William D. Hodges, D-V(S), USNR). Acquired expressly for underwater-sound research: First Naval District unit based at East Boston her entire career, performing assignments for the Underwater Sound Laboratory (Fort Trumbull, New London), Bureau of Ships, and Harvard Underwater Sound Laboratory at Boston, off New London, briefly off the Delaware breakwaters and in Chesapeake Bay. Decommissioned and placed 'in service' 2 August 1945; out of service Boston 25 March 1946; stricken 1 May 1946; transferred to Maritime Commission for disposal 20 May 1946. (1960, homeport West Palm Beach), British colors 1962; final disposition not recorded. Characteristics: displacement 320, length 130'0", beam 21'4", draft 7'3", speed 11.4 knots, complement 27.

- Adds details absent from DANFS: launched 11 June 1930; international radio call sign NFBN; wartime awards (American Defense Service Medal with bronze star, American Campaign Medal, World War II Victory Medal); 'Underway Sound Experimental Vessel' designation. Photo captions identify the yacht as 'Mr. R. R. M. Carpenter's motor yacht, Galaxy' (1930 completion interior photographs). Post-war registry sequence matches DANFS (Reynoldson 1950, Tuscbay Properties 1954, Reynoldson Stuart FL 1960, British flag 1962); final disposition 'fate unknown.'

- Ship's complement; museum/archive users
- Limitations
- Volunteer-maintained photo archive, not an official repository; DANFS-transcription lineage means headline text inherits DANFS errors. Direct scrape failed (DNS resolution) - content verified via two independent search-index captures of the same page (navsource.org and navsource.net mirror). Carpenter ownership rests on photo captions, not the build contract. No asbestos content.

- Locator
- Hagley Vault post linking Hagley Digital Archives object, 'Sponsor poses with the Pusey and Jones Galaxy hull #410 (1930)'
- Finding type
- historical_record
- Finding
- Hagley Museum holds construction-era photographic material for this hull: a launch-sponsor photograph explicitly identified as Pusey & Jones 'Galaxy' hull #410 (1930). Confirms the yard hull number and places the vessel in the Pusey & Jones contract sequence; Hagley's Pusey & Jones manuscript collection is the principal surviving builder archive and may hold the hull-410 specification/materials file.

- Limitations
- Photo metadata only - not the contract, specification, or materials list. Whether a hull-410 build file survives at Hagley is unverified (collection not searched at item level). Sponsor identity consistent with R.R.M. Carpenter ownership but the caption does not itself name the owner. No asbestos content.

[5]29 CFR 1915.1001 - OSHA Occupational Safety and Health Standards for Shipyard Employment, Asbestos [federal_register]
- Locator
- 29 CFR 1915.1001(b) definitions: 'Class I asbestos work,' 'Presumed asbestos containing material,' 'Thermal system insulation'; paragraph (k) rebuttal provisions
- Finding type
- regulatory
- Finding
- OSHA's shipyard-employment asbestos standard defines 'presumed asbestos containing material' (PACM) as thermal system insulation and surfacing material found in buildings, vessels, and vessel sections constructed no later than 1980, and extends the presumption to resilient flooring/deck material in such vessels unless an industrial hygienist determines it asbestos-free. Thermal system insulation is defined as ACM applied to pipes, fittings, boilers, breeching, tanks, ducts, or other structural components. A vessel built in 1930 falls inside the presumption window.

- standard as amended; presumption applies to vessels constructed no later than 1980
- Population
- Shipyard employees performing work on pre-1981 vessels (regulatory protected class)
- Limitations
- Regulatory presumption for worker protection during shipyard employment - rebuttable by inspection and not a finding that this hull contains or contained asbestos. Applies to shipyard work, not to vessel operation; does not establish exposure, quantity, or present-day presence aboard this yacht.

- Harvard Gazette article (Hunt/HUSL timeline); Herrick NDRC Division 6 history, HUSL contract date 1941-06-05
- Finding type

- Finding
- Program context for the ship's assignments: the Harvard Underwater Sound Laboratory was established at the Cruft Laboratory under a National Defense Research Committee contract dated 5 June 1941 (Division 6, subsurface warfare), directed by Prof. Frederick V. Hunt, and closed 31 January 1946; the Navy's own Underwater Sound Laboratory occupied Fort Trumbull, New London. DANFS documents this hull performing experimental assignments for both laboratories plus the Bureau of Ships - i.e., the vessel was the underway trials platform for the wartime sonar/acoustic-torpedo research program.

- Finding
- No qualifying asbestos litigation naming USS Galaxy / IX-54 located. (1) 'USS Galaxy' exact-phrase opinion search: 0 hits; (2) 'USS Galaxy' RECAP docket search: 0 hits - no federal docket names the vessel, so no MDL-875 pleading-stage ship allegation exists in the index; (3) 'IX-54' hull-number opinion search: 9 hits, all name collisions in unrelated subject-matter domains (Texas foster-care/HHSC litigation x2 plus Francis; Illinois real-estate receivership - People ex rel. Korzen v. Mid-Continental Realty Corp., 1978; school-district civil cases - Jane Doe v. Petaluma City School District, 9th Cir. 1995 and Bruneau v. South Kortright Central School District, 2d Cir. 1998; criminal cases - United States v. Eli Jenkins, 5th Cir. 1971, United States v. Marmolejo, 5th Cir. 1996; institutional-rights litigation - Romeo v. Youngberg, 3d Cir. 1981); (4) refined query 'IX-54' AND (ship OR vessel OR Navy OR asbestos): 0 hits - no 'IX-54' opinion text co-occurs with maritime or asbestos terms, confirming all 9 hull-number hits are internal references (exhibit/record designations), not this vessel.

- Finding
- No qualifying ship-specific asbestos record located: no survey, abatement contract, hazmat disclosure, Maritime Commission status card, or other public document naming this hull and asbestos was found in the sources searched (see search_ledger). MARAD Vessel History Database returns zero entries for 'Galaxy'; the vessel passed through Maritime Commission custody (20 May 1946) too briefly to generate a status card. Naval Vessel Register does not cover the hull (NVR excludes vessels disposed before 1987).
