- DANFS record for this hull: launched 17 March 1942 by Bethlehem Steel Co., San Francisco, Calif., sponsored by Mrs. Richard McCullough; commissioned 30 July 1942, Lt. Comdr. Frank Virden in command (DANFS does not state a laydown date - NavSource reads 5 July 1941). Service: arrived Noumea 9 December 1942 escorting troop transports; four months escort/patrol in the South Pacific (Guadalcanal transports, Espiritu Santo, Efate-Solomons escort-carrier cover); Aleutians from March 1943 - preinvasion bombardment and landings at Attu 11 May 1943, patrols off Attu and Kiska, submarine attacks 10-11 June and a gunfire/depth-charge kill 13 June 1943 (DANFS names the submarine I-81; postwar records read I-9 - see ev-06); Kiska bombardments 2 and 12 August and unopposed landings 15 August; brief Puget Sound overhaul from early September 1943. Gilbert Islands: Tarawa preassault bombardment and call-fire from 20 November; on 22 November joined Meade (DD-602) against a Japanese submarine, depth-charged it to the surface, and sank it by ramming with her bow badly damaged (DANFS names it I-85; postwar records read I-35, 23 November - see ev-06); Pearl Harbor repairs. Marshalls January 1944 (Taroa, Maloelap, screening San Francisco CA-38 at Kwajalein); fast-carrier raids on the Palaus/Yap/Ulithi/Woleai 30 March-1 April and Wakde/Sawar 21-22 April; patrol of bypassed Marshalls (Wotje, Jaluit, Mille) 10 May-27 July with the 26 May Mille bombardment and the 9 June rescue under Taroa's guns. West coast overhaul (Mare Island, September 1944 - see ev-04); Ulithi escort duty December 1944. Lingayen Gulf invasion from 9 January 1945; Luzon bombardment/support/patrol through 26 February including Corregidor 16 February; Mindanao landings mid-March; Borneo operation (Brunei Bay, Balikpapan) from Morotai May-July; Subic Bay 29 July; Philippine Sea Frontier escort duty to war's end with Okinawa/Japan voyages to 3 November 1945; then Boston and Charleston, S.C., where she was decommissioned and placed in reserve 15 April 1946. Bracketed post-publication note: struck from the Navy list 1 July 1971 and sold 6 October 1972. Twelve battle stars for World War II service.

Two submarine identifications in the wartime-vintage narrative are superseded by postwar records (carried in ev-06, not silently corrected). Conflicts with DANFS: decommissioning reads 14 April vs DANFS 15 April 1946; crew 208 vs 261; speed 35 kt vs 38 kt - conflicts carried in gaps, not silently reconciled. - Finding
- Yard-period documentation for this hull: NARA still photographs place Frazier at the Mare Island Naval Shipyard (Vallejo, Calif.) on 17-20 September 1944 - identifying the 'west coast overhaul' in the DANFS narrative (between the July 1944 Marshalls patrol and December 1944 Ulithi escort duty) as a Mare Island availability. Together with the DANFS-documented 'brief overhaul at Puget Sound' (early September 1943) and the Boston/Charleston end-of-service inactivation (decommissioned 15 April 1946), the hull's documented yard windows are Puget Sound 1943, Mare Island 1944, and Charleston/Boston 1945-46.

- Finding
- Era/design inference for this hull: a Bethlehem San Francisco (ex-Union Iron Works) Benson-class destroyer commissioned 30 July 1942 with 4 Babcock & Wilcox superheated boilers (575 psi/700F per the BuShips 1945 class table) and ~47,000-50,000 shp geared steam turbines falls inside the Navy's peak asbestos-insulation era. Typical applications for the type: boiler casing and fireroom insulation, steam-pipe and turbine lagging, valve and flange gaskets and packing, fireproofing, deck tile and accommodation insulation. The builder is documented in the Atlas shipyards dataset at tier 3 (bethlehem-shipbuilding - consolidated corporate record whose alias set includes Union Iron Works, the San Francisco/Potrero yard that built this hull) with yard-level asbestos product identification (85% magnesia block, Marinite board, Transite and Aircell pipe covering, Unibestos products, lagging, gaskets, packing). Her documented yard periods (Puget Sound Sept-Oct 1943, Mare Island Sept 1944, Charleston/Boston inactivation 1945-46) and the 1972 commercial scrapping at Kearny are the windows where era insulation would have been disturbed or removed. NARA RG19 'General Information Books' per-vessel material specifications are the archival lead for hull-level specs.

- Class/era and builder-yard inference only - no ship-specific asbestos record exists for this hull; this row contextualizes, it does not document materials aboard DD-607. Yard-level product documentation is consolidated corporate and weighted to Bethlehem's Baltimore-area yards/eras; it does not name this hull or this yard's DD-607 work. NARA GIB retrieval not performed. Turbine builder and shp figures carry documented class-level discrepancies.

- Locator
- GAO HRD-80-2 product page
- Finding type
- gov_survey
- Finding
- GAO documented the Navy's asbestos-protection program: the standing 1975 policy removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - context for how Navy hulls of this era were handled in the abatement-policy period. Frazier's active service ended in 1946 and she was scrapped in 1972, before these policies operated; her Navy-custody reserve-fleet layup (1946-1971) overlaps the pre-policy era in which original insulation typically remained undisturbed.

- Finding type
- historical_record
- Finding
- DANFS submarine identifications for this hull are superseded: (a) the 13 June 1943 kill off Kiska that DANFS names 'I-81' is identified in postwar/Japanese-side records as I-9 - sunk by Frazier 15 miles east of Sirius Point in position 52-08N, 177-38E, lost with all 101 hands (I-81 survived until January 1944); (b) the 22-23 November 1943 kill off Betio that DANFS names 'I-85' is identified as I-35 - forced to the surface by Meade's depth-charge barrage, shelled by both destroyers, and rammed by Frazier at 1751, sinking stern-first at 01-22N, 172-47E with three survivors rescued whose interrogation confirmed the boat's identity (92 KIA). Date also differs: DANFS reads 22 November; the action narrative and POW detail fix it at 23 November 1943 (local).

- Limitations
- Correction applies to enemy-unit attribution and date in the service narrative only - it changes nothing about materials or asbestos aboard this hull. Combinedfleet TROMs are a reputable secondary compilation working from Japanese records; the POW-interrogation identification of I-35 is strong, while the I-9 attribution for the June 13 action is the standard modern reading (DANFS 'I-81' is the wartime assessment).

- Sweep coverage is limited to CourtListener-indexed opinions and RECAP dockets; non-indexed, settled, state-court, bankruptcy-trust, or un-digitized filings fall outside coverage. The 'DD-607' RECAP-docket sweep could not be completed this session - the fleet-wide pacing budget stayed saturated across ~8 spaced attempts over ~25 minutes (acquire timeouts; see search_ledger sl-06); absence-of-litigation wording therefore rests on both opinion sweeps plus the exact-name docket sweep, and the hull-number docket gap is carried openly rather than assumed clean.

- Absence of a located public record does not prove absence of asbestos aboard - a 1942 steam destroyer is era-consistent with asbestos insulation, and nothing located either proves or disproves shipboard presence. Commercial scrapping in 1972 predates modern ACM documentation regimes, so absence of abatement paperwork is expected rather than informative.
