    Finding
The second Ibis (AM-134), a converted steel-hulled trawler, was built as Tide in 1937 by the Bethlehem Shipbuilding Co., Quincy, Mass.; acquired from her owner, General Sea Foods Corp., of Boston, 1 January 1942; and commissioned 23 May 1942, Lt. F. G. Crane in command. Assigned to Woods Hole Section Base, Mass., as a training ship until spring 1943, then minesweeping duties out of Newport, R.I. Decommissioned 1 May 1944; name struck from the Navy List 16 September 1944; transferred to the Maritime Commission; subsequently sold to General Foods Corp., Boston.

    Limitations
Service-history record only - contains no asbestos, insulation, or materials information. DANFS says 'built as Tide'; merchant-registry data transcribed in secondary sources say the trawler was built as Yale and renamed Tide in 1939 (see ev-uss-ibis-am134-04). DANFS gives first CO as Lt. F. G. Crane; secondary sources list LT H. M. Larsen - unresolved, see gaps.

    Finding type
    historical_record
    Finding
The official April 1943 characteristics tables list IBIS (AM134) with a single Cooper-Bessemer diesel engine ('C-B. Diesel') and no boilers; armament 2 x 6-pounders; built by Bethlehem Shipbuilding Co., Quincy, launched 1937. Sister rows HAWK (AM133) and MERGANSER (AM135) show the same machinery type and builder; the neighboring Auk-class row (ZEAL, AM131) shows Gulf S.B. Co., Chickasaw - a different class.

    Limitations
Documents machinery type and build data for this hull. Contains no asbestos or insulation statement. The documented absence of boilers removes the steam-plant lagging envelope but does not establish or exclude other asbestos applications (exhaust lagging, gaskets, electrical, joiner materials). Scanned-page OCR was used to read the tables; cell-level transcription was verified against repeated row structure.

    Finding

    Finding
Registry-derived data identify the trawler's original name as Yale (built 26 Nov 1937), renamed Tide in 1939 - refining DANFS's 'built as Tide'. Secondary sources further record: conversion to a minesweeper begun 8 January 1942 at Bethlehem Steel Co., East Boston; renamed Ibis 21 January 1942; post-Navy renamed Tide (1945), Celia B. Putnam (1990), scrapped 2002.

    Limitations
Secondary transcriptions of primary registry records (US Official No. 236804; Merchant Vessels of the United States not directly examined). Conversion-yard and rename dates for Ibis are not in the DANFS entry; sister ships' DANFS entries do name Bethlehem Steel's Atlantic Works, East Boston as the class conversion yard. Post-Navy fate (Tide/Celia B. Putnam/scrapped 2002) is secondary-source only.

    Locator
GAO product page abstract + enclosure text
    Finding type
    gov_survey
    Finding
GAO reported that asbestos was used throughout Navy ships, with thermal insulation for machinery, equipment, and piping systems the major application, and that 'all ships presently in service contain some quantity of asbestos' - program-level confirmation that the WWII-era fleet, including 1942 conversions like this one, was built and fitted under asbestos-intensive material practice.

    Navy shipyard workers (program level)
    Limitations
Program-level survey (fieldwork at Long Beach and Norfolk naval shipyards, 1979); does not name this hull, does not address diesel trawler conversions specifically, and cannot establish what materials were aboard this vessel. gao.gov returns HTTP 403 to automated fetch; description from the GAO product page and prior batch verification - full text remains an open lead.

    Locator
Ships' Data 1943 AM table (machinery type) + GAO HRD-80-2 (era practice)
    Finding type
    asbestos_application
    Finding
Because the official record documents a diesel plant with no boilers, this hull did not carry the boiler and steam-line lagging that was the dominant asbestos load on steam-driven WWII ships. Plausible asbestos applications aboard a small 1942 diesel conversion under era Navy practice: engine exhaust lagging, machinery gaskets and packing, electrical cable insulation, and joiner/fireproofing panels in accommodation spaces fitted during conversion.

    Conversion-yard workers (East Boston, Jan-May 1942); crew (1942-1944)
    Limitations
Era inference, not a hull record - no survey, specification, or shipyard document names any asbestos product aboard AM-134. The diesel finding narrows the plausible exposure envelope but does not prove what insulation or gasket materials were actually installed during the 1942 conversion at Bethlehem's East Boston yard. Does not establish quantity, condition, or presence.

    Finding type
    historical_record
    Finding
NARA's logbook inventory lists deck logs held for AM-134 (Ibis) covering 7/1/1942-7/31/1942 and 2/1/1944-5/1/1944 - surviving ship-specific records from the in-service period, a candidate primary source for conversion, operating, and maintenance detail.

    Limitations
Inventory listing only - the logs themselves were not examined, and deck logs typically record operations/weather/position rather than materials or insulation work. Coverage gaps (Aug 1942-Jan 1944) may reflect missing/unmicrofilmed months rather than inactivity. No asbestos information in the inventory itself.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Ibis or AM-134 was found in the public sources searched (see search_ledger). CourtListener returned zero opinion hits and zero RECAP docket hits for 'USS Ibis'; 196 RECAP hits for 'AM-134' are document/exhibit-number collisions unrelated to the vessel.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - conversion-era materials are consistent with era practice but remain unverified for this hull. CourtListener coverage is partial: the authenticated API was quota-exhausted at session start and one broad 'Ibis' opinion query was blocked by frontend rate-limiting; ship-name and hull-number searches that did run returned no qualifying litigation. Does not establish or defeat any exposure claim or legal eligibility.
