    Finding
The second Holly (YN-14) was launched by Marietta Manufacturing Co., Point Pleasant, W.Va., 17 April 1941; after the trip down the Ohio and Mississippi Rivers she was placed in service at Algiers, La., 11 October 1941 (transcription reads 'Ens. R. G. Coburn, Jr.'). She serviced harbor nets at Key West, Newport, and Boston, commissioning at Boston 15 December 1942 (Lt. J. M. C. Tighe). She sailed 24 December 1942 for New York and Jamaica harbor nets, reached the Canal Zone 19 January 1943, departed in convoy for Bora Bora 19 February, then worked net facilities at Pago Pago, Suva, Noumea, and Espiritu Santo; reclassified AN-19 on 20 January 1944. With LST Flotilla 5 for the Marianas invasion she reached Kwajalein 6 June 1944, sailed 9 June, assisted in downing enemy planes during the 17 June air attacks, and towed the damaged LCI-468; proceeded to Eniwetok 25 June. After South Pacific net duty she returned to San Pedro, helped dismantle net defenses at Pearl Harbor September-October 1945, arrived Bremerton 28 October 1945, decommissioned at Astoria 7 June 1946, lay in the Pacific Reserve Fleet, was stricken 1 September 1962, and transferred to the NDRF at Olympia, Wash., under Maritime Administration custody. One battle star for WWII service. Statistics line: dp. 560; l. 163'2"; b. 30'6"; dr. 11'8"; s. 12 k.; cpl. 48; a. 1 3"; cl. Aloe.

GAO documented that thermal insulation was the Navy's major use of asbestos aboard ships, that 'all ships contain some asbestos in such components as clutches and electric cables,' and that the Navy did not begin substituting alternative insulation materials until the early 1970s - placing this 1940-41 naval auxiliary entirely inside the documented asbestos-use era. Fieldwork for the report covered the Long Beach and Norfolk Naval Shipyards.

The Navy's thermal pipe-insulation military specification was amended in January 1973 to require insulation 'composed of asbestos-free and silica-free heat-resisting compounds' - evidencing that the incumbent Navy specification for thermal pipe insulation had permitted asbestos-bearing product (85% magnesia pipe covering of the era is documented as roughly 15% asbestos fiber for strength and bond).

Complementary leads: WWII deck logs (RG 24, NARA II College Park) covering her Canal Zone and South Pacific operations; MARAD Olympia reserve-fleet records (the status card references a Navy letter of 20 April 1961 and MARAD reply of 27 April 1961 concerning preservation); the Marietta Manufacturing Company Records (1899-2006) at East Carolina University (engineering drawings, blueprints, contracts, production files).

Church, Bellevue WA, $16,000; delivered 26 Aug 1971). (c) MARAD database field errors - 'Specific Type: LST Tank Landing Ship' and 'Ship Length 63.00 feet' contradict the status card's 'Net Laying' and LOA 163'2"; the card controls. (d) Complement - DANFS 'cpl. 48,' NavSource 4+44, MARAD card 'off.4 Enl.44,' class data sheet 46 (1944), Wikipedia 40; reported as range. (e) 'Homeport: Tiburon, California' appears only in Wikipedia - Tiburon was the Naval Net Depot on San Francisco Bay, but no authoritative source ties this hull to it; not carried.
