    Finding
The vessel's documented machinery plant is a high-pressure steam installation of the WWII emergency construction era: two Babcock & Wilcox header-type boilers at 465 psi / 765 deg F superheat, one Westinghouse geared turbine, double Westinghouse main reduction gears, and three 400 kW 240 V DC ship's-service generators driving a single propeller. In this configuration and era, boiler and steam-drum insulation, steam-line lagging, turbine insulation, flange gaskets, valve packing, and insulation felts were commonly manufactured with asbestos fiber.

    Limitations
Plant description comes from a volunteer-maintained secondary archive and a specialist class compilation, not a Navy specification sheet, and neither source states 'asbestos'; asbestos presence aboard this specific hull is era/design inference, not ship-proven. Does not establish quantity, location, exposure, or causation. Hull was scrapped in Taiwan in 1986; no present-day material condition exists to document.

Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the program and era under which this C4-S-A1 hull was mass-built at Kaiser Richmond - and that wartime demand drove unprecedented asbestos utilization aboard merchant-type and auxiliary hulls.

A sister C4-S-A1 hull built at the same Kaiser Yard No. 3 - USNS General Hoyt S. Vandenberg (ex-USS General Harry Taylor, AP-145, MC-660) - retained asbestos aboard into the 2000s: during preparation for intentional sinking as an artificial reef off Key West (2009-05-27), cleanup crews at two Norfolk, Va., shipyards removed 81 bags (~71 cubic yards) of asbestos plus 193 tons of other potentially carcinogenic materials under the EPA/MARAD Best Management Practices framework for vessel reefing (Federal Register notice E6-7274, 2006-05-12).

    Limitations
Primary government custody/disposal record; contains no asbestos, materials, or condition-survey information - supports no asbestos claim. Card spells the 1982 merchant name 'AMCO TRADER' where secondary sources give 'Anco Trader'; card's 'Cap. 3825' category annotation vs printed 'PASSENGERS 3823' is a trivial variance. Limitations
Volunteer-maintained secondary archive. Custody milestones, MC hull 715, the Hudson exchange, PRMSA sale, renamings, and the 10/2/86 foreign scrap sale are corroborated by the MARAD status cards - but NavSource's 'Transferred to MARAD ... 20 October 1968' is wrong on day and year (cards: 22 Oct 1958), its 'title transfer ... November 1969' conflates the Transoregon renaming with the 8-8-68 delivery, 'Merchant Terminal Corp 20 September 1982' conflicts with the card's 9/25/82, 'Anco Trader' vs card 'AMCO TRADER', its laid-down 'date unknown' is superseded by shipscribe's 4 Jan 1945, and its CO table (Bolileau) conflicts with DANFS (Rylander). Finding
Non-asbestos litigation naming this hull: United States v. New York Foreign Trade Zone Operators, Inc., 304 F.2d 792 (2d Cir. 1962) - on 20 January 1957 Joseph Garcia, a waiter (civilian crew) aboard the USNS General W. G. Haan, then docked at Pier 16, Stapleton, Staten Island under a Navy dockage contract, slipped on the icy pier 'stringpiece' and was seriously injured. After receiving Federal Employees' Compensation Act benefits he assigned his third-party claim to the United States, which sued the pier operator in negligence (the contract obliged the operator to provide seamen safe access). A jury found for the defendant (trial November 1960); the Second Circuit (Waterman, J.) reversed and ordered a new trial, holding the chief steward's official accident report admissible under the Federal Business Records Act; a concurrence agreed a new trial was required but disputed the report's admissibility. The opinion also documents the ship's civilian MSTS crew structure (waiter, chief steward) and the ship's Pier 16 layup berth.

    Finding
Operator-level asbestos litigation (no vessel named): Erdman v. Hudson Waterways Corp., 713 F. Supp. 706 (S.D.N.Y. 1989) - a seaman alleged asbestos-related illness (diagnosed 10/31/1986, 'changes in both lung bases resulting from exposure to asbestos') from service aboard U.S. government-owned vessels, suing the vessel title-holder/operator named in the caption and the United States under the Jones Act, general maritime law, and the Suits in Admiralty Act. The government's Rule 12(b)(1) motion was granted for failure to meet the SAA 'forthwith service' requirement (service completed 80 days after filing) - a jurisdictional/procedural dismissal, not an adjudication of the exposure allegation. Hudson Waterways Corp. is this hull's documented title-holder under the MARAD Exchange Program, 8 August 1968 to 14 October 1974 (MARAD status card) - the operator window covers the hull's SS Transoregon period, but the opinion names no vessel.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1945 Kaiser-built steam transport is era-consistent with installed asbestos-containing materials, and a same-type sister hull retained documented asbestos until 2009. Equally, era inference does not establish presence aboard this hull, quantity, exposure of any individual, or legal eligibility. The hull was scrapped in Taiwan in 1986; no present-day survey is possible. One CourtListener query (PRMSA exact phrase) remained pacing-blocked; the PRMSA litigation surface was covered via the public web index.

    Finding type
    historical_record
    Finding
Source discrepancies resolved or isolated: (a) MARAD transfer year - NavSource 'Transferred to the Maritime Administration ... 20 October 1968' is contradicted by DANFS ('returned to the Maritime Administration 22 October 1958'), the MARAD milestones (Entry + Acquisition 10/22/1958), and the status card ('Reserve Fleet (Permanent Transfer) - Beaumont, Texas - 10-22-58 4:00pm CST'); 22 October 1958 adopted, NavSource error rejected. (b) Hudson Waterways transfer - NavSource 'title transfer ... November 1969' conflates the TRANSOREGON renaming (card: 'Renamed TRANSOREGON 11/69') with the title+physical delivery 8-8-68 9:35AM CDT; card adopted. (c) DANFS 'December 1958' for the Hungarian-refugee voyage is internally impossible (refugees 'from the ... Hungarian Revolution' of Oct-Nov 1956; ship again ROS 7 January 1957; NavSource 'Returned to Fully Operational Status December in 1956') - December 1956 adopted. (d) Strike dates - shipscribe supplies 19 Jun 1946 (first), 28 Apr 1950 (reinstatement), 22 Oct 1958 (second) where NavSource lists 'date unknown'; shipscribe adopted. (e) Commissioning CO - DANFS 'Comdr. J. V. Rylander' vs NavSource officer table 'CDR Bolileau, Almerian Robinson USN (USNA 1926), 2 Aug 1945-7 Jun 1946' - UNRESOLVED, both carried; the ship's absence from the USCG cutters-and-craft list supports Navy (not Coast Guard) manning either way. (f) Merchant-name/date variants - card 'AMCO TRADER' 9/25/82 vs NavSource 'Anco Trader' 9/20/82; card 'Merchant Terminal Corp.' vs NavSource same-name 'Merchant Terminal Corp'; card adopted, variant noted. (g) MA sale day - card 8-8-68 vs shipscribe '6 Aug 68'; card adopted. (h) NavSource call-sign cell labels the 1950 USNS sign 'USNS General M.M. Ptrick (T-AP-150)' - a page-template artifact; NMEL retained but flagged.
