- DANFS record for this hull: named for Seaman Second Class Andrew Jackson Gandy (Chattanooga, Tenn.; killed in action aboard USS San Francisco during the Naval Battle of Guadalcanal, 12-13 Nov 1942; posthumous Navy Cross); launched 12 December 1943 by the Tampa Shipbuilding Co., Tampa, Fla., sponsored by Miss Ruby Gandy; commissioned at Tampa 7 February 1944, Lt. Comdr. W. A. Sessions in command; shakedown Bermuda; Escort Division 22, New York; departed New York 15 April 1944 escorting fast tanker convoy CU-21; on 16 April 1944, after U-550 sank tanker Pan Pennsylvania, Gandy rammed the surfaced submarine (striking ~30 ft from the stern) and silenced its machine-gun battery while Joyce (DE-317) depth-charged and recovered twelve survivors and Peterson (DE-152) assisted - U-550 sank; Gandy lost nearly four feet of bow strake and had four men injured; convoy reached Lisahally 26 April 1944; nine more New York-Lisahally/Liverpool convoy escorts through 24 May 1945; repairs at the New York Naval Shipyard; sailed 8 June 1945 via Cuba to Hawaii; departed Pearl Harbor 6 August 1945 for the Philippines; escorted an occupation-force convoy from Leyte into Tokyo Bay 1 September 1945; Okinawa-Yokohama convoy; Philippine Sea Frontier weather patrol; departed Samar 1 February 1946, reached Norfolk 26 March 1946; decommissioned at Green Cove Springs, Fla., 17 June 1946; reserve until 10 January 1951, then transferred to Italy under the Military Assistance Program as Altair; one battle star for World War II service.

- Limitations
- DANFS documents service history and specifications, not materials or asbestos content. The entry omits the laying date (NavSource reads 1 March 1943) and the NVR strike date (NavSource reads 26 March 1951). Verbatim text taken from Wayback capture 20250531224237 because the live NHHC page returns 404. Spec line reads cpl. 186 vs. NavSource 15/201 - carried in gaps.

- Finding
- Official USCG Historian's Office record corroborating this hull's 16 April 1944 action: 'Joining USS Gandy (DE-764), USS Joyce (DE-317) and USS Peterson (DE-152) intentionally rammed German (Type IXC) U-boat, U-550, in the North Atlantic east of New York on April 16, 1944. The destroyer escorts then subsequently deployed depth-charges and gunfire to sink the submarine.' U-550 had sunk the merchant tanker SS Pan Pennsylvania the same day; Joyce and Peterson recovered survivors.

- Official corroboration of the combat action only - not a materials or asbestos source. The caption says the escorts 'intentionally rammed' collectively; DANFS and the CO action reports attribute the actual ramming to Gandy specifically.

- Operational-data compilation for this hull beyond the DANFS narrative: keel laid 1 March 1943 at Tampa Shipbuilding Co.; commissioned 7 February 1944 at the Clyde-Mallory Dock, Tampa, Lcdr. W. A. Sessions, USNR; 16 April 1944 rammed U-550 off Nantucket Shoals with Peterson (DE-152) and Joyce (DE-317) joining the attack; decommissioned at Green Cove Springs, Fla., 17 June 1946 after 2 years 4-1/3 months; transferred (MAP) to Italy 10 January 1951, renamed Altair (F.591); struck from the NVR 26 March 1951; struck from the Italian Navy and sunk as a target, 1971. NARA-photo captions document a 24 May-7 June 1945 availability at the Bayonne Annex, New York Navy Yard: fog-oil smoke generator and two 40-mm twin mounts installed, Mk 4 20-mm mounts replaced by lightweight Mk 10 mounts.

- Secondary compilation consistent with DANFS; supplies the laying date, NVR strike date, Bayonne Annex availability detail, and the Italian target sinking - none of which DANFS states. Not an asbestos or materials source.

[5]DANFS specifications block (Cannon class; 21 kt) + Atlas shipyard dataset, Tampa Bay Shipbuilding record (tier-3 asbestos-era yard) + Cannon-class DET class profile (navypedia us_de_det; BuShips Ships' Data 1945 DE section) [other_primary]
- Locator
- DANFS class spec; shipyards.json record 'tampa-bay-shipbuilding' (tier 3); class profile cannon-class (DET)
- Finding type
- asbestos_application
- Finding
- Era/yard inference: a Cannon-class (DET design) destroyer escort built 1943-44 with a diesel-electric plant - four GM 16-278A diesels with electric drive, no boilers or steam system - would have carried a materially different asbestos profile than steam ships: exhaust insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings rather than boiler/turbine lagging. Builder Tampa Shipbuilding (Tampa, FL) is a tier-3 asbestos-era yard in the Atlas dataset.

- Population
- Tampa Shipbuilding construction trades 1943-44; crew 1944-46; Italian Navy crew 1951-1971
- Limitations
- Class/era and builder-yard inference only - NOT a hull-specific finding. The DET diesel-electric plant means the largest steam-ship asbestos categories (boiler and steam-line lagging) do not apply. The Atlas yard record documents the builder yard's era asbestos profile generally; it does not document materials installed in this hull. Does not quantify material or establish any individual's exposure.

- historical_record
- Finding
- No hull asbestos survey, abatement contract, hazmat disclosure, or material inventory located for DE-764, and none is expected in disposal records: the hull was transferred to Italy in 1951 and expended as an Italian Navy target in 1971, before NESHAP-era asbestos requirements applied to sinking/disposal, so whatever era materials remained aboard went down undocumented under foreign custody. No published opinion and no docket names this hull (CourtListener type=o and type=r for 'USS Gandy' both returned 0); 'DE-764' hits are 'DE #764' docket-entry-number tokens in unrelated litigation (RICO, criminal, commercial) - identifier collisions, with the asbestos-filtered hull query returning 0 across the full set; 'Gandy' asbestos docket hits are plaintiff/attorney-surname collisions, none vessel-related.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard; a pre-regulation foreign-transfer target sinking means materials were not subject to disposal documentation - this neither confirms nor excludes ACM having been aboard. Does not establish or defeat any claim of exposure or legal eligibility.
