    Finding
This hull was originally authorized as PG-184, reclassified PF-76 on 15 April 1943, laid down under a Maritime Commission contract at Welsh-Kaiser Co., Inc., Providence, Rhode Island, launched 27 August 1943, assigned to the Royal Navy as Halstead, and commissioned as HMS Barbados (K-504) on 18 December 1943. It returned to U.S. custody on 15 April 1946 and was sold for scrap on 30 October 1947 to Sun Shipbuilding and Drydock Co., Chester, Pennsylvania. The page identifies the Tacoma class and gives three boilers, two 5,500-ihp turbines, two shafts, and complement 190.

Construction trades 1943; Royal Navy crew 1943-1946; disposal workers 1947
    Limitations
Ship-specific history and propulsion only; the page does not identify asbestos, an ACM survey, abatement, quantities, remaining material, crew exposure, or legal eligibility. NavSource gives Welsh-Kaiser while the official DANFS search result retrieved during research gives Walsh-Kaiser; the builder spelling conflict is retained in gaps.

GAO HRD-80-2 PDF, discussion of 1973 asbestos-free specifications and existing shipboard thermal insulation
    Finding type
    gov_survey
    Finding
GAO reported that the Navy had used thermal asbestos insulation aboard ships, that asbestos-free thermal-insulation specifications were adopted in 1973, and that asbestos materials already purchased could remain installed in ships under construction. Halstead was built and entered service decades before the 1973 specification change.

    Population
Navy shipboard workers and ships covered by the GAO review
    Limitations
Navy-wide program evidence, not a survey or material record for PF-76. It does not prove that asbestos was installed aboard Halstead, identify locations or products on this hull, quantify material, establish exposure, or address legal eligibility.

    Locator
    USS Tacoma (PF-3) characteristics block
    Finding type
    historical_record
    Finding
The official Coast Guard historical page for Tacoma (PF-3), a Tacoma-class sister hull, describes the class as having three boilers, two-shaft vertical triple-expansion steam propulsion, and a 190-person complement. These class characteristics contextualize Halstead's NavSource specifications but are not a finding about Halstead's materials.

    Population
    Tacoma-class patrol frigates
    Limitations
Sister-hull and class context only. The page does not name Halstead and does not establish asbestos aboard PF-76, any specific insulation product, quantity, condition, or exposure.

  5. [5]CourtListener authenticated helper sweep: exact-name opinion and docket queries plus hull-number opinion and docket queries [court_record]
    Locator
Search ledger rows sl-uss-halstead-pf76-03 through -06; helper stderr logs retained in worktree but not committed
    Finding type
    litigation_documented
    Finding
No qualifying ship-specific asbestos litigation record was established in this session. All four required base queries were sent through the authenticated helper, but the fleet-wide pacing limiter stood down before any result page was returned; no asbestos-qualified variants were run because the base queries did not return an overflow page.

    CourtListener sweep on 2026-10-04
    Population
Potential plaintiffs or witnesses associated with PF-76
    Limitations
This is an access-limited negative finding, not proof that no litigation exists. The exact-name opinion/docket and PF-76 opinion/docket attempts produced no result payload because the helper reported the fleet-wide pacing budget was momentarily spent. No plaintiff allegation, exposure site, product identity, disposition, or merits finding is inferred.

  6. [6]Research gap review: no public ship-specific asbestos survey, abatement contract, hazmat disclosure, material inventory, or official litigation record located in sources searched [other_primary]
    Locator
Search ledger rows sl-uss-halstead-pf76-01 through -08
    Finding type
    asbestos_application
    Finding
No ship-specific asbestos documentation was located. The record therefore remains class_or_era rather than ship_specific; no asbestos product is documented aboard this hull.
    Verification
    partial
    Role
    negative_finding
    Documentation level
    ship_specific
    Accessed
    2026-10-04
    Study period
    Research through 2026-10-04
    Limitations
Absence of a located public record does not establish absence of asbestos aboard. Firecrawl searches were not completed because the required Firecrawl MCP reported a multi-hour keyless quota exhaustion; the official DANFS page URL returned 404 to direct retrieval, although its indexed result supplied a historical lead. NARA ship files, Navy work packages, and any disposal records remain open archival leads.
