Evarts. Launched 24 September 1943 by Boston Navy Yard; accepted and transferred to Great Britain 3 December 1943 under Lend-Lease; Evarts-class destroyer escorts formed the Captain class in the Royal Navy and played a vital part in Allied antisubmarine operations in the Battle of the Atlantic; returned to U.S. custody at Harwich, England, and commissioned 22 August 1945, Lt. C. G. Helm, Jr., in command; sailed 29 August, arrived Philadelphia Navy Yard 9 September 1945; decommissioned 23 October; scrapped 7 May 1946.

    Limitations
DANFS documents service history and specifications, not materials or asbestos content. DANFS does not record the laid-down date, the brief 'Mitchell' naming, or the stricken date - those come from registry compilations (ev-02). Wayback capture cited because live NHHC pages for this entry return 404.

    Limitations
NavSource is a secondary compilation transcribing official registry data, not a primary source - the stricken date (16 Nov 1945), contract-award date, and the Mitchell/Hoste naming sequence rest on it alone and are carried as partially verified. A competing secondary source (Wikipedia) reads the UK allocation as 9 October 1943 and the disposal as sold June 1946/scrapped 7 May 1947 - DANFS and NavSource agree on 7 May 1946 scrapping at Philadelphia and are carried; the variances are logged in gaps.

    Limitations
Secondary research compilation (uboat.net) citing primary ADM documents not independently pulled - the events are plausible and consistently sourced but are carried as archival leads, not verified history. The Discovery interface at TNA was not retrievable by automated fetch (JS-rendered); ADM 53-series log volumes for HMS Hoste are the unretrieved primary record.

    Finding type

    Finding
Contemporaneous (wartime) industrial-hygiene record: a 1944-45 survey of pipe-covering operations at two Government navy yards and two Navy contract yards states 'An important ingredient of pipe covering material used on U.S. Navy vessels is amosite' - amosite asbestos felt and pipe covering were standard thermal-insulation materials in WWII naval vessel construction. On this Evarts-class (GMT) hull the diesel-electric plant eliminates the largest steam-ship categories (boiler casing, main steam-line lagging); era-standard asbestos applications plausibly present aboard a 1943-built hull of this type are exhaust/muffler insulation, gaskets and packing, electrical insulation, brake linings, and deck coverings - inference, not a hull-specific finding.

    Population
WWII pipe coverers and construction trades at Navy yards (anonymized A-D); class context only
    Limitations
Class/era evidence only - the study surveyed anonymized yards (A-D) and does not name this hull, this class, or Boston Navy Yard; it establishes Navy-wide material practice, not installation aboard DE-521. Does not quantify material, does not establish any individual's exposure, and the study's 'not a dangerous occupation' conclusion was later discredited (see 2026 Sage critique).

    Finding type
    vessel_history
    Finding
Identity correction (queue record 2026-09-27): the placeholder 'USS DE-521' never existed as a standalone vessel name. Hull DE-521 was built for the U.S. account at Boston Navy Yard but was allocated to the Royal Navy before completion (named Mitchell 19 Oct 1943, renamed Hoste 5 Nov 1943), served its entire wartime career as HMS Hoste (K-566) under Lend-Lease, and entered U.S. Navy commission only on 22 August 1945 - post-war, at Harwich, solely for the return crossing - decommissioning 23 October 1945 at Philadelphia. Total USN commissioned life: ~2 months. 'USS Hoste' and 'HMS Hoste (K-566)' are the same hull.

    Finding
No qualifying asbestos litigation names this vessel. Exact-name queries "USS Hoste" and "HMS Hoste" returned zero opinion hits; hull-number query "DE-521" returned 14 opinions, all string/identifier collisions (docket numbers, citations, and unrelated text) - reviewed: JSC Transmashholding v. Miller, United States v. Venuto, Arce Preston v. Caribbean Home Construction, Buso Perez v. Carrasquillo, Mildred Jerves v. United States (Pearl Harbor commissary slip-and-fall), and nine further non-vessel cases. Bare-name "Hoste" opinion sweep (389 hits) is entirely surname collisions (persons named Hoste/L'Hoste); the asbestos-filtered sweeps (1 opinion, 35 dockets incl. the MDL-875 master docket) are likewise surname or document-text matches with no vessel reference. No case names the ship, the class, or HMS Hoste.

    Limitations
CourtListener indexes only U.S. state/federal opinions and RECAP dockets - a UK-service hull scrapped in 1946 is largely outside the profile of vessels appearing in U.S. asbestos litigation, and absence of a located opinion does not prove no claim was ever filed. The 525-hit bare-name docket sweep was reviewed at top-rank only (all surname bankruptcy/SSI collisions); a vessel mention deep in the tail cannot be excluded but none surfaced.

    Finding
No qualifying ship-specific asbestos record located for DE-521/HMS Hoste (K-566): no hull ACM survey, no abatement contract, no hazmat disclosure, and no qualifying asbestos case naming the vessel was found in the public sources searched (see search_ledger). The vessel's two-month postwar U.S. commission and disposal at Philadelphia NSY in 1946 left no documented asbestos event.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era-standard materials would be expected on a 1943-built naval hull, and whether any removal occurred during inactivation or scrapping at Philadelphia is undocumented. Does not establish or defeat any claim of exposure or legal eligibility. The RN-period primary record (ADM files at TNA) and the Aug-Oct 1945 USN deck logs (NARA RG 24) were not pulled.
