[3]NavSource Destroyer Photo Index, DD-589 USS Izard - operational/building data block [other_primary]
- Locator
- NavSource DD-589 page, 'Operational and Building Data' + 'Fate' lines
- Finding type
- vessel_history
- Finding
- NavSource index data for this hull: laid down by Charleston Navy Yard 9 May 1942; launched 8 August 1942; commissioned 15 May 1943; decommissioned 31 May 1946; stricken 1 May 1968; sold 2 April 1970 to National Metal & Steel, Terminal Island, CA and broken up for scrap. Dates are cross-consistent with uboat.net's warship entry (built by Charleston Navy Yard; ordered 9 September 1940; identical event dates) and with the DANFS launch/commissioning/decommissioning dates.

- Limitations
- NavSource is a secondary compilation indexing official records, not a primary document; its laid-down and disposal dates fill the gap left by DANFS (which omits both) and agree across independent secondary sources. Page blocked automated fetch (HTTP failure to navsource.org); index data verified via search-engine snippet of this URL and cross-source agreement. Does not establish materials or asbestos content.

[4]DANFS specifications block (Fletcher class; 2,050-ton destroyer) + Fletcher-class design data (4 Babcock & Wilcox boilers; 2-shaft geared steam turbines; 60,000 shp) + Atlas shipyard dataset, Charleston Naval Shipyard record [other_primary]
- Locator
- DANFS specifications block; shipyards.json record 'charleston-naval-shipyard' (OSHA Inspection 100361849; Whalen/Twidwell verdict records)
- Finding type
- asbestos_application
- Finding
- Era/yard inference: a WWII Fletcher-class destroyer with a four-boiler steam plant would have carried period-standard asbestos insulation, lagging, gaskets, packing, and fireproofing; the builder yard (Charleston Navy Yard, Charleston, S.C.) is documented at yard level in the Atlas dataset (tier 2), including a 1988 OSHA inspection citing the shipyard under the asbestos standard (29 CFR 1910.1001) and worker-verdict litigation involving yard machinists. NARA RG19 'General Information Books' per-vessel material specifications are an archival lead for hull-level specs.

- Population
- Charleston Navy Yard construction trades 1942-43; crew 1943-46
- Limitations
- Class/era and builder-yard inference only - NOT a hull-specific finding. The yard-level asbestos documentation postdates this hull's 1942-43 construction and documents yard practice, not materials aboard DD-589. NARA GIB retrieval not performed. Does not quantify material or establish any individual's exposure.

[5]GAO HRD-80-2, 'Navy Efforts To Protect Workers From Asbestos Exposure' (Oct. 18, 1979) [gao]
- Locator
- GAO HRD-80-2 product page + report summary (published Oct. 18, 1979; publicly released Oct. 22, 1979)
- Finding type
- gov_survey
- Finding
- Program-level era context: GAO documented that the Navy's major asbestos use aboard ships was thermal insulation, that 'most ships delivered in the last several years or now under construction have little or no asbestos as thermal insulation' (i.e., substitution began only in the 1970s - after this 1943 hull was already scrapped), that the October 1975 policy was remove-and-replace only when insulation was damaged or had to be removed for repairs, and that a one-time removal program was rejected on ~$2 billion estimated cost. Izard was sold for scrapping in 1970, before either removal policy existed.

- Population
- Navy shipyard workers and crews, program-wide (context)
- Limitations
- Program-level findings, not a survey of this hull; GAO fieldwork yards were Long Beach and Norfolk. gao.gov returns HTTP 403 to automated fetches (standing defect since batch-01); product-page description and published summary used. Does not establish what was aboard DD-589 or its condition at scrapping.

- Finding
- No qualifying asbestos litigation naming USS Izard / DD-589 located. Exact-name sweeps returned zero: "USS Izard" = 0 opinion hits and 0 RECAP docket hits; "aboard the Izard" = 0 opinion hits; "DD-589" = 0 opinion hits. All remaining hits are name collisions resolved by full-text or record inspection: (1) "DD-589" docket hits (4) = identifier collisions in unrelated non-asbestos dockets (Ryan Patrick Finn bankruptcy, Bankr. W.D. Wash. 2013; Luna Gaming v. Dorsey & Whitney, S.D. Cal. 2006; In re Application for Judicial Assistance, D.C. Cir. 2025; SEC v. Zavodchikov, D.N.J. 2016) - document/exhibit strings, not the hull; (2) "Izard" + asbestos opinion hits (6) = surname/place/firm collisions - Hyman v. United States, 796 F. Supp. 905 (E.D. Va. 1992) cites Izard v. United States, 946 F.2d 1492 (10th Cir. 1991), a statutory-employer precedent (plaintiff surname); Estate of Blakely v. Asbestos Corp., 766 F. Supp. 721 (E.D. Ark. 1991) cites Fore v. Circuit Court of Izard County (Arkansas county); EPDM Antitrust (D. Conn. 2010) lists counsel firm Izard Nobel PC; Coan v. Bell Atlantic (D. Conn. 1990) lists attorney Robert A. Izard, Jr.; Rockman v. Nong Shim (N.D. Cal. 2017) and Whitemont (Bankr. D. Conn. 1991) contain zero 'Izard' text (index-side matches). No opinion or docket names this vessel.

Every hit was resolved to a non-vessel reference, but no search can prove the absence of all possible litigation.

- Finding
- No qualifying ship-specific asbestos record located for DD-589: no hull asbestos survey, no abatement or remediation contract, no scrapping/disposal hazmat disclosure, and no docketed case naming this hull was found in the public sources searched (see search_ledger). The hull's entire lifecycle - Charleston Navy Yard construction 1942-43, WWII service 1943-46, San Diego reserve-fleet lay-up 1946-68, commercial scrapping 1970 - predates the Navy's documented asbestos-removal era.
