Documented for this hull (DANFS): laid down 19 November 1981 at Groton, Conn., by Electric Boat Division of General Dynamics Corp., as Rhode Island (SSBN-730); renamed Henry M. Jackson 9 September 1983 following the death of Senator Henry M. Jackson (the name Rhode Island being assigned to SSBN-740); launched 15 October 1983, sponsored by Ms. Anna M. Laurence, the late Senator's daughter; commissioned at New London, Conn., 6 October 1984, Capt. Ralph L. Tindal (Blue Crew) and Capt. Michael A. Farmer (Gold Crew) in command. Spec block: 560' length, 42' beam, 38' draft, 20+ knots, complement 153, 24 Trident I C4 missiles and four torpedo tubes (Mk 48), Ohio class. On 18 February 2007 nearly 200 gallons of seawater entered the bridge trunk in heavy Pacific seas - no casualties, boat continued operations. On 3 December 2007 the boat launched an unarmed Trident II D5 test missile submerged in the Pacific (120th Trident test launch since 1989). Operates with the Pacific Fleet out of Naval Submarine Base Bangor, Wash.

Official COMSUBPAC page for this hull: fifth submarine of the Ohio class and the only Ohio-class submarine not named after a state (named for Sen. Henry M. Jackson, 1912-1983); contract awarded to Electric Boat Division, Groton, 6 June 1977; keel laid 19 January 1981 (conflicts with DANFS/NVR 19 November 1981 - see correction row ev-08); originally intended as USS Rhode Island, renamed following the Senator's death 1 September 1983; launched 15 October 1983; commissioned 6 October 1984. Originally equipped with Trident C4, later converted to Trident II D5. On 15 May 2012 became the first Ohio-class SSBN to complete 80 Trident strategic deterrent patrols. Class characteristics: 16,764 t surfaced / 18,750 t submerged, 560 ft x 42 ft x 38 ft, S8G PWR, two geared turbines, one shaft at 60,000 shp, complement 15 officers + 140 enlisted.

    Finding
Ship-specific federal record: Attachment 1 to the Navy's 5 January 1979 response to GAO (enclosed in GAO HRD-80-2) lists U.S. Navy ships delivered since 1973 or under construction, with thermal-insulation status. The TRIDENT SSBN block lists hulls 726 OHIO, 727 MICHIGAN, 728, 729, and 730 (all then unchristened under construction, incl. this hull, start 2/78, projected delivery 11/83) annotated 'Asbestos-free thermal insulation.' The same document's Note 1 states that, in addition to exceptions noted for specific ships, 'asbestos is also used in shipboard applications for which no suitable (asbestos-free) substitutes have as yet been designated, i.e., gaskets and pipe hanger liners'; the letter text adds that all ships in service contain some asbestos (clutches, electric cables, deck tile, galley-range insulation, piping gaskets/packing, resistors) and that it is 'nearly impossible to build a Navy ship free of the mineral.'

construction/shipyard trades at Electric Boat; crew (projected complement)
    Limitations
Navy-reported materials designation made January 1979, while this hull was in early construction (keel 1981, delivery 1984) - it describes the insulation specification/status for the hull number, not a post-delivery survey. 'Asbestos-free' covers thermal insulation only; per the same document's Note 1, asbestos remained aboard in gaskets, pipe hanger liners, and other applications lacking substitutes. Does not establish that no asbestos-containing material was installed, nor any exposure.

    Finding
NIOSH Health Hazard Evaluation at Electric Boat Division, Groton (field visits July 1979-March 1981 - overlapping this hull's construction window): 'Historical reports of overexposure to asbestos were common among workers with eight or more years work experience at Electric Boat,' occurring 'primarily in the course of submarine overhaul and/or retrofit' performed at the Groton shipyard and a naval base in Spain; 'since the introduction of alternative forms of insulation for the reactor vessel and its complex of piping, asbestos use in the shipyard and on the submarines is slowly being phased out.' The report identifies the Trident class as one of the two submarine types manufactured at Electric Boat.

    Limitations
Yard/era documentation, not hull-specific: no hull number, boat, or materials schedule is identified. The asbestos passage describes historical overexposure reports concentrated in overhaul/retrofit work and documents that asbestos use in the yard and on submarines was being phased out - it neither establishes nor excludes ACM aboard SSBN-730. Fieldwork (1979-81) precedes most of this hull's construction (keel 1981, delivery 1984).

    Finding
Puget Sound Naval Shipyard Complex (Bremerton, WA) is a federal Superfund site: proposed to the National Priorities List 10 May 1993, finalized 31 May 1994; EPA/Washington Ecology documentation lists asbestos among site contaminants of concern, and ATSDR issued a public health assessment for the Bremerton Naval Complex in 2005. This hull's 2004-2007 ERO window (ev-05) was at PSNSY or NNSY per the DoD IG assignment rule; as a Bangor-based Pacific Fleet boat the PSNSY venue is inferred.
