    Finding
Graylag (AM-364), a steel-hulled Admirable-class fleet minesweeper, was launched by Willamette Iron & Steel Corp. 4 December 1943 (DANFS says Astoria, Oreg.; NavSource, uboat.net, and sister-hull DANFS entries say Portland - see gaps) and commissioned 31 August 1945, Lt. S. M. Janney in command. She steamed to San Diego 11 October 1945, departed 1 November for Pearl Harbor (arriving eight days later), picked up passengers and returned to San Diego 29 December, then steamed via the Panama Canal to New Orleans (DANFS prints '7 to 26 December 1945' - internally inconsistent, see gaps) and arrived Orange, Tex., 27 March 1946 after overhaul. She decommissioned 12 August 1946 and remained in reserve through 1967; designation changed to MSF-364 on 7 February 1955; stricken from the Navy List 1 October 1967 and sold for scrap (stricken/sold per transcriber's note and NavSource).

    Crew of ~104 (commissioned Aug 1945 - Aug 1946); Willamette construction trades 1943-45; reserve-fleet maintenance personnel 1946-1967
    Limitations
Documents construction and service history only - no asbestos content, no hull survey, no abatement record. Contains a builder-location anomaly (Astoria vs. Portland) and an internally inconsistent date for the New Orleans transit; both carried in gaps rather than silently reconciled.

    asbestos_application
    Finding
Admirable-class steel-hulled fleet minesweepers were built 1942-44 during the Navy's peak asbestos-use period; era-standard asbestos applications consistent with a diesel-driven minesweeper of this date include thermal insulation on exhaust ducts and machinery-space piping, gaskets and packing, electrical cable insulation, deck tile and associated adhesives, and bulkhead/accommodation insulation board. The diesel-electric plant (no steam boilers) removes the boiler/fireroom lagging typical of steam-powered hulls but does not eliminate the remaining era-typical applications.

    Limitations
Class/era inference only - no hull-specific insulation survey, construction materials list, or abatement record located for AM-364. Names era-standard applications for the class, not confirmed installed materials on this hull; no quantity; nothing remains to survey (hull scrapped 1967).

    Finding
GAO reviewed Navy efforts to protect workers from asbestos exposure at Long Beach and Norfolk Naval Shipyards, covering the use of asbestos in Navy ships, the cost of removing asbestos from Navy ships, and compensation programs; per the GAO summary, the Navy's 1975 policy removed asbestos insulation only when damaged or necessarily disturbed, modified in 1979 to include selective replacement in high-maintenance areas. Indexed report text includes Navy correspondence stating that all ships then in service contained some quantity of asbestos, with thermal insulation of machinery, equipment, and piping the major application, plus deck tiling and electric cabling.

    Navy shipyard workers (program context)
    Limitations
Fleet/program-level context - names no individual hull, and Graylag was stricken and sold in 1967, before this report's 1979 scope. gao.gov returned HTTP 403 to automated fetch on 2026-09-22 (standing access limitation); description and indexed text via the GAO product page were used. Does not establish that asbestos was aboard AM-364.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, museum or hazmat disclosure, or docketed case naming USS Graylag (AM-364/MSF-364) was found in the public sources searched (see search_ledger). The CourtListener opinion search was blocked by API rate-limit on 2026-09-22; a web-search fallback located only law-firm marketing listicles that name Graylag in generic minesweeper tables - non-citable and non-evidentiary. The hull was sold for scrap in 1967; no extant structure exists to survey.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - 1943 construction is consistent with era-typical materials. The litigation check is incomplete because CourtListener was rate-limited; logged honestly rather than retried. Does not establish or defeat any claim of exposure or legal eligibility.
