- Limitations
- DANFS documents service history and specifications, not materials or asbestos content. Two internal errors carried rather than silently fixed: launch year reads '1918' (NavSource launch-day photo captions and the widow-sponsor fact support 1919 - see ev-02/gaps) and 'recommissioning ... as AVP-6' (NavSource reads AVP-19 -> AVD-6 - see ev-02/gaps). Mirror transcription cited because the live NHHC page returns 404.

- Designation and disposal chain for this hull: laid down 18 November 1918, Norfolk Navy Yard; launched 28 June 1919 (launch-day ceremony photographs captioned 28 June 1919, shared with Noa DD-343); commissioned 27 October 1920; decommissioned 17 October 1934; reclassified Seaplane Tender AVP-19 15 November 1939; recommissioned 2 August 1940; reclassified Seaplane Tender, Destroyer AVD-6 2 August 1940; reverted to DD-342 1 December 1943; decommissioned 2 November 1945; stricken 28 November 1945; sold for scrap to Ship Shape, Inc., Philadelphia, PA, 31 October 1946. Machinery line: 26,000 SHP, Parsons design turbines, 2 screws, 35 knots; class line 'CLEMSON As Built'. Captioned photographs on the same page document: collision damage with USS Hopkins (DD-249) at Guantanamo Bay, June 1921; and the 30 June 1943 grounding - 'dragged anchor in heavy winds and ran aground at Alexei Point 30 June 1943, where she remained until being pulled off by fleet tug Ute (AT-76) on 21 July' (NARA 80-G photo).

- NavSource is the register-standard secondary source (not an official record); its dates corroborate DANFS where they overlap. Its AVP-19 entry resolves the DANFS 'AVP-6' anomaly - the AVP numbers ran in a separate sequence (sister USS Clemson: AVP-17, 15 Nov 1939 -> AVD-4), and both NavSource destroyer and amphibious archive pages independently give AVP-19. Does not speak to materials or asbestos.

[3]USS Hulbert (AVD-6) Action Report, Pearl Harbor, T.H., 8 December 1941 - CO J. M. Lane to CinCPac, 'Report of Battle, Japanese Air Attack on Pearl Harbor, December 7, 1941' (HyperWar transcription of official report; NHHC digital-exhibit counterpart page returns 404) [other_primary]

- Finding
- Contemporaneous official action report for this hull: from berth S-3, Submarine Base, Pearl Harbor, the vessel 'brought down one Japanese torpedo bomber by .50 cal. AA fire' at about 0758 on 7 December 1941 and 'shared in bringing down a bomber' at about 0820; 'believed to have been the first ship in the fleet to open fire'; no personnel casualties or material damage aboard; Ensign Eichorn, SC3c Morris (Gun No. 3, downed first plane with second burst), and CM2c Rose commended.

[4]Master hull list rows (hull-list worktree master-hull-list.json: 'USS Hulbert / DD-342 / Hopkins / tier 1' and 'USS Hulbert / AVD-6 / Childs / tier 2') vs NavSource class line 'CLEMSON As Built' and DANFS spec block 'cl. Clemson' [other_primary]

- Finding
- Hull-list correction: the production hull list carries this vessel twice with erroneous class labels - 'Hopkins' on the DD-342 row and 'Childs' on the AVD-6 row. Both rows are the same physical hull: DANFS and NavSource class her as Clemson (DD-342), and the AVD-6 designation is her own 1940-43 seaplane-tender conversion, not a separate Childs-class vessel. This record is the canonical DD-342 entry; the AVD-6 row is consolidated here as an alias, per the batch instruction. Every flush-deck AVD conversion (AVD-1 through AVD-14) was a Wickes- or Clemson-class hull - 'Childs' applies to AVD-1's namesake only as a name, not a class.

- Limitations
- Corrects internal dataset labels, not an external source. The AVD-6 hull-list row's tier-2 status is superseded by this canonical record's tiering. No asbestos significance - class label fix only.

- Finding
- Era/yard inference: a Clemson-class flush-deck destroyer built 1918-20 at Norfolk Navy Yard with a four-boiler Parsons-turbine steam plant (DD-336-347 group fitted Normand boilers) would have carried period-standard asbestos insulation, steam-line lagging, gaskets, packing, and fireproofing. The builder yard is documented at yard level in the Atlas dataset (tier 2: Thermobestos, Marinite, Transite, Kaylo, Unibestos, pipe insulation/lagging, boiler and turbine insulation, gaskets, packing, deck coverings, bulkhead fire barriers); her 1939-40 seaplane-tender conversion at New York Navy Yard (tier 3: Kaylo documented) and both Philadelphia decommissioning periods (tier 3: Johns-Manville pipe insulation, Unibestos, Kaylo, Garlock gaskets/packing documented) place her yard periods inside documented asbestos-use environments. NARA RG19 'General Information Books' per-vessel material specifications are an archival lead for hull-level specs.

- Class/era and builder-yard inference only - no ship-specific asbestos finding exists for this hull (see ev-uss-hulbert-dd342-06). Yard-tier records document products in use at the yards, not installation on this vessel. Conversion/overhaul asbestos scope (1939-40 conversion; 1943 Seattle overhaul) is inference, not documentation. NARA GIB retrieval not performed.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, insulation-removal record, museum hazmat disclosure, or docketed case naming USS Hulbert, DD-342, AVP-19, or AVD-6 was found in the public sources searched (see search_ledger). CourtListener exact-name sweeps returned zero in both opinion and RECAP-docket indexes; the lone 'DD-342' hit is a name collision (Florida real-estate opinion); 'AVD-6' and bare-surname 'Hulbert'+asbestos queries were throttled mid-sweep and carried as blocked. Only banned law-firm marketing pages link the hull name to asbestos - excluded per source rules and noted here only to record their non-evidentiary status. The hull was scrapped in 1946-47, so no museum-era documentation can ever exist.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - era materials are consistent with a 1919-20 steam plant. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility. The litigation null covers only indexed published opinions and RECAP dockets - settled and unindexed matters are invisible to it; the two blocked queries (AVD-6, bare-surname) are lower-yield and noted honestly rather than silently dropped.
