DANFS record for this hull: named for Lt. Elijah Hall (born Raynham, Mass., 8 December 1742; Lieutenant, Continental Navy, 14 June 1777, frigate Ranger under John Paul Jones; captured at Charleston 12 May 1780; died Portsmouth, N.H., 22 June 1830). Laid down by Boston Navy Yard 16 April 1942; launched 18 July 1942, sponsored by Mrs. Elizabeth Williams Greenleaf, great-granddaughter of Lt. Hall; commissioned 6 July 1943, Comdr. J. F. Delaney in command. East Coast shakedown; Norfolk from 28 September 1943; 5 November 1943 departed with Halligan and Macomb to escort battleship Iowa carrying President Roosevelt to the Tehran Conference (relieved near Gibraltar 17 November; escort/antisubmarine duty off western Africa to 6 December; rejoined Iowa for the return voyage). Pacific from January 1944: Taroa bombardment 30 January; Burnet/Engebi/Parry Island landings February; took two 6-inch shells close aboard off Wotje 4 April 1944 (one sailor killed); Marianas oiler-escort duty; Seeadler Harbor August 1944; Leyte Gulf 7 December; Mindoro Attack Group, Mangarin Bay landings 15 December; Oldendorf support force for Lingayen Gulf, January 1945 kamikaze campaign (Ommaney Bay lost 4 January); Iwo Jima UDT/minesweeper cover from 16 February; Okinawa with TF 54 from 25 March (torpedo boats driven off 30 March; two aircraft downed 6 April); rescued 48 Twiggs survivors after that destroyer's mine strike 16 June. Detached 23 June 1945; in overhaul status at San Pedro, Calif., at the Japanese surrender. Decommissioned 10 December 1946 at San Diego; Pacific Reserve Fleet at Long Beach. Taken out of reserve 2 December 1959; after a training period, loaned to Greece under the Military Assistance Program 9 February 1960, serving as Lonchi (D-56). Eight battle stars for World War II service.

    Limitations
DANFS documents namesake, construction milestones, service history, and transfer - not materials or asbestos content. The verbatim transcription contains uncorrected typographical errors ('toy Boston Navy Yard', 'Halllgan', 'gums', 'LonoM' - all reproduced as-is from the source). The transcription ends 'where she now serves as Lonchi (D-56)' - it predates the 1975 U.S. striking and 1990 Greek decommissioning; a second verbatim transcription (globalsecurity.org) carries an editor's addendum covering striking (1 September 1975), Greek striking (10 October 1990), and 'reported laid up in Souda Bay, Crete as of January 1998'. Mirror transcriptions cited because the live NHHC page returns 404 on all URL forms tried and hazegray/ibiblio are unreachable or lack the page.

NavSource data block for this hull: class Fletcher as built; displacement 2,924 tons full; 376'5" oa x 39'7" x 13'9" max; machinery '60,000 SHP; General Electric Geared Turbines, 2 screws' - hull-level confirmation that this Boston Navy Yard-built Fletcher carried the class-typical GE geared turbine fit; speed 38 knots; range 6,500 NM at 15 knots; crew 273; call sign NAPY. Operational data: laid down by Boston Navy Yard 16 April 1942; launched 18 July 1942; commissioned 6 July 1943; decommissioned 10 December 1946; stricken 1 September 1975; 'To Greece February 9 1960, renamed Lonchi. Stricken October 10 1990.' Fate: 'scrapped in 1997 at Aliaga, Turkey.' Photo captions document the hull in mothballs at Long Beach (alongside USS Charles J. Badger, Stemble, Wiley, Hudson), Greek service as HNS Lonchi (Aegean; Valletta, Malta c.1968), all six Greek Fletcher-class destroyers at Salamis Naval Base 31 August 1979, and 'HNS Lonchi, D-56, ex-USS Hall, DD 583, moored at Souda naval Base, 1995, waiting to be towed for scrapping.' Finding
Era/yard inference: a Fletcher-class destroyer built 1942-43 at Boston Navy Yard with a four-boiler, 60,000-shp steam plant (NavSource records General Electric geared turbines for this hull; the class profile and navypedia carry 4 Babcock & Wilcox boilers as the class fit) would have carried period-standard asbestos insulation, lagging, gaskets, packing, fireproofing, and deck coverings; builder Boston Naval Shipyard (Charlestown) is documented at yard level in the Atlas dataset - including a litigation product-identification record for John Crane gaskets and sealing materials at the yard (In re John Crane, Inc., Tex. App. 1st Dist. 2003). The identical machinery plant across the 175-ship class makes the insulation regime strongly class-determined, but no hull-specific material schedule was located.

    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. The Boston yard record is an allegation-level appellate product identification, weaker than a survey, and is not dated to this hull's construction window. No class-level insulation specification or BuShips material schedule was located for the Fletcher class (class-c profile negative finding). Does not quantify material or establish any individual's exposure.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - placing this hull's construction (1942-43), entire U.S. commissioned service (1943-46), and reserve-fleet custody (1946-59) entirely inside the documented asbestos-use era. Hellenic Navy service (1960-90) and Turkish dismantling (1997) are outside the U.S. program's coverage; material state under Greek and breakers' custody is undocumented.

    Finding
End-phase context: this hull was dismantled at Aliağa, Turkey, in 1997 (NavSource; a 1995 NavSource photo caption shows her at Souda Bay, Crete, 'waiting to be towed for scrapping'). The NGO Shipbreaking Platform's sector reports document that Aliağa's shipbreaking yards have raised persistent concerns for 'worker exposure to asbestos and other toxics' and that hazardous-waste regulation and EU-aligned inventory requirements postdate the 1997 dismantling - the yard sector is documented for asbestos exposure risk, but no inventory of hazardous materials, abatement manifest, or hull-specific hazmat record exists for ex-Lonchi/ex-Hall.

Context only - sector-level documentation of the dismantling location, not a hull-specific finding. No IHM, hazmat manifest, or asbestos survey exists for this vessel's 1997 scrapping; the reports postdate the event by 12+ years and describe the sector, not this ship. CourtListener indexes federal and many state opinions and RECAP dockets but is not exhaustive - state trial-court filings, MDL-875 complaint vessel lists not indexed in searchable text, and pre-digital-era dockets may be missed. 'Hall' is a high-collision name (a common surname, and other Navy hulls share it: USS Earle B. Hall APD-107, USS Halligan DD-584); the completed qualified queries are clean zeros, but the unrun bare-name sweeps leave residual docket-text risk - carried in gaps. Greek-language litigation naming Lonchi is outside CourtListener's corpus entirely. A zero result means no indexed litigation naming the hull was located, not that none exists.

Independent web searches (English and Greek) returned only marketing/class-pattern pages (asbestos-ships.com and shepardlawfirm.com dedicated DD-583 pages; simmonsfirm.com and mesolawcenter.com destroyer lists) - all excluded per sourcing rules.
