DANFS record for this hull: launched 25 February 1945 by Bath Iron Works Co., Bath, Maine; sponsored by Mrs. Caspar F. Goodrich (widow of Rear Admiral Goodrich and mother of Lt. Goodrich); commissioned 24 April 1945, Comdr. Dale R. Frankes in command. After Caribbean shakedown she transited the Panama Canal 12 November 1945 for the occupation of Japan; patrolled between principal Japanese ports until October 1946; based at Tsingtao, China, for Korea coast patrol; returned to San Francisco 21 December 1946 and shifted to Newport, R.I., Atlantic Fleet, January 1947. Overhauled at New York Naval Shipyard; first Mediterranean tour 2 February-22 May 1948. Red Sea patrol along the Israeli-Egyptian border February 1956; returned to the Mediterranean November 1956 during the Suez crisis; supported the Marine landing at Beirut, Lebanon, 14 July 1958. Home port shifted Newport to Mayport, Fla., June 1959. Entered Norfolk Navy Yard January 1960 for an eight-month modernization overhaul (complete renovation, latest weapons and shipboard equipment). On Project Mercury recovery station 12 February 1962 for Lt. Col. John H. Glenn's orbital flight (date carried as printed in DANFS - see gaps). On 6th Fleet alert for the Cuba quarantine 24 October-20 November 1962. 13th 6th Fleet deployment 22 July-20 December 1966. Specifications block: 2,425 t.; 390'6" l.; 41'4" b.; 18'6" dr.; 35 k.; cpl. 367; 6 5", 4 21" tt.; cl. Gearing.

    Limitations
DANFS documents service history and design specifications, not materials or asbestos content. The entry ends with the December 1966 return - decommissioning (1969), striking (1974), and disposal (1977) are not covered by this source. The Mercury recovery-station date (12 February 1962) precedes Glenn's actual flight date (20 February 1962) - carried as printed and flagged in gaps.

NHHC record for this hull: soon converted to a radar picket destroyer; formally redesignated DDR-831 on 18 March 1949; modernized in 1960 under the Fleet Rehabilitation and Modernization (FRAM) program and one of a small number of destroyers retained in radar picket configuration (photo captions document an inclining experiment at Norfolk Naval Shipyard, Portsmouth, Va., 10 September 1960, following her FRAM II modernization); assisted recovery operations for the first Project Mercury orbital mission in 1962; participated in Cuban Missile Crisis operations later that year; 14th Mediterranean deployment in 1967 included a Black Sea visit; redesignated DD-831 at the beginning of 1969; stricken from the Naval Vessel Register February 1974; sold September 1977. Named for Rear Admiral Caspar F. Goodrich and his son Lt. Caspar F. Goodrich (killed 15 July 1907 in a gun turret explosion aboard USS Georgia).

Crew 1945-1969; Norfolk Naval Shipyard trades during FRAM II (January-September 1960)
    Limitations
NHHC establishes designation, FRAM, and disposition milestones, not materials or asbestos content. The FRAM II event is documented (yard, dates, photo series); its asbestos scope is era inference, not a documented finding for this hull. Decommissioning date (30 November 1969) is not stated on this page - it rests on consistent secondary indexes (see gaps).

    Finding
Era/design inference: a Gearing-class destroyer built 1944-45 at Bath Iron Works with a four-boiler superheated steam plant and 60,000-shp General Electric geared turbines would have carried period-standard asbestos insulation, lagging, gaskets, packing, fireproofing, and deck coverings - boiler casing and fireroom insulation, steam-line lagging, turbine lagging, valve and flange gaskets/packing, and accommodation insulation. Builder Bath Iron Works is documented at yard level in the Atlas dataset (evidence tier 2, including 1987 OSHA asbestos-standard citations). Documented yard periods for this hull - the late-1947 New York Naval Shipyard overhaul, the January-September 1960 Norfolk Naval Shipyard FRAM II modernization, and dry-dock periods shown in secondary deployment indexes - are machinery-disturbance events under era practice.

    Limitations
Class/era and builder-yard inference only - no hull-specific survey, contract, or work package establishes asbestos content aboard this ship. The ship-specific findings are the negative litigation sweep (ev-04) and the documented service record (ev-01, ev-02); this row adds context, not a ship-specific finding. FRAM scope for this hull is not documented beyond the NHHC modernization event.

    Locator
Omnibus opinion pp. 12, 19, 31 (per class-profile review of ECF 171 OCR)
    Finding type
    litigation_documented
    Finding
A published federal omnibus opinion recites class-level material evidence covering this hull's design family: an engineering drawing 'for the insulation and lagging of forced draft blower turbines for the class of destroyers (DD 692, USS Allen M. Sumner class)' specifying 'amosite felts and asbestos cloths,' and an expert report's 'partial tally of the weight of the asbestos-containing thermal insulation and lagging products in the fire ... and engine rooms of a ship belonging to the USS Allen M. Sumner (DD 692) and USS Gearing (DD 710) classes of destroyers' of 30.3 tons. DD-831 is a Gearing-class member, so the recited class evidence brackets its design family. Name-collision caveat: the case is captioned for plaintiff Goodrich - this ship is not a party or a named exposure site; the exposure vessels recited are USS Harlan R. Dickson (DD-708) and USS Corry (DD-817).

Destroyer fire/engine-room crews (class context); litigation expert materials
    Limitations
Litigation-record recital, not an adjudicated classwide finding: the drawing covers the Sumner DD-692 design group whose machinery the Gearing lengthening retained, and the 30.3-ton figure is an expert partial tally for fire/engine rooms - not a whole-ship inventory and not specific to this hull. The opinion treated some related exposure conclusions as speculative; underlying exhibits (drawing, expert report) not retrieved from RECAP. Establishes no materials aboard, and no exposure to any person aboard, this hull.

    gov_survey
    Finding
GAO documented the Navy's asbestos-protection program: standing policy from 1975 removed asbestos insulation only when damaged or when required for repairs, modified in 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it. Context for this hull's 1960 FRAM II modernization and pre-1969 service era.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Goodrich (DD-831/DDR-831) was found in the public sources searched (see search_ledger). Ship-specific asbestos documentation for this hull is unknown.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era construction and a documented FRAM yard period make era-consistent insulation likely but ship-unproven.
