Bethlehem San Francisco construction trades 1943-44; wartime and postwar crew (design complement 213)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. Mirror transcription cited because the live NHHC page returns 404 (standing NHHC link-rot defect per BATCH-01). The bracketed striking/sale sentence is a Bauer & Roberts register addition, not the 1968 DANFS text.

    Finding
Ship-submitted primary record for this hull documenting an unusually dense repair history for a 4-year active career: (1) collision with USS Breton (CVE-23) 13 Sept 1944 and repairs alongside destroyer tender USS Piedmont (AD-17) at Manus, completed 30 Sept 1944; (2) ~16-day availability at Espiritu Santo, Nov 1944; (3) grounding on a coral reef in the Port Purvis area, Feb 1945 - both screws damaged, starboard shaft bent; refloated with USS William C. Cole (DE-641); drydocked in an ARD floating drydock at Port Purvis; two new screws flown from Espiritu Santo; repair work by USS Tutuila (ARG-4) and USS Vulcan (AR-5) including shaft straightening; (4) four-day availability 17-21 April 1945 securing one boiler for emergency firebox repairs; (5) availability alongside destroyer tender USS Prairie (AD-15) at Ulithi from 7 May 1945 ('long postponed maintenance'); (6) 10 June 1945 shell hit in No. 1 fireroom - repairs alongside USS Zaniah (AG-70) at Kerama Retto through 13 July 1945: hull patch, repair of extensive damage to the boiler itself, ~3 miles of new wiring, fireroom spare parts taken from decommissioned USS Oberrender (DE-344); (7) typhoon damage Aug 1945 - shell-plating cracks over engineering spaces repaired by Zaniah personnel at Buckner Bay; (8) post-typhoon evaporator teardown for maintenance, Sept 1945 at Buckner Bay.

Crew performing and undergoing the documented repairs; repair-ship crews of Piedmont, Tutuila, Vulcan, Prairie, Zaniah; ARD drydock crew at Port Purvis
    Limitations
Ship-specific primary source, but operational narrative only - it names repair scopes (boiler, fireroom, wiring, hull) and does not identify insulation or other materials, asbestos or otherwise. Boiler/fireroom repair on a 1943-44 steam plant is asbestos-relevant work in the general case, but this document establishes events, not materials. Some words at the scan's left margin are cropped/illegible (the Nov 1944 availability's alongside facility is not readable).

    historical_record
    Finding
Official personnel records exist for this hull: NARA holds Gendreau (DE-639) muster rolls covering commissioning (17 Mar 1944) through 22 Dec 1947 on microfilm Roll 1655, digitized through the NARA-Ancestry scanning partnership. Muster rolls would resolve actual crew complements and ratings (e.g., watertenders and boilermakers in the firerooms) for any future ship-specific exposure research.

Archival lead only - the rolls were located in the catalog but not reviewed; they contain personnel rosters, not materials documentation. Deck logs and war diaries for this hull likely also exist in NARA RG 24/RG 38 series but were not individually verified.

    Finding type
    asbestos_application
    Finding
Era/yard inference: the Buckley class is the turbo-electric (TE) DE design - one of only two DE classes with a full steam plant. DE-639's block (DE-633-644, Bethlehem San Francisco) carried 2 'D' express-type boilers at 435 psi/750 deg F (Combustion Engineering per the navypedia block map) feeding GE turbo-electric machinery at 12,000 shp - a 1943-44 build that would have carried era-standard asbestos boiler and fireroom insulation, steam-line and turbine lagging, gaskets, packing, fireproofing, and deck coverings. Builder Bethlehem Shipbuilding Corp. is documented at yard level in the Atlas dataset (Quincy canonical record; 'Union Iron Works' alias covers the San Francisco plant).

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding; the ship-specific rows for this hull are ev-01 through ev-03. Boiler manufacturer attribution is navypedia-sourced and unverified against contract documents. Establishes no quantities and no exposure for any individual.

    Finding type

    Finding
No qualifying asbestos litigation naming this hull located: exact-name opinion query '"USS Gendreau"' returned zero results; unqualified 'Gendreau' opinion query returned ~278 hits that are all person-name collisions in the top-ranked results (Movora/Ossium corporate litigation, Gendreau v. Gendreau bankruptcy appeals, Gendreau v. Canario, etc.) - none maritime or asbestos; hull-number query 'DE-639' returned only identifier-string collisions in unrelated dockets (e.g., a 1936 Puerto Rico decision). No law-firm-free, court-record naming of the vessel was found.

    Limitations
A no-result opinion sweep does not prove the absence of litigation - RECAP docket-level (type=r) queries were deferred under the fleet-wide request-budget pacing and complaints naming the hull could exist in unindexed or unreviewed dockets. Classified at zero litigation stage.

    historical_record
    Finding
No qualifying ship-specific asbestos record located for DE-639: no hull ACM survey, no abatement or shipbreaking disclosure (sold and broken up 1973 - buyer and yard not named in located sources), no museum or NHL record (scrapped), no qualifying litigation, and no asbestos content mention in the ship's own war history or DANFS. Gendreau appears on law-firm asbestos ship lists (Shepard Law, asbestos-ships.com, mesotheliomahelp.org, duboselawfirm.com) - generic era-level claims, excluded as non-authoritative per source policy.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era materials likely persisted through a 24-year reserve-fleet layup to scrapping with no abatement-era record. NARA RG 19 contract files and muster-roll review are the open leads. Does not establish or defeat any claim of exposure or legal eligibility.

    Locator
    GAO product page HRD-80-2
    Finding type
    gov_survey
    Finding
GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas. For a hull decommissioned 1948, held in the Pacific Reserve Fleet at San Diego 1948-1972, and scrapped 1973, the post-1975 active-fleet program largely postdates her service life - era insulation aboard would typically have remained undisturbed through layup unless specifically removed, and no inactivation/mothball materials record for this hull was located.
