; wartime crew (design complement 168)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The transcription contains two internal typos carried in gaps: launch year '1936' (1935 carried per NavSource/secondary) and 'Cebu 26 March 1946' (operation was 26 March 1945). Mirror transcription cited because the live NHHC page returns 404.

    Finding
Federal dose-reconstruction entry naming this hull: USS FLUSSER (DD-368), crew size 146, Surface Patrol Group; 'FLUSSER, as a member of the Surface Patrol Group was outfitted with special oceanographic and radiological equipment in order to conduct oceanographic surveys and perform radiological monitoring. She performed monitoring duties both inside and outside Bikini lagoon.' Observed Shot ABLE (1 Jul 1946) and operated through Shot BAKER (25 Jul 1946); path report shows repeated Bikini lagoon entries/anchorages and Kwajalein runs; total calculated film-badge dose received while at Bikini 0.428 rem; ship contamination factor on departure 4; departed Bikini 4 September 1946 en route Pearl Harbor via Kwajalein - consistent with the DANFS arrival at Pearl Harbor 14 September 1946.

    Population
USS Flusser crew of 146 at Bikini, Jul-Sep 1946
    Limitations
Reconstructed (not measured) external dose for a radiological hazard - contains no asbestos information whatsoever and is carried as ship-specific context on documented hazardous-duty conditions aboard this hull, not as asbestos evidence. Does not address materials aboard, individual exposures, or health outcomes.

Bombs at Bikini Appendix 8(f) support-vessel table; Appendix 9(c) target-destroyer list (Flusser absent); JTF-1 ship history, Sumner entry (HECV relief of Flusser, 18 July 1946)
    Finding type
    historical_record
    Finding
The official JTF-1 report lists DD-368 FLUSSER under '(f) Surface Patrol Group (Task Group 1.7, commanded by Captain E. N. Parker),' Lt. Comdr. W. R. Laird commanding - i.e., a support vessel, not a target. Flusser does not appear on the Appendix 9 target-vessel list (12 destroyers incl. sister Lamson DD-367 were targets). The JTF-1 ship-history volume transcribed on Wikisource shows Flusser serving as Harbor Entrance Control Vessel at Bikini (relieved in berth 386 by USS Allen M. Sumner on 18 July 1946). Establishes the hull's Crossroads duty was support/monitoring, resolving any inference that participation meant target status.

RECAP docket index: "aboard the Flusser" OR "USS Flusser" OR "Flusser (DD-368)" 0 hits; bare "Flusser" returned 22 dockets, all name collisions (Flusser v. Fifth Third Bancorp, S.D. Ohio; bankruptcy cases of individuals named Flusser; creditor-list/notice mentions in unrelated dockets incl. W.R. Grace) - none referencing a naval vessel. Low name-collision risk overall (uncommon surname); the absence is a genuine negative finding, not a search artifact.

    Limitations
Absence of a located docket does not prove no asbestos litigation ever named the ship - state-court filings and non-digitized dockets are outside CourtListener coverage, and swept-and-sealed MDL-875 items may be under-indexed. Establishes only that no qualifying case was located in the searched indexes on 2026-09-27.

    Finding
Era/yard inference: a Mahan-class destroyer built 1934-36 with a geared steam-turbine plant would have carried period-standard asbestos insulation - boiler and turbine insulation, steam-line lagging, gaskets, packing, fireproofing, and deck coverings. Builder Federal Shipbuilding at Kearny is documented at yard level in the Atlas dataset (tier 2): the August-September 1944 Owens-Illinois industrial-health survey recorded insulator work with asbestos pipe covering (Johns-Manville Superex) and boiler insulation in confined shipyard spaces. NARA RG 19 'General Information Books' per-vessel material specifications are an archival lead for hull-level specs.

    Finding
Open archival leads for hull-level material data: NARA holds the DD-368 deck logs (RG 24, incl. the Bikini period) and Bureau of Ships records (RG 19) under which Mahan-class material specifications, alteration records, and insulation schedules would sit; the ship's 1945 action reports and war diaries are also NARA-held.
