- DANFS record for this hull: launched as HMS Halder (BDE-18) 22 October 1942 by Mare Island Naval Shipyard, California (sponsor Mrs. Otis J. Boyer); reallocated to the U.S. Navy and named Gilmore (DE-18) 19 February 1943; commissioned 17 April 1943, Lt. Cmdr. S. C. Small commanding. Aleutian/Alaskan escort and air-sea rescue service 1943-44 (Escort Division 14); on 25-26 April 1944 sank the 1,630-ton Japanese submarine I-180 by depth-charge attack at 50 deg 10' N, 156 deg 40' W, sustaining minor damage in the after motor room - one battle star awarded. Overhauled at Mare Island Naval Shipyard January-March 1945 (departed Dutch Harbor 13 January; overhaul until 4 March); flagship Escort Division 14 at Pearl Harbor; Iwo Jima, Okinawa, and ASW operations around Kasaan Bay (CVE-69) through September 1945; arrived San Pedro 27 October 1945; decommissioned 29 December 1945; held in San Diego Group, U.S. Pacific Reserve Fleet; sold for scrapping 1 February 1947. Spec block: dp. 1140; l. 289'5"; b. 35'1"; dr. 8'3"; s. 21 k.; cpl. 156; a. 3 3-inch, 2 40mm, 9 20mm, hedgehog, 8 dcp., 2 dct.; cl. Evarts.

- Limitations
- DANFS documents service history and specifications, not materials or asbestos content. Spec block gives displacement 1,140 tons (light) and complement 156; secondary compilations differ (198) - conflict carried in gaps. Mirror transcription cited because the live NHHC page returns 404. DANFS omits keel-lay and strike dates; those are carried from NavSource with flagging.

- Finding
- NavSource building data for this hull: keel laid 1 April 1942 by Mare Island Navy Yard, Vallejo; launched 22 October 1942 as HMS Halder (BDE 18); retained by U.S. Navy and renamed USS Gilmore 19 February 1943; commissioned 17 April 1943; decommissioned at San Diego 29 December 1945 after 2 years and 8-1/3 months of service; struck from the NVR 21 January 1946; sold, scrapped 1 February 1947. Official Navy photo captions place the hull at Mare Island 13 April 1943 (pre-commissioning), and at Mare Island 27 February 1945 in Measure 22 camouflage, with a caption stating she was in overhaul at the yard 19 January-3 March 1945.

- Mare Island Navy Yard trades (1942-43 build; Jan-Mar 1945 overhaul)
- Limitations
- Volunteer-compiled photographic archive carrying official Navy photo captions and transcribed building data - secondary at compilation level, primary at the captioned photo level. Keel-lay (1 April 1942) and stricken (21 January 1946) dates are absent from the DANFS text and rest on NavSource's transcription; no buyer for the 1947 scrapping sale is identified. NavSource's photo-caption overhaul window (19 Jan-3 Mar 1945) differs slightly from the DANFS sequence (departed Dutch Harbor 13 Jan, overhaul until 4 Mar) - conflict in gaps.

[3]NavSource Evarts-class specifications page (GMT propulsion data) + USNI Naval History magazine, 'Part IV - A Matter of Class' (destroyer-escort design-group descriptions) [other_primary]
- Locator
- NavSource Evarts class specifications (PROPULSION - TYPE GMT); USNI Naval History 1995-08 design-group table (GMT = DE-1/50)
- Finding type

- Finding
- Era/design inference: DE-18 belongs to the GMT design group (DE-1/50 et al.) - 'ships with General Motors tandem drive diesels in vessels with short hulls (289 feet), commonly referred to as the Evarts class' (USNI); NavSource class specifications give 4 x GM Model 16-278A diesel engines producing 6,000 hp through tandem electric-motor drives to twin screws. A diesel-electric plant carries no boilers and no steam lines: the largest asbestos categories of steam-driven ships (boiler and steam-line insulation) do not apply. Era-standard asbestos applications appropriate to a 1942-43 diesel-electric escort are exhaust/muffler lagging, machinery insulation, gaskets and packing, electrical insulation, deck coverings, and brake linings.

- Limitations
- Class/era and design-type inference only - NOT a hull-specific finding. No source reviewed states what asbestos materials were installed aboard DE-18 itself, where, or in what quantity; establishes no individual exposure. NavSource class specs are secondary compilations; the USNI description is a published professional-journal account of official BuShips design-group symbols.

- Finding
- Peer-reviewed cohort study of the builder yard's workforce: chest radiographs of 359 present and former Mare Island Naval Shipyard and Hunter's Point Naval Shipyard workers (all male volunteers, minimum 10 years since first asbestos exposure) found 59.1% abnormal films (36.2% mild, 19.8% moderate), parenchymal changes in 44%, pleural changes in 26%, and pleural calcification in 2.8%. For workers whose asbestos exposure began before 1953 - the window covering DE-18's 1942-43 construction and January-March 1945 overhaul at Mare Island - 43% had pleural abnormalities. Occupations included insulator, welder, pipefitter, electrician, sandblaster, machinist, boilermaker, shipfitter.

- Limitations
- Yard-workforce disease study, not a hull record - the cohort is Mare Island + Hunter's Point combined and pooled across occupations; it does not establish that DE-18's construction or overhaul exposed any individual, nor what materials this hull carried. Documents asbestos hazard conditions in the workforce that built and overhauled this hull.

- Yard-level documentation: the official disposal EIS/EIR for Mare Island Naval Shipyard documents asbestos-containing material in shipyard buildings, and its Appendix J IR01 waste description includes asbestos among industrial wastes. The Atlas yard record (evidence tier 2) additionally lists yard-documented asbestos products in Mare Island's shipbuilding/repair trades: Unibestos, Marinite boards, Transite pipes, Kaylo, Careytemp, Gold Bond, Super 66, pump and valve packing, gaskets, bonnet insulation, refractory materials. Mare Island was the builder of DE-18 (1942-43) and its documented overhaul site (Jan-Mar 1945).

- Finding
- Published California appellate opinion documents asbestos litigation arising from the builder yard's workforce: welder Ulysses Collins died of mesothelioma (8 May 2005) after work at Hunter's Point Naval Shipyard (1960-1973) and Mare Island Naval Shipyard (1976-1994); the jury found Plant Insulation Co. negligent and strictly liable. The yard that built and overhauled DE-18 has an adjudicated asbestos-injury record at trial/appellate level.

- Limitations
- Names the shipyard, never this hull; Collins's Mare Island window (1976-94) postdates DE-18's construction, service, and scrapping by decades. Appellate opinion addresses fault apportionment/retrial, not exposure adjudication for any vessel. Carried as yard-level context only - per the litigation-stage rule it is not exposure evidence for DE-18.

- PARTIAL litigation sweep: completed exact-phrase queries '"USS Gilmore"' returned 0 opinions and 0 RECAP dockets - no published opinion or indexed docket names this hull under its USN name. Hull-number and alias queries ('"DE-18"', '"DE-18" Gilmore', '"BDE-18"', '"HMS Halder"') could not be completed: the fleet-wide CourtListener pacing budget stood the helper down (exit 2) on repeated attempts across the session; one attempt reached the server and failed on a read timeout before pacing blocked the retry.

Sweep is logged as pending/partial, not as a negative finding. 'Gilmore' as a bare surname is high-collision (party names) and was not swept.
