DANFS record for this hull: spec block (DD-584: dp. 2,050; l. 376'6"; b. 39'8"; dr. 13'; s. 35 k.; cpl. 273; a. 5 5", 10 40mm., 7 20mm., 10 21" tt., 6 dcp., 2 dct.; cl. Fletcher). Named for Rear Admiral John Halligan (1876-1934; Bureau of Engineering chief, Saratoga CO, Commandant 13th Naval District). Laid down 9 November 1942 by Boston Navy Yard, Boston, Mass.; launched 19 March 1943, sponsored by Mrs. John Halligan, widow of the Admiral; commissioned 19 August 1943, Comdr. C. E. Cortner in command. Shakedown off Bermuda; mid-November 1943 joined Iowa carrying President Roosevelt to the Teheran Conference - escort screen to Casablanca, anti-submarine operations off North Africa, rejoined Iowa 11 December, arrived Charleston S.C. 17 December. Pacific assignment: departed Charleston 21 December, San Diego 4 January 1944, Pearl Harbor 11 January; TF 52 for the Marshalls - screened/patrolled Kwajalein operations 31 January-25 February; screened escort carriers Natoma Bay and Manila Bay for the Saipan operation (planes launched 22 June; dive-bomber attack next day). Departed Pearl Harbor 15 September for Eniwetok and Manus (Seeadler Harbor 3 October); joined the Philippines invasion force; entered Leyte Gulf 20 October, guarded transports through near-continuous air attack; splashed at least two attackers 25 October, then screened the battered 'Taffy 3' escort carriers withdrawing off Samar, joining 26 October and steaming to Manus (arrived 1 November); supported rescue operations after the Mount Hood explosion 10 November; screened escort carriers Leyte-Admiralties through year's end. January 1945 Lingayen Gulf support under Admiral Oldendorf: departed Palaus 1 January, transited Surigao Strait 3 January, Sulu Sea under kamikaze attacks (Ommaney Bay lost 4 January); splashed one kamikaze 5 January, sent rescue/repair parties to damaged Stafford; screened escort carriers during the Lingayen landings 9 January; off Luzon to 17 January; Ulithi 25 January. Iwo Jima: departed Ulithi 10 February as fire-support/shore-bombardment ship; lifeguard north of Iwo Jima 17 February (took a twin-engined bomber under fire, its bomb missed); closed to within 2,700 yards of shore on D-day 19 February, destroyed a shore battery; screen and plane guard thereafter. Okinawa: departed Ulithi mid-March with the fleet for the invasion; arrived off southwestern Okinawa 25 March, patrolled between Okinawa and Kerama Retto covering minesweepers in heavily mined waters. 26 March about 1835: struck a moored mine head-on; forward magazines exploded; forward section including the bridge blown off back to the forward stack. PC-1128 and LSM-194 aided survivors; Ensign R. L. Gardner, senior surviving uninjured officer, organized rescue and ordered abandon ship. Lost one-half her crew of 300; only 2 of 21 officers survived. Hulk drifted aground on Tokashiki Island the next day, battered by surf and enemy shore batteries. Struck from the Navy List 28 April 1945; hulk donated to the government of the Ryukyu Islands in 1957. Six battle stars for World War II service.

Boston Navy Yard construction trades 1942-43; ship's company (design complement 273; ~300 aboard at loss); PC-1128 and LSM-194 rescue crews
    Limitations
DANFS documents identity, construction, service history, loss, striking, and awards; it contains no asbestos, insulation, or materials information and supports no asbestos claim. Mirror transcription cited because the live NHHC page returns HTTP 404 (standing link-rot per Batch-01). Spec block draft figure 'dr. 13'' reads low for the class (17'9" in other compilations); complement 273 is the design figure while the narrative reads 'her crew of 300' at loss - conflicts carried in gaps.

Official DPAA loss narrative for this hull: 'On March 26, 1945, the USS Halligan (DD-584) provided fire support to troops on Okinawa, Japan, and covered minesweepers off the island's southwest coast. In the late afternoon, the destroyer detonated a mine that ignited the destroyer's forward magazines and caused a secondary explosion, which blew off the forward section of the ship, including its bridge. The Halligan remained afloat but was critically damaged and adrift. Two nearby U.S. Navy vessels rescued the Halligan's surviving crew members before the ship grounded on a reef off Tokashiki island. Approximately half of the Halligan's crew were killed in the incident with many of their remains not recovered.' Confirms loss mechanics, grounding, and ~50% casualty fraction from a DoD source; unrecovered Halligan dead are memorialized on the Courts of the Missing, National Memorial Cemetery of the Pacific.

Era/yard inference: this hull is a WWII Fletcher-class destroyer built 1942-43 at the Boston Navy Yard carrying the class-standard steam plant (4 Babcock & Wilcox boilers, 2 geared steam-turbine sets, 60,000 shp, 2 shafts per the class profile's BuShips Ships' Data 1945 and navypedia verification). Steam destroyers of this configuration and era carried period-standard asbestos boiler and steam-line insulation, turbine lagging, valve/flange gaskets, machinery packing, fireproofing, and deck coverings. The builder yard is documented at yard level in the Atlas shipyards dataset (boston-naval-shipyard, evidence tier 3): a Texas appellate record identifies alleged worker exposure to John Crane gaskets and sealing materials at Boston Naval Shipyard (In re John Crane, Inc., No. 01-03-00698-CV, Tex. App. 1st Dist. 2003) - yard-level evidence, not a hull finding.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - placing this hull's construction (1942-43) and its entire commissioned service (August 1943-March 1945) inside the documented asbestos-use era. The hull was lost before the substitution era began, so any period-installed asbestos-containing material remained aboard at loss.

Partial CourtListener sweep for this hull: "USS Halligan" in the opinion index returned 0 hits - no published opinion names the vessel. The hull-number opinion query ("DD-584" type=o), the exact-name docket sweep ("USS Halligan" type=r), and the "Halligan"+asbestos opinion query remained pacing-blocked at commit - the shared fleet token bucket (~114 requests/hr across all sessions) was saturated through ~40 minutes of spaced retries. Partial sweep: the exact-name opinion query - the highest-yield index - completed at zero hits, but unindexed pleadings, state-court filings, settled claims, and docket-text mentions cannot be ruled out until the blocked queries run. 'Halligan' is a moderately common surname, so any future free-text run carries name-collision risk; a sunk-1945 hull also has a narrow plausible exposure window (1943-45 service plus 1942-43 Boston Navy Yard construction). Logged honestly per fleet pacing rules rather than retried into a ban.

No qualifying ship-specific asbestos record located for DD-584: no hull ACM survey, no abatement record, no materials inventory, and no asbestos case naming this hull in the completed CourtListener indexes. The configuration of the loss record limits what could exist: the hull was a total loss on 26 March 1945 - there was no postwar disposal, mothballing, overhaul, museum, or domestic scrapping phase under which asbestos documentation would typically be generated; the hulk passed to the Ryukyu Islands government in the late 1950s and any scrapping occurred outside U.S. documentation channels.

Absence of a located public record does not prove absence of asbestos aboard - a 1942-43 Navy-yard-built steam destroyer is era-consistent with asbestos-containing insulation, lagging, gaskets, packing, and fireproofing (ev-05, ev-06), and whatever material remained went down or to scrap undocumented. This row records that no ship-specific documentation was located; it does not establish presence or absence, exposure, or legal eligibility.

Source discrepancies logged, not silently reconciled: (a) Casualty count - DANFS narrative reads 'one-half her crew of 300' with 'only 2 of her 21 officers' surviving (~150 dead, 19 officers lost); destroyers.org reads 165 lost of 325 including 20 of 22 officers; NavSource and NavalCoverMuseum read 162 lost; DPAA reads 'approximately half' - official sources support ~half of ~300, secondary counts 162-165; both carried in gaps. (b) Complement - DANFS spec block cpl. 273 vs. narrative 'crew of 300' vs. secondary 325-329 (HyperWar ships page 329) - wartime augmentation documented but exact sailing complement unverified. (c) Hulk donation year - DANFS 1957 vs. NavSource/NavalCoverMuseum 1958 'for scrap' - 1957 carried per DANFS, conflict logged. (d) Rescue vessels - DANFS reads PC-1128 and LSM-194; secondary compilations read LSM(R)-194 and add PC-584; DANFS carried, variants logged. (e) Draft - DANFS spec block 'dr. 13'' vs. class-standard ~17'9" in other compilations - probable DANFS spec-block truncation, logged. (f) Loss position - CNO official 26 10 N, 127 30 E; destroyers.org adds 'about three miles southeast of Maye Shima in <50 fathoms' - consistent, detail not in official sources read.
