USS Haleakala (AE-25)

Name
USS Haleakala
Hull designation
AE-25
Vessel class
Nitro class (AE-23/24/25; Naval Vessel Register classifies 'AE 23'; DANFS spec block 'Suribachi'). The ship-design compilation treats all five SCB Project 114 hulls (AE 21-25) as a single Suribachi class; modern convention splits Suribachi (AE 21-22) from Nitro (AE 23-25) - naming discrepancy flagged in gaps

DANFS entry for Haleakala (AE-25): launched 17 February 1959 by Bethlehem-Sparrows Point Shipyard, Inc., Baltimore, Md.; sponsored by Mrs. Maurice E. Curts, wife of Vice Admiral Curts; commissioned 3 November 1959, Captain Miles P. Refo, III, in command. After shakedown out of Guantanamo Bay she transited the Panama Canal and visited Chile and Costa Rica before arriving San Francisco 17 March 1960; 'the fifth of a new class of ammunition ships designed from the hull up for carrying and transferring at sea the latest in munitions and guided missiles,' she spent early April 1960 with Vega conducting replenishment exercises to test new equipment. First WestPac deployment departed San Francisco 7 July 1960 (Pearl Harbor, Yokosuka, Sasebo; 7th Fleet service), returning to Port Chicago, Calif., 19 December 1960. Second deployment departed 18 April 1961, returned Port Chicago 8 September; in October, with Mount Katmai, she steamed to Long Beach for Exercise 'Covered Wagon.' Two further WestPac deployments 29 May 1962 to February 1964. Arrived Todd Shipyard, Inc., Seattle, 28 February 1964 for overhaul and modernization 'to increase her efficiency and safety'; conversion completed by May 1965; Operation 'Baseline' through fall 1965; sailed 20 November 1965 for Yankee Station via Pearl Harbor to support combat operations in Vietnam, returning to Subic Bay 31 December. Most of 1966 on another WestPac deployment; departed Subic Bay 23 August, arrived San Francisco 12 September; training exercises off Mare Island through December; returned to replenishment operations off Vietnam into 1967. Spec block: 8,300 t (lt.), 512' x 72' x 29', 20 k., cpl. 331, 4 x 3-in., cl. Suribachi.

Authoritative for identity, construction, and service narrative through 1967 - the entry was written while the ship remained in service and covers nothing after ~1967. Transcription mirror used because the canonical NHHC page is unreachable (standing NHHC link-rot note, BATCH-01-REPORT). The mirror reads 'returning to Subic Bay 31 December' (1965) where Wikipedia's transcription of the same entry reads '13 December' - discrepancy logged in gaps. Contains no asbestos, materials, or insulation information - supports no asbestos claim.

Ship-design compilation (shipscribe.com, compiled from Navy registers, BuShips records, and SCB files): all five SCB Project 114 AEs were built by Bethlehem Steel, Sparrows Point, on a design derived from the AF 58 refrigerated-stores hull/machinery - geared steam turbines, 2 boilers (615 psi / 850 deg F), 1 screw, 18,000 hp, 21 kts; 511 ft oa x 72 ft x 28 ft; class data 9,758 t light / 15,688 t full (AE-21); accommodations 20 officers + 324 enlisted (AE-21). HALEAKALA (AE-25): FY 1957 program; ordered 23 Aug 1956; keel 10 Mar 1958; launched 17 Feb 1959; commissioned 3 Nov 1959. Disposition: decomm 10 Dec 1993, strike 10 Dec 1993, disposal 9 Mar 1994, fate code MA/S (title to MA and ship sold by MA). Ship note: 'Ship decomm. at Guam and MA was asked to sell her there outside its usual process. MA on 9 Mar 1994 reported the sale, release to the buyer was authorized on 29 Mar 1994, and the ship was towed out of Guam on 15 Apr 1994.' Class notes naming this hull: (a) half of a prototype M-frame for the FAST underway-replenishment system was mounted just forward of Haleakala's bridge during a regular overhaul December 1961-February 1962 and tested in at-sea transfers March 1962; (b) FAST conversion for Haleakala was SCB 232.63, ordered 21 Jun 1963, Todd Seattle [Puget Sound Bridge and Dredge], start 28 Feb 1964, completed 26 Apr 1965 - the conversion fitted four FAST/STREAM stations and a helicopter platform for vertical replenishment; (c) in 1968 a simplified version of FAST with all below-deck automated handling bypassed (forklift trucks instead) was tested aboard Haleakala, leading to the 1970 adoption of the STREAM system; (d) armament reduced to 2-3"/50 twin mounts in 1969.

    Limitations
Compiled secondary transcription of official Navy register and design records, not the registers themselves; figures used where consistent with NVR/DANFS/MARAD. Keel date here (10 Mar 1958) conflicts with the Naval Vessel Register (3 Feb 1958) - the official NVR value is carried in the record and the discrepancy logged in gaps. Disposal mechanics (Guam sale outside the usual process) conflict with NavSource's 'title transfer to MARAD 24 Mar 1994 for lay up in NDRF' - the ship does not appear to have entered an NDRF lay-up berth at all; flagged in gaps. Contains no asbestos information; the documented overhaul, conversion, and test events describe work and equipment function, not materials content.

The filed order at Dkt. 303 (filed 6/21/2022, Judge Yvonne Gonzalez Rogers) states verbatim: 'Plaintiff Shelton alleges that he was exposed to asbestos while he worked on as a Machinist's Mate while stationed abroad [sic] the USS Constellation, USS Repose, and USS Haleakala in the 1960s to the early 1970s which caused him to develop mesothelioma'; that Shelton 'regularly and routinely performed maintenance and repairs to various equipment in the machinery spaces to which he was assigned' and 'was tasked with disturbing, sanding, scraping, cutting and abrading asbestos-containing components of the equipment'; and per his September 30, 2021 deposition, he worked on repairs that exposed him to asbestos in the engine room once the ships were docked at port while the ships moved 'up and down the Vietnamese coast.' The order GRANTS the joint defense motion for application of federal maritime law (Grubart location and connection tests satisfied), resulting in dismissal of the punitive-damages prayer and the loss-of-consortium cause of action.

    Limitations
PLEADING-STAGE allegation plus a pretrial law-application ruling - classified down per batch discipline. The order decides only whether maritime or state law governs and dismisses the punitive-damages and consortium claims; it makes NO finding that asbestos was present aboard this hull or that any exposure occurred. The exposure claims are complaint allegations anchored to a deposition excerpt. Case outcome beyond this 2022 order was not surveyed (CourtListener throttled; PACER/RECAP not checked). Tried and appealed asbestos case with this hull in the factual record: Hake v. Allied Fluid Products Corp. et al., Cal. App. 1st Dist. Div. 4, No. A150366 (filed 2018-09-10; Alameda County Super. Ct. No. HG15794044) - UNPUBLISHED under Cal. R. Ct. 8.1115. The opinion's factual record: Gerald Hake joined the Navy in 1962; 'In the Navy, he served on the USS Haleakala in Japan, then the USS Oriskany which was initially dry docked and then sent out to sea. On the Haleakala, he was a gunner's mate technician apprentice. On the Oriskany, he was nuclear weapons specialist.' Diagnosed with mesothelioma October 2015. Trial proceeded against Honeywell (successor to Bendix brakes) on Kansas brake-exposure claims (1953-1962). The opinion recites trial testimony: 'The amosite Hake was exposed to in the Navy, even in small doses, also causes mesothelioma. Hake was on board a Navy ship while it was being overhauled. While below decks, all crew members were breathing asbestos. Hake spent time at the Bremerton Naval Shipyard in Washington which was contaminated with asbestos.' Defense industrial hygienist Philip Templin testified Hake's predominant exposure was the Kansas service station and that 'his exposure while conducting brake or clutch work was 100 to 10,000 times higher than his exposure onboard ship.' The trial court granted Honeywell's nonsuit motion under Kansas causation law; the Court of Appeal affirmed (waived choice-of-law argument; nonsuit correct; judgment affirmed).

    Limitations
Trial record through affirmed appeal, but the ship is a named service location, not the subject of any finding - classified per stage discipline as a service-history recitation inside an appellate factual background. The merits outcome is a DEFENSE nonsuit on civilian brake causation; no court found asbestos conditions aboard Haleakala or that shipboard exposure caused Hake's disease. The 'breathing asbestos during overhaul' testimony is not tied specifically to Haleakala vs. Oriskany in the opinion text. UNPUBLISHED - not citable as precedent under Cal. R. Ct. 8.1115; carried as the litigation record itself (same treatment as the uncitable Woodard opinion flagged in BATCH-01-REPORT). As completed (1959), Haleakala's propulsion was a geared-steam-turbine plant with two boilers (615 psi / 850 deg F) and a single screw, with associated steam piping - machinery of a type and era for which the U.S. Navy specified asbestos-containing thermal insulation, gaskets, and packing. Peer-reviewed scholarship documents that the Navy required and used asbestos-containing materials aboard ships throughout the period spanning this hull's design (SCB Project 114, 1952-53), construction (1958-59), and entire service life (1959-1993) - the analysis blocks covering 1930-1959 and 1960-1970 - and that naval ships carried amosite and chrysotile insulating materials extensively from the late nineteenth century well into the 1950s and beyond. The hull additionally underwent documented disturbance events of the kind that disturb installed materials: the Dec 1961-Feb 1962 regular overhaul (prototype M-frame installation), the 1964-65 SCB 232 FAST conversion at Todd Seattle, the 27 Aug 1969 boiler casualty with ~two months of machinery repair at Subic, and documented yard periods (Hunters Point, San Francisco, June 1965 antenna-work photos; a San Francisco shipyard/drydock photo dated September 1978).

Era/program-level scholarship combined with this hull's documented steam plant - establishes that asbestos-containing insulation was Navy-standard practice in Haleakala's design, construction, and service era, NOT that a survey or record confirms asbestos aboard this specific hull. No hull-specific insulation specification, survey, or removal record was located; the listed yard and casualty events are documented work on the hull whose asbestos scope is inference, not record. The 2021-22 Shelton complaint alleges machinery-space asbestos disturbance aboard this hull but is unadjudicated (ev-06). Absence of a located public record does not prove absence of asbestos aboard - a 1959 steam auxiliary in continuous service to 1993 is era-consistent with asbestos-containing insulation. The disposal path is itself part of the gap: the ship was sold at Guam outside MARAD's usual NDRF process and scrapped in 1994, so the reserve-fleet-era survey documentation that exists for later-scrapped sisters was never generated here - whether scrapping-side hazmat documentation was produced at the Guam sale is unknown. The litigation check is partial: CourtListener could not be queried directly (throttled); the two located cases came from secondary indexes and document reproductions, and residual CourtListener/PACER surface remains unqueried. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

    Finding
Archival leads (not retrieved - research-room or reproduction order required; no spend authorized): NARA RG 24 (Records of the Bureau of Naval Personnel) holds the hull's deck logs - the Aug-Oct 1969 casualty logs demonstrably exist (cited verbatim by date in the Wikipedia reference chain) and the full 1959-1993 log coverage is unsurveyed; RG 19 (Bureau of Ships) holds SCB Project 114 contract design records and SCB Project 232 FAST-conversion files (the shipscribe page cites NARA RG 19 Entry P 62 Boxes 6-7 and 94) potentially including insulation schedules; NHHC Command Operation Reports collection contains no Haleakala file in the vietnam/ folder (Wayback CDX listing checked 2026-09-20) and the SECNAV FOIA reading room request-filters automated fetches, so whether a USS HALEAKALA command-history folder exists there is unverified; MARAD ShipHistory Detail 2060's 76-photo Navy set (interior spaces included) is the largest located ship-specific imagery collection; a 1992-93 WestPac cruise book scan exists at navysite.de. These are the plausible repositories for any surviving hull-specific material or insulation specification.

    Limitations
Record-group and collection mapping only - no box-level retrieval performed; existence of asbestos-specific documents for this hull is unknown until surveyed in person. The MARAD photo set is imagery, not a materials schedule. Nothing in this row is an asbestos finding.
