- DANFS (Fortune II): the second Fortune (IX-146) 'was built in 1921 by Doulett and Williams, New Orleans, La., as City of Elwood; acquired by the Navy 16 February 1944; and commissioned 19 February 1944, Lieutenant Commander K. H. Carlson, USNR, in command. She was reclassified AVS-2 on 25 May 1945.' Commissioned at Pearl Harbor, Fortune sailed 16 May 1944 for Kwajalein, her base for cargo operations to Eniwetok, Manus, and Ulithi until 10 January 1945, when she became fleet issue ship at Ulithi. She sailed from Ulithi 24 April with passengers for Alameda, Calif., arriving 20 May, and lay in various California shipyards until decommissioned 18 October 1945 and transferred to the War Shipping Administration the same day. DANFS header data: displacement 13,250 (f.); length 411'9"; beam 55'; draft 27'2"; speed 12 k.; complement 163; armament 1 4", 1 3".

- Shipscribe class notes (compiled from CinCPac, ComAirPac, and Auxiliary Vessels Board correspondence) document the conversion chain: the two Design 1037 hulls were 'built as standard World War I Emergency Fleet Corporation Design 1037 freighters with steam propulsion and converted to diesel in 1929'; when acquisition was under consideration in October 1943 they were 'described as little more than hulks in very poor material condition and with unreliable engines.' WSA gave them a minimum conversion at New York - about ten days - limited to shelving, cribbing and binning for aviation stores, a makeshift aircraft-engine de-preservation room, and limited crating facilities, with 'no repairs or alterations for accommodation of naval crews' at New York. The ships carried Navy cargo to California, loaded aviation material, and proceeded to Pearl Harbor, where 'much additional conversion work had to be done... to make them usable for their primary purpose.' Fortune 'was assigned to support aircraft carriers and essentially followed this expected pattern of operations, serving extended periods at two locations, Kwajalein and Ulithi, before returning to the United States in May 1945 for repairs and alterations that lasted beyond the end of the war. She was in poor mechanical condition and was to be refitted as a floating aviation storage facility.' The AVS designation was created effective 25 May 1945, reclassifying IX-147, 146, 174, 204 and AG 92-94 as AVS 1-7.

- Merchant-period record: the Doullut & Williams yard table (shipbuildinghistory.com, Tim Colton compilation, read via navalmarinearchive.com mirror) lists hull 4 as USSB no. 1910, O.N. 220962, City of Elwood, cargo ship, 6,171 GT, delivered March 1921, 'Converted to diesel 1929, later Fortune (AVS 1) [sic - AVS-2] 1944, scrapped 1946' - every Doullut & Williams Design 1037 hull carries the same 'Converted to diesel 1929' line, a class-wide repower. Colton's separate Navy aviation-support table lists AVS-2 City of Elwood, built by Doullut & Williams 1921, 'Converted by: Pearl Harbor NSY,' renamed Fortune, delivered as an AV 25 May 1945. McKellar's USSB contract-ship list records: 'CITY OF ELWOOD, Yd No 1910 cpl 4.21 O/N 220962. (USSB 21-43)/FORTUNE (USN 43-46, IX146 then AVS2)/CITY OF ELWOOD (USMC 46-46)... BU as-FORTUNE at Emeryville, Cal. 1946.' A digitized USCG Port Security radio inspection report (MARAD historical document) records City of Elwood at New York 24 October 1943, agent United States Lines, 50-man crew including 9 officers, last port Guantanamo - corroborating the GAA merchant operation months before Navy acquisition.

- Finding
- Fortune's documented plant and work history define the era-consistent asbestos inference space for this hull: a WWI Emergency Fleet steam freighter built at Doullut & Williams, New Orleans (keel 27 Feb 1919 - completed March/April 1921) with three Scotch boilers and a triple-expansion engine - a plant whose era-consistent insulation, lagging, gaskets, and packing commonly contained asbestos; a 1929 repower to a single Busch-Sulzer diesel that removed the boiler plant well before Navy service; a ten-day minimum WSA conversion at New York (shelving/binning only, explicitly no crew-accommodation work); substantive conversion at Pearl Harbor Navy Yard; five months in unspecified California shipyards in 1945 while 'in poor mechanical condition' pending floating-storage refit. For the diesel auxiliary she was in 1944-45 the era-consistent asbestos applications are engine exhaust and muffler lagging, gaskets and packing in machinery and piping joints, electrical insulation, joiner and bulkhead fireproofing, and deck coverings - the product categories the 1979 GAO report describes across Navy ships (ev-08) - not boiler or turbine insulation, which the 1929 repower removed.

- Limitations
- Era/design inference only - no ship-specific insulation schedule, survey, or material list was located for this hull or for the Design 1037 type. The documented facts are the steam-to-diesel plant history and the dated yard/conversion periods; the asbestos content of any material aboard is unestablished. The 1929 diesel repower materially narrows the inference versus steam auxiliaries - no boiler or turbine insulation claim is made for the Navy period; original-steam-era inference applies only to 1921-1929 merchant service. Does not establish quantity, present-day presence (hull scrapped 1946-47), individual exposure, or causation.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, insulation-removal record, material specification, or verified docketed case naming USS Fortune, IX-146, AVS-2, or City of Elwood was found in the public sources searched (see search_ledger). The hull was scrapped at Emeryville in 1946-47, so no museum-era or in-service survey documentation can ever exist. The asbestos-facing web coverage found is nil: no law-firm or marketing listicle naming this hull was located in the searches run.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era materials are consistent with a WWI-built steam freighter later diesel-powered and Navy-converted with documented yard work. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility. The litigation screen is partial (ev-14) - settled and unindexed matters are invisible to it.

- Finding
- Date and identity reconciliation: keel 27 Feb 1919 (Shipscribe construction table) vs. 'built/laid down 1921' (DANFS, secondary sources) - Shipscribe carried, variance logged. Strike 1 Nov 1945 (Shipscribe disposition table) carried over NavSource's 'date unknown.' Sale/disposal: MARAD milestone 8/30/1946 and Shipscribe 'to buyer 30 Aug 46' agree; NavSource prints '3 August 1946' - a one-digit transcription variance, carried as a variance. Scrapping completion: Shipscribe 'scrapped by 14 Jan 47' and McKellar 'BU as-FORTUNE at Emeryville 1946' bracket the breakup; Colton's AV table prints 'scrapped 1970' - rejected as inconsistent with the MARAD disposal milestone, the Shipscribe/MC-disposal chain, and McKellar. Builder-name spellings across sources: Doullut & Williams (correct) vs. DANFS 'Doulett and Williams,' MARAD 'Dollut and Williams,' Colton 'Doullot & Williams.' MARAD name-history line 'FORTUNE (IX-156/AVS-2)' is a cataloging typo - DANFS, NavSource, and Shipscribe all read IX-146.

- Limitations
- Reconciles which date/spelling is carried versus held as variance; does not resolve which underlying record is correct. The strike (1 Nov 1945) and disposal (30 Aug 1946) are carried because they cohere across MARAD and Shipscribe; NavSource's '3 August' and Colton's 'scrapped 1970' are treated as compilation errors pending any primary counter-evidence. No asbestos significance - chronology repair only.
