DANFS documents for this hull: 'Frederick (LST-1184) was named after a city and county in Maryland. She was laid down on 13 April 1968 at San Diego, Calif., by the National Steel & Shipbuilding Corp.; launched on 8 March 1967 [sic - 1969, see correction row]; sponsored by Mrs. Kleber S. Masterson; and commissioned on 11 April 1970, Comdr. Robert A. Shaid in command.' Following shakedown she was assigned to the Amphibious Force, Pacific Fleet, homeported at San Diego, alternating west-coast amphibious training with extended Far East deployments. 'Frederick earned one award of the Meritorious Unit Commendation and three battle stars for Vietnam service.'

    Limitations
Ship-specific history only; contains no asbestos or material content. The published entry's launch year (1967) is a typo - impossible against its own 1968 laying-down date; corrected to 1969 per NavSource and secondary references (ev-03). The entry predates her 2002 disposal - post-Vietnam milestones come from other rows.

NavSource timeline and photographic record for this hull: laid down 13 April 1968 at National Steel and Shipbuilding Corp., San Diego, CA; launched 8 March 1969; commissioned USS Frederick (LST-1184) 11 April 1970, CDR Robert A. Shaid in command. Vietnam campaigns tabulated: Vietnamese Counteroffensive Phase VII (30 Apr-3 May and 22-24 Jun 1971), Consolidation I (28-29 Aug and 11-15 Oct 1971), Vietnam Ceasefire (30 Apr and 9-11 May 1972), Vietnam Evacuation / Operation Frequent Wind (29-30 Apr 1975). Awards display adds Armed Forces Expeditionary Medal (Eagle Pull, Frequent Wind, Lebanon, Somalia), Southwest Asia service medals (SW Asia Campaign; Kuwait Liberation SA and KU), and other unit awards. Decommissioned 5 October 2002; laid up at the Inactive Ship Maintenance Facility, Pearl Harbor; struck from the Naval Register 6 November 2002; sold to Mexico 22 November 2002, renamed ARM Usumacinta (A-412), in Mexican Navy service. Identified as the last Newport-class LST in U.S. Navy service; sixth ship of the 20-ship class.

    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - milestone dates generally track NVR/DANFS and are here corroborated by DANFS (construction/commissioning) and a US Navy photo caption (transfer). 'Last Newport-class LST in US service' is NavSource's characterization, plausible against the class-wide retirement timeline but not independently verified against a registry. Contains no asbestos content.

    Finding
CORRECTION: the live DANFS entry states Frederick was 'launched on 8 March 1967' - internally impossible, one year before the same entry's 13 April 1968 laying-down date. NavSource and the standard secondary references give 8 March 1969, consistent with a 1968 keel and April 1970 commissioning; 8 March 1969 is adopted.

Documented exposure-relevant maintenance events and disposal for this hull, per the NavSource photographic record with US Navy photo captions: moored at NASSCO shipyard, San Diego alongside sister Peoria (LST-1183), October 1984 (a builder-yard availability); in drydock #4 at Pearl Harbor Naval Shipyard, June 2000; final drydocking at Pearl Harbor Naval Shipyard, summer 2002 (engineering-department group photograph beneath the dry-docked hull). Decommissioned at Pearl Harbor 5 October 2002; held at the Pearl Harbor Inactive Ship Maintenance Facility; transfer/delivery ceremony to Mexico aboard the ex-hull at Pearl Harbor, 9 December 2002 (US Navy photo 021209-N-5812W-002: CAPT Elliot Powell, US Navy International Programs Office, and RADM Juan Morales, Mexican Naval Attache, signing the certificate of delivery), entering Mexican service as ARM Usumacinta (A-412).

    Limitations
Yard/drydock events are documented as presence, not work scope - no availability work package, asbestos scope, or hazmat record for any of these events was located. Shipyard availabilities are the disturbance pathway under the Navy's era asbestos policies, but this row asserts no asbestos fact. Transfer-ceremony documentation establishes date and parties only.

    Finding
A Navy combatant built 1968-70 at a commercial yard (NASSCO, San Diego) and commissioned April 1970 was constructed before the Navy began substituting alternative insulation materials in the early 1970s; era-standard asbestos applications aboard a diesel amphibious ship of this period would concentrate in diesel-exhaust and machinery lagging, valve and flange gaskets, packing, deck coverings and tile, bulkhead and accommodation insulation, cable insulation, and brake linings. The diesel plant means no boiler or steam-turbine lagging pathway.

    Finding
GAO documented the Navy's asbestos-protection program: standing 1975 policy removed and replaced with nonasbestos materials only insulation that was damaged or had to be removed for repairs, modified in 1979 to selectively replace asbestos insulation in high-maintenance areas where repairs were expected in a ship's next operating cycle - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. This policy era spans Frederick's entire U.S. service life (1970-2002), including her documented NASSCO (1984) and Pearl Harbor Naval Shipyard (2000, 2002) availabilities.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or environmental record naming LST-1184 was found in the public sources searched. CourtListener authenticated opinion searches returned zero results for both 'LST-1184' and 'USS Frederick' (2026-10-02); a RECAP docket search on 'LST-1184' returned one hit - Wai Ola Alliance v. United States Department of the Navy, D. Haw. 1:22-cv-00272, Red Hill-era environmental litigation - an incidental string match, classified as a name collision, not an asbestos or vessel case. Web searches surfaced only law-firm marketing listicles asserting asbestos aboard (mesotheliomasymptoms.com, asbestos-ships.com, and similar) without primary sourcing - excluded by source policy.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1968-70-built Navy amphibious ship is era-consistent with installed asbestos-containing materials, and no abatement or hazmat record for her 2002 foreign transfer was located either. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

    Finding type
    historical_record
    Finding
Archival lead: NARA's U.S. Navy Deck Log series includes this hull - the National Archives Catalog deck-log index lists 'Frederick (LST-1184), Commission April 1970, Decommission October 2002,' with digitized months available for April-December 1970 (commissioning year) and March-April 1973; remaining months are held but not digitized. Deck logs are the standard archival path for documenting availabilities, yard periods, and in-port industrial work aboard this hull.

    Limitations
Record-series mapping only - digitized logs were not individually reviewed this session, and undigitized months (the majority of a 32-year commission span) require NARA research-room or reproduction access. Deck logs record navigation and significant events but do not systematically document insulation materials; existence of asbestos-specific entries is unknown. Nothing in this row is an asbestos finding.

nvr.navy.mil redirect behavior (302 -> OAM login); archive.org availability API - no snapshot
    Finding type
    vessel_history
    Finding
Registry-access defect recorded: the Naval Vessel Register ship-detail page for LST-1184 is not publicly reachable - nvr.navy.mil redirects unauthenticated requests to a Navy single-sign-on gate (HTTP 302 to login.nslc.navy.mil OAM, verified 2026-10-02), and the Wayback Machine holds no capture of the detail URL (nvr.navy.mil/SHIPDETAILS/LST1184.HTML). NVR fields for this hull (commission, decommission, strike, disposal dates) are therefore carried from NavSource's timeline, which tracks the register, rather than verified against the live NVR.

    Limitations
Access gap, not a missing source - the NVR register data for this hull exists but its live detail page could not be verified this session. Milestone dates carried from NavSource are consistent with the NVR-derived figures in secondary references (decommission 5 Oct 2002; strike 6 Nov 2002).
