    Finding
Shipscribe official-data compilation (Stephen S. Roberts, USN auxiliaries reference) for the four-ship class ordered 1940-12-16 under the 70% Expansion Program to the Navy AN-1 design on the hull/machinery of minelayer Terror (CM-5): Montauk (AN-2) keel 1942-04-14, launch 1943-04-14, commission 1944-10-06; Todd Shipyards Brooklyn completion contract 1944-03-28 (ferry commission 25 May-6 Jun 44). AKN conversion: CNO directed conversion of LSV-3 on 1946-01-07, substituted LSV-6 on 1946-02-25 to minimize cost; scope included removing the hinged ramp and ramp portion of the main deck aft, modifying stern structure, additional winches, flush net-handling areas, COMINLANT flag quarters, and minesweeper (YMS/AM) tender repair facilities. Conversion began at Charleston (S.C.) Naval Shipyard 1946-09-01 and was about 86 percent complete (expected completion 1947-01-17) when CNO ordered it cancelled 1946-12-27, reaffirmed three days later; shipyard-estimated savings about $30,000; incomplete items were just over half the net stowage/handling arrangements on the main deck and three roller curtain doors aft. Disposition table: decommissioned 1947-04-16; struck 1961-09-01; disposal 1962-09-01 (MA/T); MA sale 1973-06-26; to buyer 1973-07-27. In USN reserve 1946-60 (in service in reserve at Charleston S.C. from 1951); to NDRF 1960-08-05.

    Limitations
Private scholarly compilation transcribing official BuShips/OpNav/NVR data - not itself a government publication, though its facts corroborate the NHC history and MARAD record where they overlap. Decommission 1947-04-16 conflicts with the NHC text's 'July 1947' (see correction row). Contains no asbestos information; the conversion-scope detail documents work done aboard the hull, not materials disturbed.

    Finding
Naval Historical Center photo captions document the hull's physical state after conversion cancellation: NH 104250 shows USS Galilea (AKN-6) at Charleston Naval Shipyard 1947-02-17 with the caption 'The yard is preparing the ship for inactivation following cancellation of her conversion to a net cargo ship in December 1946. There is little evidence of the conversion in this photo; most of the alterations were at the stern or inside the ship.' NARA photo 80-G-279294 (1947-09-26, reserve berthing at Charleston) shows the partially completed stern reconfiguration - openings in the upper deck and relocated after twin 40mm mounts and directors. NH 66856 (1962-05-27, James River Reserve Fleet) shows the stern still in cancelled-conversion condition.

Class/era inference only: this hull carried a geared steam-turbine plant (2 General Electric turbines, 11,000 shp, 2 shafts per shipscribe class data; 4 Combustion Engineering two-drum boilers, 400 psi/700 deg F per the NavSource specification block). Peer-reviewed scholarship documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program under which this 1942-44 hull was built - and steam-plant insulation, lagging, gaskets, and packing of the period commonly contained asbestos.

Absence of a located public record does not prove absence of asbestos aboard - the ship was built and repeatedly converted/repaired in the era of routine marine asbestos use and was scrapped before modern hazmat documentation existed. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

Source discrepancies resolved: (a) Decommission date - the NHC text says inactivation completed April 1947 and 'decommissioned in July 1947,' while the shipscribe disposition table (compiled from official ship data) and NavalCoverMuseum give 1947-04-16; the April 16 date is adopted in gaps but both are preserved because 'decommissioned' vs 'inactivation complete' may reflect different administrative events. (b) Disposal year - a secondary encyclopedia infobox gives 'sold for scrapping June 1972,' but MARAD ShipHistory (disposition/withdrawal 1973-07-27), the NHC text ('sold for scrap in June 1973'), shipscribe (MA sale 1973-06-26), and NavalCoverMuseum (1973-06-26 to Alberti Equipment Inc.) all support 1973; 1973 is adopted and the 1972 variant is treated as a secondary-source error. (c) Stricken date - NHC gives September 1961; shipscribe and NavalCoverMuseum give 1961-09-01, adopted.
