- DANFS record for this hull: laid down by Consolidated Shipbuilding Corp., Morris Heights, N.Y., 25 October 1941; launched 25 January 1942, sponsored by Mrs. A. B. Miller; commissioned 14 May 1942, Lt. (j.g.) Drayton Cochran in command. After shakedown assigned to the Northwestern Sea Frontier, operating out of Alaska and the Aleutians during the war, patrolling North Pacific shipping lanes and escorting convoys from San Francisco and Seattle to Alaska. Post-WWII assigned to ASW duty in the Canal Zone; 1946-1959 operated out of the Canal Zone on ASW patrol and air-sea rescue missions. On 5 February 1952 rescued 18 people adrift for 6 days on disabled Columbian schooner Gloria; three years later rescued 10 people from sunken U.S. tuna boat Toni B in the Caribbean, 90 miles off the Panama coast. Named Jasper 15 February 1956; decommissioned 30 April 1959; struck from the Navy List 1 May 1959; sold October 1960 to Venezuela, serving as Mejillon (P-1). Spec block: dp. 295; l. 174'; b. 23'; dr. 8'; s. 20 k.; cpl. 58; a. 1 3", 1 40mm., 5 20mm., 2 rkt, 2 dcp., 2 dct.; cl. PC-451. Namesake: 'an opaque and impure variety of quartz, usually red in color, used as a gem'; PC-486 was named for towns in Alabama, Indiana, and Texas.

- Limitations
- Ship-specific history only; no asbestos or material content. DANFS spec block lists the class as 'PC-451' while NavSource, uboat.net, and the class literature use 'PC-461 class' - the PC-451/452 experimental antecedent designation; carried in gaps. 'Columbian' is the DANFS spelling (Colombia). The 1955 Toni B rescue date is approximate in the source ('three years later' from the 1952 rescue).

Specifications: displacement 280 t. (lt), 450 t. (fl); length 173'8"; beam 23'; draft 10'10"; speed 20.2 kts; complement 65; armament one 3"/50 dual purpose gun mount, one 40mm gun mount, three 20mm guns, two rocket launchers, four depth charge projectors, two depth charge tracks. Propulsion: two 1,440 bhp Fairbanks Morse 38D8 1/8 diesel engines (Serial No. 832227 and 832228), Westinghouse single reduction gear, two shafts. Commanding officers listed: LTJG Drayton Cochran, USN (14 May 1942); LT Robert Russell Robertson, Jr., USN (June 1957). Call sign November-Bravo-Sierra-Foxtrot. uboat.net corroborates the milestones (ordered 26 December 1940; end service 30 April 1959) and lists wartime commanding officers Drayton Cochran, USNR (14 May 1942 to early 1943) and Lt. Robert Bacon Whitney, USNR (from early 1943).

Contains no asbestos content. 'Fate unknown' after Venezuelan transfer - no authoritative Venezuelan disposition record located.

- Finding type

- Finding
- The standard shipyard reference table for this hull's builder records PC 486 as Consolidated yard hull number 3113, type 'Sub Chaser', delivered 14 May 1942 to the US Navy; disposition 'Named Jasper 1956, to Venezuela 1960 as Mejillon (P-1).' Sister hulls in the same Consolidated run: PC 483 (yard 3110, later Rolla, to Venezuela 1961 as Camaron P-08), PC 484 (3111, later Cooperstown, to Venezuela 1961 as Togogo P-09), PC 485 (3112, to Korea 1952 as Han Ra San PC 705), PC 487 (3114, later Larchmont, to Venezuela 1960). Yard context: Consolidated Shipbuilding at Morris Heights (Matthewson Road, southern end of present Roberto Clemente State Park, Bronx) was a small-craft/yacht builder formed from Gas Engine & Power Co. and Charles L. Seabury Co.; after WWII it bought the Robert Jacob and B. F. Wood yards on City Island and closed Morris Heights; ceased active boatbuilding in 1958.

- Finding
- The BuShips Booklet of General Plans for PC-487 - the sister hull in this hull's Consolidated build run (yard 3114 vs this hull's 3113) - documents the class arrangement as built by the same yard in the same period: nine sheets covering dimensions and data, outboard and inboard profiles, deckhouse and platform decks. The Dimensions & Data sheet gives design complement 58 (3 officers, 1 chief petty officer, 54 enlisted men) - matching the DANFS spec figure for this hull - and the inboard profile shows the machinery arrangement: diesel engine room B-1 and auxiliary engine room B-201-E amidships with the funnel/uptake above, consistent with the Fairbanks Morse diesel plant (no boiler spaces).

- Finding type
- asbestos_application
- Finding
- A steel-hulled diesel patrol craft built 1941-42 sits inside the Navy's documented asbestos-use era; era-standard applications aboard a small diesel combatant of this period were machinery and diesel-exhaust lagging, thermal insulation, gaskets and flange packing, valve stem packing, electrical insulation, and interior deck coverings. As a diesel vessel she carried no steam plant - the boiler/turbine lagging pathway of steam vessels does not apply; the asbestos-relevant systems are the diesel machinery/exhaust, piping, and habitability materials in a small, compartmented hull.

- GAO product page HRD-80-2 (highlights/summary text)
- Finding type
- gov_survey
- Finding
- GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire construction (1941-42) and U.S. service era (1942-59); the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed to accomplish necessary repairs, modified in 1979 to include selectively replacing asbestos insulation in high-maintenance areas.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or litigation naming PC-486 / USS Jasper was found in the public sources searched (see search_ledger). Secondary web sweeps surfaced only law-firm marketing material (mesothelioma.net patrol-boat listicle naming 'USS Jasper' without primary sourcing - excluded by source policy).
