    Finding
Documented for this hull: 'The second Gallup (PGM-85) was laid down on 27 April 1964 at Tacoma, Wash., by Tacoma Boatbuilding Co., Inc.; launched on 15 June 1965; sponsored by Mrs. Goodwin Chase; delivered to the Navy on 21 October 1966; and commissioned on 22 October 1966, Lt. William T. Spane, Jr., in command.' Shakedown October 1966 - February 1967 under Commander Amphibious Group 3 off the West Coast as far north as Juan de Fuca. 'On 28 March 1967, Gallup was reclassified as PG-85. She served as a patrol and surveillance craft in the U.S. Pacific Fleet.' Decommissioned 31 January 1977; stricken from the Naval Vessel Register 9 October 1984; 'sold for scrap on 13 May 2007 to Esco Marine, Brownsville, Texas. The ship was dismantled completely by October 2007.' Spec block: displacement 235 (full load); length 164'6"; beam 23'11"; draft 5'2"; complement 24; armament printed as '1-inch, 1 40 millimeter, 4 .50 caliber machine guns'; class Asheville.

    Limitations
Ship-specific history only; no asbestos or material content. The DANFS spec block prints '1-inch' for the main gun - the class carried a 3-inch/50 mount per NavSource and class literature; a probable dropped character (see gaps). DANFS reclassification date 28 March 1967 conflicts with NavSource/NavalCoverMuseum 1 April 1967 (see gaps).

NavSource timeline for this hull: reclassified Patrol Gunboat PG-85 on 1 April 1967; 'primary roll during the Vietnam War was that of patrolling and providing gunfire support, search and rescue and reconnaissance'; after the end of U.S. participation in Vietnam she 'conducted patrols throughout the Trust Territories while homeported in Guam'; transferred to the Naval Reserve Force in July 1975 and homeported in San Diego as a unit of Coastal River Squadron ONE, training two combat-ready reserve crews; decommissioned 31 January 1977; struck from the Navy Register 9 October 1984; transferred to control of the Naval Ships Research Center Carderock, MD, along with Canon (PG-90) in July 1992 - 'instead of being activated as research vessels, both were heavily cannibalized to keep three other research ships active'; transferred to the Maritime Commission 6 August 2004 for disposal; sold for scrap 13 May 2007 to ESCO Marine Inc. of Brownsville, TX; removed from the Reserve Fleet 14 June 2007. Specifications: CODOG - two 12-cylinder 725 hp Cummins diesels, one General Electric Model 7 LM 1500 gas turbine, two controllable-pitch propellers; 40 kts; complement 24; armament one 3"/50 mount, one 40mm mount, two twin .50 cal. machine guns. Page photo captions place Gallup off the DMZ in Vietnam c. 1970 alongside Niagara Falls (AFS-3).

    Limitations
NavSource is a volunteer secondary compilation, not a primary registry - milestone dates generally track NVR/DANFS but the reclassification date (1 April 1967) conflicts with DANFS (28 March 1967); see gaps. The Carderock transfer and cannibalization narrative rests on this compilation alone in this record. Length is printed as 154' - inconsistent with DANFS 164'6" and class standard; probable typo (see gaps). No asbestos content.

    Limitations
Government registry record confirming MARAD custody window, Vietnam War mission designation, and scrap fate - it contains no asbestos or hazardous-material data, and the VHD detail page carries no status cards, documents, or plans for this hull. MARAD's 165.00 ft length reflects rounding of the 164'6" design figure. 'Vietnam War' is a mission tag, not a unit-award record.

January 2007 Report to Congress, Table 1 row 'Gallup (PG 85)'; hazmat-cost narrative in Section II 'Domestic Ship Dismantling'
    Finding type
    environmental_record
    Finding
The January 2007 report lists this hull by name: 'Gallup (PG 85) | MARAD Beaumont, TX | Scrap | $250,000' - documenting that she was Navy-titled, held in MARAD's Beaumont, TX, National Defense Reserve Fleet facility, and designated for scrapping at a projected disposal cost of $250,000. The same report states that for the Navy-owned inactive-ship inventory, disposal cost includes 'hazardous material removal and disposal in accordance with all Federal, State and local environmental laws and regulations' (an $89.6M environmental liability across 63 ships), and that dismantling rates depend in part on 'the scope of hazardous material remediation that is necessary.'

    Limitations
Ship-specific for presence and disposal designation at Beaumont NDRF (Gallup is named in Table 1); the hazardous-material-remediation language is program-level - the report does not itemize asbestos or any specific contaminant aboard this hull, and the projected $250,000 is a cost estimate, not a record of remediation performed. The January 2007 report predates the May-June 2007 sale/withdrawal.

    Finding
NARA's online deck-log inventory lists digitized deck logs for this hull covering every month from October 1966 (commissioning) through December 1970 - the Vietnam-service window - with per-month catalog identifiers (e.g., NAID 12110684 for October 1966). The logs are the open primary-source path for her operational history (movements, availabilities, upkeep periods).

    Finding
Postal/designation record for this hull: designation history block lists commissioning as USS GALLUP PGM-85 on 22 October 1966 and reclassification as USS GALLUP PG-85 '1 April 1967' (matching NavSource, against DANFS's 28 March 1967); sponsor confirmed as Mrs. Goodwin Chase; namesake 'a town in New Mexico.' A documented postmark (Locy Type 7di 'POW/MIA', Naval Station Guam) dates to 28 February 1972, corroborating her Guam homeport period; a USS Paul Revere (LPA-248) postmark of 31 January 1977 marks the decommissioning cover.

    asbestos_application
    Finding
A naval combatant built 1964-66 and in service 1966-77 sits inside the Navy's documented asbestos-use era. Era-standard applications aboard a patrol gunboat of this type and period were thermal insulation, machinery and exhaust lagging (the GE LM1500 gas-turbine exhaust being the highest-temperature application), gaskets, valve packing, electrical insulation, and deck covering/compound materials in the confined hull volume. As a CODOG ship she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply; the gas-turbine and diesel exhaust systems are the analogous hot-side insulation applications.

    Limitations

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS Gallup (PGM-85/PG-85) was found in the public sources searched. CAVEAT: CourtListener could not be queried this session - the fleet-wide pacing limiter returned budget-spent on every attempt across the session; logged as blocked in search_ledger, not as a negative result. Secondary web sweeps surfaced no qualifying case; the only 'asbestos aboard' material is law-firm marketing content asserting asbestos on 1960s gunboats without primary sourcing - excluded by source policy.

Absence of a located public record does not prove absence of asbestos aboard - and the litigation repository search is a genuine open gap (pacing-blocked, not run). NARA deck logs (Oct 1966 - Dec 1970 digitized) and any 2007 ESCO demolition-notification records are the open leads. Does not establish or defeat any claim of exposure or legal eligibility.
