DANFS record for this hull: named for Pvt. John Joseph Gilligan, Jr., USMCR (born 17 June 1923 Newark, N.J.; mortally wounded with the First Marine Raider Battalion at Tulagi 7 Aug 1942, died next day; posthumous Silver Star); launched 22 February 1944 by Federal Shipbuilding & Drydock Co., Newark, N.J., sponsored by Mrs. John J. Gilligan; commissioned 12 May 1944, Lt. Comdr. Carl E. Bull, USNR commanding. Specs: 1,350 t, 306 ft, 36'10" beam, 24.3 k, complement 222, John C. Butler class. Pacific escort/patrol service 1944-45 incl. Ulithi midget-submarine counterattack (20 Nov 1944, oiler Mississinewa torpedoed), Lingayen Gulf D-Day screening (9 Jan 1945) and 12 January 1945 kamikaze strike into the No. 2 40mm gun muzzles (12 killed, 12 wounded per DANFS); repairs Leyte, overhaul Pearl Harbor; Okinawa screening Apr-Jun 1945 (5+ planes splashed, dud torpedo hit 27 May); out of commission in reserve San Diego 2 July 1946; recommissioned in reserve Seattle 15 July 1950 for NRT/13th Naval District reserve cruises; decommissioned 31 March 1959 at Point Astoria, Ore.; remained in reserve at Bremerton. One battle star for WWII.

    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The entry predates striking and disposal and does not record them. The published text contains an OCR-type typo ('Gilliagn' for Gilligan in the namesake sentence) and gives 12 killed/12 wounded for the 12 Jan 1945 attack; NHHC's own H-Gram reads 12 killed/13 wounded plus 11 wounded from a second aircraft - discrepancy carried in gaps, not reconciled. Wayback capture cited because the live NHHC page returns 404.

    Finding type
    historical_record
    Finding
NHHC's H-Gram independently narrates this hull's 12 January 1945 action: at sunrise Gilligan (DE-508) and Richard W. Suesens (DE-342) were on ASW patrol at Lingayen Gulf; Gilligan detected an incoming Betty twin-engine bomber and fired, a range-finder operator knocked the main battery director off target, and the kamikaze 'flew directly into the muzzles of the No. 2 40-mm gun, killing 12 men and wounding 13, who stayed at their station firing until the very end'; fires were under control by 0715. A second kamikaze attacking Richard W. Suesens clipped Gilligan's aft 40-mm gun as it crashed close aboard, wounding 11.

Gilligan; commissioned 12 May 1944 at the New York Navy Yard, Brooklyn, by the yard commandant; decommissioned 2 July 1946 San Diego; recommissioned 15 July 1950 Seattle; assigned NRT, 13th Naval District, Portland, Ore., August 1950; decommissioned 31 March 1959 Port Astoria, Ore.; struck from the Naval Vessel Register 1 March 1972; sold for scrapping 20 November 1973.

The 1945 BuShips Ships' Data volume lists Gilligan in its destroyer-escort vessel index (entry 133) and the volume's design-group-6 table defines this hull's plant: WGT geared-turbine drive, 2 'D' express boilers 435 psi/750F, Westinghouse geared turbines, 12,000 shp, 24.3 kt. A full steam plant built 1943-44 falls in the peak-asbestos shipbuilding era; period applications for the type included boiler and machinery insulation, steam-line lagging, gaskets, packing, fireproofing, and deck coverings.

Class/era inference only - NOT a hull-specific finding. The volume's per-vessel index entry confirms the hull's identity and data presence but the entry itself does not itemize installed materials; asbestos applications listed are era-typical, not ship-proven. Scan is image-only; index verified by OCR (printed p. 247 = scan p. 133). Boiler-maker attribution (Babcock & Wilcox, DE-508-510 block) rests on the navypedia secondary compilation.

    Limitations
Yard-level documentation, not a hull record: the survey does not name DE-508 or any vessel, was conducted by a product manufacturer with commercial interest, and covers insulator/pipefitter operations at the yard generally. It documents asbestos product use at the builder's yard in the same period this hull was being completed - it does not establish materials installed aboard this hull or any individual's exposure.

    Finding
The John C. Butler class's only located asbestos-litigation record (verified in the class profile, 2026-09-16): pretrial materials name sister hull USS Brannon (DE-446) and recite a Navy-specification insulation theory for a Griscom-Russell evaporator, while conceding on the record that non-asbestos insulation was possible aboard DE-446. The exhibit list identifies the era's controlling insulation-spec suite (BuShips Manual ch.39 NAVSHIPS 250-000(39); Navy spec 32F3a asbestos insulating felt; BuEng ch.13) - the correct next-pull targets for class-level material documentation.

    Finding
GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. Relevant context for a hull that spent 1959-1973 in reserve before disposal.

Litigation sweep result (completed this session): 'USS Gilligan' returned zero hits in both the opinion index (type=o) and the RECAP docket index (type=r). 'DE-508' returned 13 opinion hits, all identifier collisions - 'DE 508'-style docket-entry citations, Martin-reporter and date-token matches in unrelated litigation (patent, family, tax, bankruptcy matters); 'DE-508' docket hits are '[De 508]' PACER docket-entry references inside unrelated bankruptcy/civil dockets. No qualifying asbestos litigation, and no litigation of any kind naming this vessel, was located.

    Finding
No qualifying ship-specific asbestos record located for DE-508: no hull ACM survey, no abatement or hazmat disclosure (the hull was scrapped 1973-74, so no museum-era records exist), no government survey naming the vessel, and no docketed case located. Ship-specific asbestos documentation is therefore recorded as unknown rather than presumed.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - 1943-44 steam-plant construction is the era's peak-asbestos design type, and the builder-yard survey confirms asbestos products in use at the yard in the same window. This row records that nothing located names this hull; it neither establishes nor defeats any claim of exposure or legal eligibility.
