- DANFS establishes the hull's identity and service: Humboldt (AVP-21), Barnegat class, named for the bay on the northern California coast; launched by Boston Navy Yard 1941-03-17 (sponsor Mrs. William T. Tarrant); commissioned 1941-10-07, Comdr. W. G. Tomkinson. Shakedown off the Atlantic coast; sailed Norfolk 1942-05-13 for Rear Admiral Ingram's South Atlantic Force, arriving Recife 1942-08-05 via San Juan and Trinidad to tend VP-83 patrol aircraft; supplied and repaired seaplanes, ferried aviation gasoline to outlying Brazilian air bases, and conducted antisubmarine patrol herself. On 1943-01-28 at Natal she hosted the conference between President Roosevelt (returning from Casablanca) and President Vargas of Brazil; established a new seaplane base at Aratu May 1943. Headed north 1943-07-01, arriving Boston 1943-07-17; sailed 1943-08-23 to carry supplies and parts to Fleet Air Wings in Newfoundland, Iceland, and Britain - often unescorted - into early 1944, with voyages to Casablanca. At Casablanca late May 1944 she went out to aid survivors of the torpedoed escort carrier Block Island and destroyer Barr and escorted Barr to safety; then carried an experienced submarine officer to rendezvous with Guadalcanal's hunter-killer group, which had captured U-505 on 4 June. Supply runs to Azores/North Africa squadrons until departing Norfolk 1945-03-22 for Brazil; Recife 1945-04-05, on station until Germany's surrender; sailed for Norfolk 1945-06-10. Moved to Philadelphia Navy Yard 1945-07-16 for conversion to a Press Ship; reclassified AG-121 1945-07-30 to serve as a broadcast and teletype center for correspondents in the final phase of the war against Japan - the war ended before conversion was completed. Arrived Orange, Texas 1945-11-22; decommissioned 1947-03-19 into the Atlantic Reserve Fleet; loaned to the Coast Guard January 1949, serving at Boston as a weather ship designated WHEC-372 (entry written during USCG service).

- Limitations
- Authoritative naval-history narrative for this hull; contains no asbestos, insulation-material, or hazmat content - supports identity, yard periods, and service timeline only, no asbestos claim. Live NHHC page unreachable (404); verbatim transcription mirror cited per batch-01 link-rot convention. Entry ends during USCG service ('now serves at Boston as a weather ship, designated WHEC-372'), so it predates the 1969 return and 1970 disposal.

- Finding
- Shipscribe's compiled official data for class BARNEGAT (AVP-10) establishes: Navy AVP-10 design; displacement 1,766 light / 2,800 lim.; 311.7'oa x 41.1'e x 13.5'lim (lengths recorded as 311.5 for AVP 21-22); Fairbanks-Morse diesels, 2 screws, 6,080 hp, 18.2 kts; complement 254 (1944). Construction table for AVP-21: ordered 1940-06-12, builder NYd Boston, keel 1940-09-06, launched 1941-03-17, commissioned 1941-10-07. Disposition table: decommissioned 1947-03-19; strike column 1966-09-26 (the permanent USCG transfer date applied to all 18 loaned AVPs); disposal 1949-01-24 to USCG; fate USCG. Ship notes: 'In USN reserve 1946-49. To AG-121 30 Jul 45 (Press Ship, OPI No. 2, conversion begun at Philadelphia Navy Yard, cancelled 16 Aug 45 and reconverted), to AVP-21 10 Sep 45. To USCG as HUMBOLDT (WAVP-372). Sold 22 May 70.' Class narrative: three ships (AVP 21, 22, and one other) designated July 1945 for urgent conversion to press ships (AG 121-23) for the invasion of Japan - deckhouse on the boat deck aft of the stack plus facilities for voice transmission, radio teletype, and radio telephoto; need evaporated with Japan's surrender and they were reconverted to AVPs. Armament table places AVP-21 in the 3x5"/38 + 40mm class fit for 1943-44 (and later reduced fits 1944-51).

- Finding type
- historical_record
- Finding
- NHHC's Dictionary of American Naval Aviation Squadrons Vol. 2 (Grossnick), Appendix 5 'Seaplane Tender Listings' (p. 731ff), lists hull 21 Humboldt with commission/decommission dates 7 Oct 1941 / 19 Mar 1947, other designations 'AG 121 30 Jul 1945' and 'AVP 21 10 Sep 1945', and disposition 'Transferred to USCG 24 Jan 1949' - an official NHHC publication confirming the AG-121 window, the reversion date, and the 19 March decommissioning. Chapter text independently documents Humboldt's tender service: VP-74 received tender service from Humboldt on arrival at NAF Natal in December 1942; Humboldt (followed by Barnegat AVP-10) provided support for VP-94 at NAF Belem until shore facilities were completed; and VPB-211 was based aboard Humboldt at Bahia Bay in April 1945 for advanced-base seaplane-handling training. The volume also carries the official photo caption 'Humboldt (AVP 21) tending a PBM at Bahia, Brazil, April 1945, NH-78793' and, in the VPB-18 chapter, describes sister AVPs Yakutat (AVP-32) and Shelikof (AVP-52) as 'Humboldt-class tenders' - period/official usage of the class-level name for the AVP-21-follow-on design group.

- Finding
- NHHC's Online Library of Selected Images (Naval Historical Center photo captions, HyperWar mirror) documents Navy-yard work periods on this specific hull: photo 19-N-49686 - 'Shown on 23 August 1943 upon completion of modifications at the Boston Navy Yard. During this upkeep period she received a third 5"/38 gun aft along with one quadruple and two twin 40-mm mounts' (Bureau of Ships Collection, U.S. National Archives); photo 19-N-78020 - 'Shown off the Norfolk Navy Yard on 17 November 1944. Her 5"/38 armament has been reduced to a single mount and her quadruple 40mm mount has been moved forward' (BuShips Collection); photos 19-N-110805/110806/110810 - 'Shown during an inclining experiment at the Norfolk Navy Yard on 13 November 1945' (BuShips Collection, USS Idaho BB-42 in background); the page text also records 'a repair period at Norfolk' before the April 1945 return to Brazil. These captions make the 1943 Boston modifications, a late-1944 Norfolk yard period, and a November 1945 Norfolk inclining experiment ship-specific documentation rather than class-level inference.

- Finding
- Humboldt's documented plant and work history define the era-consistent asbestos inference space for this hull: a Navy-built diesel-driven seaplane tender (Fairbanks-Morse diesels, 2 screws, 6,080 hp - no boilers or steam turbines) constructed at Boston Navy Yard 1940-09-06 to 1941-10-07; a Boston Navy Yard upkeep/modification period ending 1943-08-23 during which she received a third 5"/38 gun and additional 40mm mounts (photo 19-N-49686 caption, ship-specific); a Norfolk Navy Yard period documented 1944-11-17 with armament reduced and relocated (photo 19-N-78020 caption) and a Norfolk repair period before the April 1945 Brazil return; a press-ship conversion begun at Philadelphia Navy Yard 1945-07-16 and cancelled/reconverted August 1945 (Shipscribe: cancelled 16 Aug; NavSource: 25 Aug); an inclining experiment at Norfolk Navy Yard 1945-11-13 (photos 19-N-110805/6/10); inactivation at Orange TX from 1945-11-22; and Coast Guard weather-ship conversion before commissioning as WAVP-372 1949-03-29 (balloon shelter, oceanographic and hydrographic winches per class-wide USCG description). For a 1940-41 diesel Navy hull the era-consistent asbestos applications are engine exhaust and muffler lagging, gaskets and packing in machinery and piping joints, electrical insulation, joiner/bulkhead fireproofing, and deck coverings - not boiler or steam-turbine insulation, which this plant did not carry.

- Limitations
- Era/design inference only - no ship-specific insulation schedule, survey, or material list was located for this hull or for the Barnegat class. The documented facts are the diesel plant and the dated yard/conversion periods; the asbestos content of any material aboard is unestablished. The diesel plant materially narrows the inference versus steam auxiliaries - no boiler or turbine insulation claim is made.

- No qualifying litigation naming this hull. Authenticated CourtListener API v4 queries returned zero opinions for "USS Humboldt", "USCGC Humboldt", "WAVP-372", and "WHEC-372"; a "Humboldt" AND asbestos opinion query returned 28 hits, all name collisions - Humboldt County environmental/government matters (County of Humboldt v. WCAB 1983; Humboldt Baykeeper CWA litigation v. Union Pacific and v. Humboldt Waste Management Authority; Marbled Murrelet/Friends of the Eel River v. NCRA) and generic asbestos cases with incidental Humboldt references - none naming the vessel; and a combined hull-number opinion query "AVP-21" OR "AG-121" returned 147 hits whose first-page review (20 results) shows only incidental-string collisions (Bates/docket fragments in unrelated commercial litigation), none vessel-related. A "USS Humboldt" docket-type query could not be completed - the fleet-wide pacing budget (~114 req/hr shared across sessions) was spent on every attempt across ~90 minutes of spaced retries; left as an open lead rather than retried into a ban. Separately, web-index screens this session and in batch-625 found only law-firm marketing ship-lists enumerating AVP-21 - not evidence.

Absence of a located docket or opinion does not prove no asbestos exposure or claims occurred - it establishes only that no qualifying case naming the hull is indexed in CourtListener opinions as of 2026-09-26. - Source discrepancies and consolidation recorded for this hull: (a) decommissioning date - DANFS, Shipscribe, and NHHC DANAS Vol. 2 App. 5 give 1947-03-19; NavSource and uboat.net give 1947-03-17; 19 March adopted (three sources incl. two official), formally unresolved. (b) Press-ship conversion cancellation - Shipscribe ship notes give cancelled 1945-08-16; NavSource gives conversion canceled 1945-08-25; reversion to AVP-21 on 1945-09-10 (Shipscribe and DANAS agree). (c) Struck date - Shipscribe's disposition table carries 1966-09-26 (the permanent USCG transfer date applied to all 18 loaned AVPs); NavSource gives struck from the Naval Register 1970 after USCG return 1969-09-30; treated as transfer-vs-final-striking distinction. (d) CO name - DANFS 'Comdr. W. G. Tomkinson' vs NavSource 'CDR. William G. Tomlinson'. (e) Complement - DANFS 367 vs Shipscribe 254 (1944); kept separate. (f) Shipscribe class narrative 'AVP 21, 22, and 27' vs its own ship notes assigning AG-123 to Rockaway AVP-29 - class-text typo. (g) Upstream hull-list entry 'USS Hunboldt (AVP-21)' verified as a misspelling of this same hull - AVP-21 is a unique hull number and no second Humboldt/Hunboldt hull exists in Navy records - and consolidated with the primary record uss-humboldt-ag121 (batch-625): one physical vessel under two list entries, not an additional hull. (h) 'Humboldt class' labeling: batch-625 described the term as denoting the AG-121/122/123 press-ship conversion group only; DANAS Vol. 2 (official NHHC, VPB-18 chapter) in fact calls sister AVPs Yakutat and Shelikof 'Humboldt-class tenders,' so the term also has documented Navy usage for the AVP-21-follow-on design group - the construction class remains Barnegat (AVP-10) per DANFS and Shipscribe.
