DANFS record for this hull: launched at Richmond, Calif., by Kaiser Co. on 27 November 1943; sponsored by Mrs. T. H. Thoreson; commissioned 18 March 1944, Lt. Cmdr. Christian W. Peterson, USCG, in command. After shakedown she sailed from San Francisco 7 August 1944 to take station in the Northern Pacific off the California coast as a plane guard ship, returning 3 September; she continued on that duty until decommissioning, averaging three weeks at sea and two in port. On the night of 11 October 1944 she rescued 15 crewmen and passengers (plus 114 sacks of mail) from a PB2Y Coronado making an emergency landing, guiding it with flares and star shells. On 31 May 1945 she was toured by members of the American delegation to the San Francisco Peace Conference including Secretary of State Stettinius, Nelson Rockefeller, and Alger Hiss. She continued plane guard duty until 19 March 1946, sailed to Charleston, S.C., decommissioned 16 May 1946, was stricken from the Navy Register 19 June 1946, sold to J. C. Berkwit & Co. of New York 19 May 1947, and scrapped 1 November 1947. Spec block: displacement 1,246; length 304 ft; beam 38 ft; draft 12 ft; speed 20 kt; complement 141; armament 3 x 3-inch, 4 x 40 mm, 9 x 20 mm, 2 depth charge tracks, 8 depth charge projectors, 1 Hedgehog; class Tacoma.

    Limitations
DANFS documents service history and specifications, not materials or asbestos content. The spec-block figures for this hull (displacement 1,246; complement 141) conflict with the DANFS class block for Tacoma III (PF-3) and with USCG/NavSource figures - carried in gaps. Command by a USCG officer documents Coast Guard manning but does not itself establish the full crew's service.

Official Coast Guard Historian's Office record for this hull: builder Kaiser Cargo, Inc., Richmond, CA; propulsion '2-shaft VTE, 3 boilers'; range 9,500 nm at 12 kt; speed 20 kt; complement 190; displacement 2,230 tons; armament 3 x 3"/50, 4 x 40mm (2x2), 9 x 20mm, 1 Hedgehog, 8 depth charge projectors, 2 depth charge racks. Confirms all three commanding officers were Coast Guard: LCDR Christian W. Peterson, USCG (18 March 1944); LT William F. Adams, USCG; LT Hugh A. LeRoy, USCGR (from 25 August 1945). Repeats the DANFS service narrative (plane guard duty off California; 11 October 1944 PB2Y rescue of 15 men and 114 sacks of mail; 31 May 1945 delegation tour; decommissioning at Charleston 16 May 1946; stricken 19 June 1946; sold to J. C. Berkwit & Co. 19 May 1947; scrapped 1 November 1947). Photo captions place the launch at 'Richmond Shipyard Number Four' on 27 November 1943 and the ship off Mare Island Navy Yard 21 April 1944. Sources cited by the Historian's Office include The Coast Guard At War, Transports and Escorts Vol. V and DANFS Vol. III p. 133.

Official service-history record; contains no asbestos or materials information. Figures differ from the DANFS spec block for this hull (complement 190 vs 141; displacement 2,230 t vs 1,246; 3 boilers vs NavSource's 2) - conflicts carried in gaps rather than reconciled.

NavSource photographic/records record for this hull: originally designated patrol gunboat PG-119; reclassified patrol frigate PF-11 on 15 April 1943; laid down 29 September 1943 under a Maritime Commission contract (MC hull 1429) at Kaiser Cargo, Inc., Richmond, CA; MC type T. S2-S2-AQ1; launched 27 November 1943; commissioned 18 March 1944; decommissioned 16 May 1946 at Charleston, S.C.; struck 19 June 1946; sold for scrap 19 May 1947 to J. C. Berkwitz and Co. of New York; scrapped 1 November 1947. Propulsion: two three-drum boilers, two 5,500 ihp J. Hendy Iron Works vertical triple-expansion engines, two shafts. U.S. Navy photo captions date her outfitting/repairs at Mare Island from 20 March to 23 April 1944, including dry dock No. 2 (4-8 April) and dry dock No. 3 (12-13 April) 1944. Launch sponsor Mrs. T. H. Thoreson; dedication supported by citizens of Grand Forks County, N.D. through War Bond purchases. Commanding officers all USCG/USCGR (Peterson, Adams, Leroy). Call sign NQEC.

    Finding
Class/era and builder-yard inference: a Maritime Commission S2-S2-AQ1 patrol frigate built in 1943 at Kaiser Richmond Yard No. 4 with a three-drum-boiler/triple-expansion steam plant would have carried period-standard asbestos applications - boiler and steam-line insulation/lagging, gaskets, valve and machinery packing, fireproofing, and deck/bulkhead coverings. Builder Kaiser Shipyards (Richmond) is documented at yard level (Atlas shipyards.json, tier 3) with asbestos products across construction trades, and the former Kaiser yard sites are CERCLA-listed (EPA ID CAD980637557, NFRAP).

    Limitations
Class/era and builder-yard inference only - no ship-specific finding. No hull material spec, survey, or insulation inventory for PF-11 was located; NARA RG 19 General Information Books (per-vessel material specifications) are the open archival lead and were not retrieved. Does not establish asbestos aboard this hull, quantities, locations, or any exposure.

    Finding
GAO program-level record: a 1979 review of the Navy's handling of asbestos documenting 'the use of asbestos in Navy ships,' the cost of removing asbestos from Navy ships, and Navy policy (1975: remove/replace asbestos insulation only when damaged or requiring removal for repairs; modified 1979 to selective replacement in high-maintenance areas). Confirms asbestos insulation was standard aboard Navy ships of this era at program level.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, museum record, or litigation artifact naming PF-11 was found in the public sources searched (see search_ledger). The hull was scrapped in 1947, so no present-day survey or museum disclosure is expected. CourtListener could not be searched this session (fleet-wide pacing budget saturated on every attempt; logged as blocked, not as a negative result).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1943 steam-plant frigate would be era-consistent with asbestos applications. The litigation record for this hull is unchecked (CourtListener blocked); this negative finding covers documentary sources only, not dockets. Does not establish or defeat any claim of exposure or legal eligibility.
