    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and emergency Maritime Commission program under which this C4-S-A1 hull (MC 667) was built at Kaiser Richmond Yard 3 in 1944-45, when the federal government had reserved asbestos supply for shipbuilding. For a steam-turbine transport of this type, era-typical applications were boiler and steam-drum insulation, steam-line lagging, valve and flange gaskets, machinery packing, insulation board in accommodation spaces, and winch/windlass brake linings.

    Limitations
Program/era-level scholarly documentation of asbestos use in WWII shipbuilding generally; does not name this vessel and does not establish that asbestos was or remains aboard this hull, nor quantity, location, condition, individual exposure, or causation. The product list is era-typical inference for the C4-S-A1 steam plant, not a ship specification.

    Finding
Contemporaneous U.S. Navy/Maritime Commission-era industrial-hygiene survey (fieldwork in two Government Navy yards and two Navy contract yards, published January 1946 - the construction period of this hull) states that 'an important ingredient of pipe covering material used on U.S. Navy vessels is amosite,' a South African asbestos mineral, used in felt and pipe covering for its low thermal conductivity, light weight, strength, and refractoriness. Documents that amosite asbestos pipe covering was standard material in naval-vessel construction of this era.

    Limitations
Industry/era-level survey of pipe-covering operations at four anonymized yards (A-D), not a survey of this hull or of Kaiser Yard 3; establishes material standard for the type, not presence aboard AP-144. The paper's 'not a dangerous occupation' conclusion is criticized in later literature as a flawed epidemiological reading - cited here only for the materials documentation, not its health conclusion. Does not establish quantity, condition, individual exposure, or causation.

    Finding
Federal written history documents the construction environment of this hull's builder: Kaiser erected the 156-acre Yard No. 3 at Potrero Point, Richmond, beginning January 1942, around five 590-by-100-foot graving docks specifically to build the C4 troop transports - this hull's type. The C4s were far more complex than Liberty ships (~8,000 tons of steel each; the NPS park page puts it at ~130,000 components vs ~9,600 for a Liberty); Yard 3 needed six months to launch its first C4 (GENERAL GEORGE O. SQUIER, AP-130, MC hull 653) and nine months of outfitting work with Maritime Commission inspectors and imported Westinghouse 'gear men' to install the turbine engine.

    Finding
Verified court record naming this hull as United States Naval Ship 'General H. F. Hodges': on 1951-04-05 a 27-foot aluminum lifeboat (weighing ~2.5 tons) suspended outboard fell from the ship onto Pier 45, Brooklyn, injuring Gavor Manhat, an employee of Stuart Marine Painting Corp. who had been ordered aboard to scrape, dust, and paint it. The ship 'was undergoing certain alterations and repairs which were being performed by Project [Construction Corporation] under a written contract with the United States'; Project had sublet the lifeboat cleaning and painting to Stuart. The district court found no negligence and no unseaworthiness (res ipsa rejected - the probable cause was that someone in the boat moved the Rottmer-type releasing gear's handle to the release position); the Second Circuit affirmed, and the Supreme Court denied certiorari. Documents a substantial early-1951 Navy-contract repair/alteration period aboard this hull at Pier 45 (Project had a February 1950 Department of the Navy contract 'for the repair and alteration of vessels' and was 'ordered to make some repairs on the General H. F. Hodges' in March 1951).

Litigation-stage discipline: a completed adjudication through appeal; the United States and the contractors prevailed on negligence and unseaworthiness. Finding
Verified court record naming this hull in the same 1951 repair period: Project Construction Corp., holder of a February 1950 Department of the Navy contract 'for the repair and alteration of vessels,' was ordered in March 1951 'to make some repairs on the General H. F. Hodges' and subcontracted the lifeboat 'cleaning, scaling and painting' to Stuart Marine Painting. After the lifeboat fell onto Pier 45 and was severely damaged, Project sued Stuart for ~$8,000 replacement cost; Stuart answered that the loss was caused by Project's failure to secure the boat and by permitting it to swing out over the pier. On Project's Rule 56 motion the court held the Manhat rulings did not settle Stuart's liability and DENIED summary judgment - 'the issues herein should be resolved by trial and not on motion.' Final outcome not traced.

Sister-hull evidence only - documents asbestos aboard a same-type, same-yard, same-era hull at disposal, NOT aboard AP-144. Quantities are press-reported figures from cleanup organizers (no government remediation manifest located; the Vandenberg atlas record in batch-9530 likewise found no hull-specific abatement document). The sister hull's decades of USAF instrumentation service mean its 2009 material load is not a baseline for this hull's wartime configuration.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1945 steam transport is era-consistent with asbestos-containing materials, documented sister-hull remediation (ev-10) is class-consistent, and one plaintiff has alleged (not proven) exposure context naming this hull (ev-09). The hull's refit/conversion periods (1946 Army conversion; the court-documented March-April 1951 Pier 45 repair/alteration; 1950s refits; 1967-68 merchant conversion) are undocumented at materials level, and she was scrapped in Taiwan in 1979 leaving no present-day survey population. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

  13. [13]Data conflicts across official and compiled sources: MARAD status card 'MC Hull No. 667' vs NavSource/Wikipedia 'MC hull 711'; USCG '112 crew members' vs DANFS cpl. 356; voyage-date and specification variants; stricken dates [other_primary]

    MARAD status cards 1816; USCG V2-Transports AP-144; DANFS AP-144; NavSource 09/22/22144; NavalCoverMuseum AP-144 page; batch-2068 AP-140 record (MC 663)
    Finding type
    historical_record
    Finding
Conflicts resolved and logged: (a) MC hull number - the MARAD vessel status card (primary custody document) reads 'MC Hull No. 667,' consistent with the Yard 3 C4 sequence documented for sisters (AP-130 General G. O. Squier = MC 653; AP-140 General M. B. Stewart = MC 663 per its own status card); compiled 'MC hull 711' (NavSource/Wikipedia) is rejected as a transcription/contract-block error - the same error pattern resolved for AP-140 in batch-2068 - and not carried as fact. (b) Commissioning date - DANFS transcription's bare 'April 1945' is filled out as 1945-04-06 by the USCG war history ('commissioned April 6, 1945'), NavSource, and the status-card builder-delivery stamp (4-6-45 1:00 PM PWT). (c) DANFS transcription artifacts 'a April 1945' and '10 June 1058' are typographical; the MSTS out-of-service date is carried as 1958-06-10 per NavSource/NavalCoverMuseum. (d) USCG history figures 'disp. 15,900 t / accomodated 5830 personnel including 112 crew members' conflict with DANFS type data (9,950 lt / 17,250 fl; cpl. 356; trp. 3,823) - DANFS figures carried, USCG variants logged. (e) Voyage-date variants (SF departure 5/10 DANFS vs 5/11 USCG; Seattle arrival 3/28 DANFS vs 3/19 USCG) - both logged, not merged. (f) Stricken dates - NavalCoverMuseum's 1946-06-19 (first strike) and 1958-07-24 (second strike) are unverified compiled claims; NavSource lists 'date unknown' - carried as unknown.

    Limitations
Resolves publication-level discrepancies among official and compiled sources; the MC-hull correction rests on the MARAD card plus class-sequence consistency - a definitive original MC contract register was not pulled. No asbestos content in any of these sources.
