NVR builder field reads 'Everett Marine Ways Inc.' - conflicts with NavSource/shipbuildinghistory 'Everett-Pacific Shipbuilding & Dry Dock Co.'; see gaps.

    Limitations
Official register establishes identity, milestones, dimensions, custodianship, and active status as of the record's 2012 update (corroborated by a March 2022 photograph at Pearl Harbor). Contains no asbestos, materials, or environmental fields - supports no asbestos claim. The NVR builder attribution ('Everett Marine Ways Inc.') conflicts with secondary compilations; the NVR page gives no strike/disposal date because the craft remains in service.

    Limitations
Secondary compilation of official records - the reclassification dates for YFNB-12, YRST-1 (circa 1966-67), and IX-526 are approximate or unpublished in the source itself. historical_record
    Finding
As YFNB-12 the hull was an instrument barge in the Operation WIGWAM deep underwater nuclear test array. The Scientific Director's Summary Report records that on 14 May 1955 a ~30-kt Mark 90 'Betty' device detonated at 2,000 ft depth in 16,000 ft of water at 28-44 N / 126-16 W, about 500 mi southwest of San Diego; YFNB-12, at 5,500 ft from the detonation, 'rose and fell a distance of 37 ft' in surface waves larger than predicted and sustained only 'very minor damage,' consistent with Naval Electronics Laboratory predictions that serious YFNB hull damage should not occur beyond 4,000 ft. The companion operations report describes the array buildout and instrument fit-out involving the YFNBs in January and May 1955 exercises off San Diego.

Primary government test report establishes this hull's participation as an unmanned instrument barge at 5,500 ft from an underwater nuclear detonation - a radiological-context event, not an asbestos finding. The report does not document contamination of, remediation of, or crew presence aboard YFNB-12; whether the barge carried radiological residue afterward is not addressed in the public sections reviewed. Locator
Guidance pp. 30-32 (asbestos section: definition, shipboard locations inventory, preparation BMPs)
    Finding type
    asbestos_application
    Finding
Era/design inference for this 1945-built hull: the EPA/MARAD reefing guidance states that thermal system insulation and surfacing material in vessels constructed after 1980 'may be presumed to be free of asbestos-containing material' - the converse presumption applies to a WWII-era hull. The guidance's shipboard asbestos inventory covers bulkhead and pipe thermal insulation, bulkhead fire shields, uptake and exhaust-duct insulation, electrical cable materials, brake linings, floor tiles and deck underlay, steam/water/vent flange gaskets, adhesives and mastics, sound damping, molded plastic products, packing in shafts and valves, arc chutes in circuit breakers, pipe hanger inserts, and weld-shop protectors. For a non-self-propelled covered lighter with no boilers, engine room, or steam plant, the plausible subset concentrates in the accommodation/workshop fit-out added in the 1966 conversion and later berthing configuration: compartment insulation, fire shields, deck coverings, joiner materials, gaskets and packing in plumbing and compressed-air systems, electrical materials, and brake linings on deck handling gear.

    Limitations
Regulatory-era inventory of where asbestos is found on ships generally - not a hull record; the document does not name this craft. The accommodation-fit-out narrowing is analytic inference from the no-propulsion hull form, not a survey. Does not establish presence, quantity, individual exposure, or present-day condition aboard this hull.

    Finding
The hull's documented Pearl Harbor Naval Shipyard availability (entered 1971-10-06 for Taylor Diving System modification) occurred at a yard whose asbestos exposure history is documented in peer-reviewed occupational-health literature: a retrospective cohort of 7,971 male PHNSY workers showed elevated lung-cancer risk with >=15 years exposure and seven mesotheliomas in the 1977-1982 follow-up subset (67.3 per million vs 5.8 statewide); the companion DTIC report documents the program's asbestos-exposure investigation of PHNSY workers. The craft has remained based at Pearl Harbor since 1971.

    Limitations
Yard-level occupational documentation: establishes that asbestos exposure was present and studied among PHNSY workers in the period when this hull underwent shipyard modification, NOT that this hull contained asbestos or that any person aboard it was exposed. The studies concern shipyard trades, not barge occupants. No work package or materials record for the 1971 availability on this hull was located.

    Finding
CourtListener v4 opinion searches (authenticated, 2026-09-29): '"IX-526"' returned 3 results, all name collisions - M.K. v. Pearl River County School District (5th Cir. 2025, civil rights), Miotto v. Yonkers Public Schools (S.D.N.Y. 2008, employment), and Albanese v. McGinnis (N.D. Ill. 1993, habeas) - none reference the vessel or asbestos; '"YRST-1"' returned zero results. Complementary queries ('YDT-11', 'YFN-723', 'YFNB-12', 'YR-94', docket-type searches, and 'Everett Pacific' builder-litigation queries) were attempted but fleet pacing budget was intermittently exhausted during the session - see search_ledger for per-query status.

    Limitations
Clean negatives at the opinion layer for the two unique designations queried - the three IX-526 returns are collisions on reporter/docket text, not vessel references. Absence of a located opinion does not prove no claim was ever filed: pleading-stage filings and settled/administrative claims do not reach the opinion layer, and asbestos litigation touching service craft typically runs under shipyard or owner names (e.g., Everett-Pacific/Paccar successor exposure at the builder yard) rather than hull numbers. Remaining designation and docket-type queries were pacing-blocked; recheck if litigation coverage is revisited.

DANFS contains no entry for the craft (NavSource explicitly notes none exists); the NVR record carries no materials/hazmat fields; the craft remains in Navy service, so no disposal-cycle environmental documentation exists.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1945 hull with accommodation/workshop conversions at asbestos-era yards (1966 Subic Bay refit, 1971 PHNSY availability) is consistent with retained era materials, and the craft's still-active status means no end-of-life survey was ever triggered. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.

Archival leads (not retrieved - no reproduction orders authorized): (a) NARA RG 19 (Bureau of Ships) - YFN-class standard plans and the Everett-Pacific contract file (NOy-5326) could document as-built materials; (b) the 1966-05-26 Service Force Pacific letter commending the 12th Naval District for the YFNB-12-to-YDT-11 conversion design (imaged on NavSource via the Darryl Baker collection) implies a conversion design package whose specifications would identify installed materials; (c) PHNSY planning/production records for the October 1971 availability (Taylor Diving System installation) - the likeliest repository of a hull-specific work-and-materials record; (d) NARA deck-log series NAID 594258 (Logbooks of U.S. Navy Ships and Stations, 1941-1978) - applicability uncertain since non-commissioned service craft may not have kept deck logs; (e) COMPACFLT Berthing & Messing Program records for the current floating-workshop configuration.
