    Finding
DANFS record for this hull: namesake Lt. (j.g.) Fogg, naval aviator killed in action in the initial attack on Kwajalein (transcription reads 'Charleston Thayer Fogg'/'Lyn, Mass.'/2 February 1942 - correct per corroborating sources: Carleton Thayer Fogg of Lynn, Mass., killed 1 February 1942 - see gaps); launched 20 March 1943 by Bethlehem Steel Shipyard, Hingham, Mass., sponsored by Mrs. Adelbert W. Fogg; commissioned 7 July 1943, Lt. Cmdr. Charles F. Adams, Jr., USNR, in command; reclassified DER-57 18 March 1949. First convoy cruise from New York 13 October 1943 (Aruba, Curacao, Algiers) returning 4 December 1943; six escort voyages New York-Londonderry/Lisahally 26 December 1943-20 August 1944; Channel convoy to Cherbourg September 1944, overhaul at New York; towing-convoy escort from 6 November 1944. Torpedoed 20 December 1944 while searching for the submarine that had hit an LST - DANFS reads four killed and two wounded; stern sheared off 22 December; reached the Azores in tow; arrived Boston for repairs 9 March 1945. Norfolk duty June 1945 (target ship, plane guard, CIC training); entered Philadelphia Naval Shipyard 1 July 1945 for radar-picket conversion, completed 2 October; east-coast/Caribbean ASW-development and CIC school-ship duty to July 1947; decommissioned in reserve at Charleston, S.C., 27 October 1947; stricken 1 April 1965; sold 4 January 1966 for $39,000.

Bethlehem-Hingham construction trades 1942-43; wartime crew (design complement 186 per DANFS)
    Limitations
DANFS documents service history and design-block specifications, not materials or asbestos content. The transcription does not name the attacking submarine (U-870 attribution per uboat.net - ev-03) and reads 'four' killed while uboat.net reads fifteen - conflict carried in gaps. Mirror transcription cited because the live NHHC page returns 404.

NavSource registry chronology for this hull: keel laid 4 December 1942 by Bethlehem Steel Corp., Hingham, Mass. (DANFS omits the keel date); launched and christened 20 March 1943; commissioned 7 July 1943; DER conversion commenced 1 July 1945 at Philadelphia Naval Shipyard, completed 2 October 1945; decommissioned at Charleston, S.C. 27 October 1947 after 4 years and 3 2/3 months of service; reclassified DER-57 18 March 1949; reclassified DE-57 28 October 1954; on 2 November 1963 the tow line from USS Penobscot (ATA-188) parted during Hurricane Ginny leaving the mothballed Fogg adrift - tow recovered, arrived Norfolk 3 November 1963 (a press-photo caption identifies USCG cutter Chilula towing her); struck from the NVR 1 April 1965; sold 4 January 1966 for scrapping to Portsmouth Salvage Co., Chesapeake, Va. Namesake biography confirms Carleton Thayer Fogg, born 19 August 1917 at Lynn, Mass., Scouting Squadron Six (Enterprise CV-6) pilot killed 1 February 1942 in the Kwajalein raid.

Secondary compilation of NVR/dictionary data; underlying documents (keel certificate, sale record) not sighted. Dates corroborated against DANFS where overlapping; sale buyer name (Portsmouth Salvage Co.) and the 28 October 1954 DE-57 reversion rest on NavSource alone of the sources fetched. No asbestos content.

    Finding
uboat.net attack record for this hull: on the morning of 20 December 1944 U-870 (Kptlt. Ernst Hechler) fired at a convoy of landing ships about 370 miles from Sao Miguel, Azores; USS LST-359 was sunk and Fogg (LtCdr F. H. Martin, USNR) was hit in the stern by a Gnat acoustic torpedo at 43-02N 19-19W, killing 15 men and wounding at least two of 216 aboard. The stern sheared off after two days; a skeleton crew remained; Fogg reached the Azores in tow of U.S. Army tug LT-643 and USS Chinaberry (AN-61), escorted by USS Lee Fox (DE-65) and USS Ira Jeffery (DE-63); a first tow to Boston failed in bad weather; arrived 9 March 1945; repaired and returned to service June 1945.

Wartime crew aboard during the 20-22 December 1944 casualty (216 aboard per uboat.net)
    Limitations
Specialized secondary reference (uboat.net), not a U.S. official record - used for attacker attribution, position, tow/escort identification, and the loss figures; casualty count conflicts with DANFS (15 vs 4 dead - carried in gaps). Documents combat damage only - no materials or asbestos content.

DANFS service narrative (damage, Boston arrival, Philadelphia conversion); NavSource chronology (conversion dates)
    Finding type
    historical_record
    Finding
Documented yard-disturbance events on this hull, heavier than a typical DE service record: (1) the 20 December 1944 Gnat hit destroyed the after third of the ship - the DANFS transcription's bracketed annotation places the break just aft of the Engine Room #2 bulkhead - requiring reconstruction of the stern section after arrival at Boston 9 March 1945 (repair yard unnamed); (2) radar-picket conversion at Philadelphia Naval Shipyard, 1 July - 2 October 1945, which installed picket radar/CIC equipment and reworked topside and internal arrangements. Both are documented yard periods during which machinery-space insulation would have been disturbed, removed, or renewed.

    Boston repair-yard workers March-June 1945; Philadelphia Naval Shipyard trades July-October 1945
    Limitations
The events are documented; asbestos scope is inference - no source states the Boston rebuild or the Philadelphia conversion disturbed or installed asbestos-containing insulation, and no material schedule for this hull was located. Does not establish asbestos presence, quantity, or exposure aboard this hull.

    Finding
Class/era propulsion documentation: BuShips Ships' Data 1945 design groups 2-3 (TE turbo-electric) - two 'D' express-type boilers at 435 psi/750F superheat feeding GE steam turbine-generators and electric motors, 12,000 shp, two shafts, 23.6 kt; navypedia's per-block boiler-manufacturer map assigns Foster Wheeler boilers to the DE-51-98 block that includes this hull. A 1942-43 steam-plant escort of this design would have carried period-standard asbestos insulation on boilers and steam lines, turbine insulation, gaskets, packing, and fireproofing; the Buckley class and the John C. Butler (WGT) class are the only DE classes with a full steam plant, making this the most asbestos-relevant DE design group alongside Butler.

    Limitations
Class/era and builder-yard inference only - not a ship-specific finding. The boiler block map is navypedia-sourced and unverified against contract documents; no hull material schedule located (NARA RG19 General Information Books are the archival lead). Does not establish asbestos presence, quantity, or exposure aboard this hull.

    Finding
No qualifying ship-specific asbestos record located for DE-57: no hull ACM survey, abatement contract, disposal hazmat disclosure, museum record, or docketed asbestos case naming USS Fogg was found in the public sources searched (see search_ledger). The hull was scrapped in 1966 - decades before the Navy's asbestos-control programs (1975/1979) and modern hazmat documentation - so the negative finding is expected rather than probative. Law-firm/marketing pages listing 'USS Fogg' (asbestos-ships.com, mesotheliomahelp.org destroyer-escort list, shepardlawfirm.com - which lists the name against a wrong hull number, 'DE 577') exist but are banned sources - presence on marketing lists is not evidence.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1942-43 steam-plant escort is era-consistent with ACM, and the hull was scrapped in 1966 leaving no surveyable artifact. CourtListener sweep coverage is partial where the fleet pacing budget intervened - residual docket-text hits cannot be excluded. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
Archival leads for hull-level records not yet retrieved: (1) DE-57's wartime deck logs and damage reports should sit in NARA RG 24 (College Park - not digitized); the December 1944 torpedoing generated official damage-control and loss reporting (the stern loss aft of the No. 2 engine-room bulkhead implies a structural/material record). (2) Per-hull material and machinery specifications may exist in RG 19 General Information Books or BuShips plan files. (3) ECU Joyner Library Special Collections holds the Destroyer Escort Commanding Officers Collection (Salvatore J. DiMilla Papers), including 'History of USS Fogg (DE-57)' by DiMilla and a torpedoing account, 'December 20, 1944' by Everett N. Schrader with Leslie Goodwin - veteran-authored hull histories that may carry construction/material detail.

Leads only - holdings not retrieved or confirmed for this hull; existence of the record series/collections is documented, presence of DE-57-specific asbestos content within them is not. The NARA catalog API returned the SPA shell rather than result data this session; ECU collection is unprocessed per the finding aid.
