    Finding
DANFS records: the first Jasper (PYc-13), a diesel-powered yacht, was built as Stranger by Lake Union Dry Dock Co., Seattle, Wash., in 1938; purchased by the Navy 1 July 1941 from owner Fred E. Lewis; renamed Jasper and placed in service at San Diego 8 July 1941. After installation of experimental sound and electronic equipment she was assigned to the 11th Naval District to perform research work at the Naval Sound Laboratory, San Diego, continuing throughout the war in experiments with radio and sound waves in cooperation with the University of California, Division of War Research. Echo-ranging equipment aboard Jasper was used in 1946 to discover a deep 300-mile-wide oceanic layer off the coast of California. She was placed out of service 14 August 1947 at San Diego and turned over to the Maritime Commission for disposal in June 1948. DANFS spec block: t. 230; l. 135'; b. 22'8"; dr. 16'6"; s. 13 k.; a. none (no armament).

    Limitations
Establishes identity, construction, research service, and disposal. Contains no asbestos, materials, crew-figure, or condition information; supports no asbestos claim. The 'deep 300-mile-wide oceanic layer' finding is quoted as DANFS states it (the deep scattering layer discovery is attributed to UCDWR wartime work in secondary literature - DANFS's own wording is carried).

    Finding
NavSource Online patrol craft archive records the post-Navy ownership chain: transferred June 1948 to the Maritime Commission for disposal; sold 1948 to Nicholas A. Kessler of Los Angeles and renamed Stranger; donated 22 April 1955 to the Scripps Institution of Oceanography, San Diego, as a research vessel; acquired by the Teledyne Corp.; renamed Explorer in 1976 and operated as a cruise ship; fate unknown. Specifications: displacement 230 t., length 135', beam 22'8", draft 16'6", speed 13 kts., armament none, propulsion two 400-shp Washington diesel engines on two shafts. U.S. Navy photo NH 86368 (c. 1945) credited to NHHC.

    Limitations
Volunteer-compiled archival photo index, not a government record; its hull timeline and specs agree with DANFS. The Teledyne/Explorer (1976) and 'fate unknown' tail of the chain rests on NavSource alone (partially corroborated by the Classic Yacht Register secondary entry); treat as the best available public record, not a registry-verified disposition. Contains no asbestos or materials information.

UC San Diego Special Collections & Archives holds a Scripps Institution of Oceanography Photographic Laboratory image of USS Jasper (PYc-13) at sea during WWII; its catalog caption states the vessel was 'built in 1938 as the yacht "Stranger"' and 'was used by the University of California Division of War Research, under the name U.S.S. Jasper (PYC-13)' - institutional confirmation of the Navy craft's wartime operation by/for UCDWR.

    Finding
NARA Catalog search surfaced a digitized muster-roll file unit, 'In Service Craft Naval Electronics Laboratory Point Loma, San Diego, CA, 1/1/46 - 7/22/47' (NAID 190967431, RG 24, Muster Rolls of U.S. Navy Ships, Stations, and Other Naval Activities, microfilm roll S-5275), returned on the exact-phrase query 'Jasper (PYc-13)' - consistent with Jasper's documented attachment to the Naval Sound Laboratory / Naval Electronics Laboratory at Point Loma, San Diego, in 1946-47. This is a personnel-records lead for the crew population, not an exposure record.

    Limitations
Catalog search associates this muster roll with 'Jasper (PYc-13)'; individual frames were not reviewed, so the roll's coverage of Jasper personnel is asserted by the catalog's indexing rather than by direct inspection. Muster rolls are crew rosters - they support population identification, not exposure documentation. Contains no asbestos information.

  7. [7]U.S. National Archives Catalog, series 'Logbooks of U.S. Navy Ships and Stations' (RG 24); archives.gov deck-log access guidance [other_primary]
    Locator
catalog.archives.gov searches for 'Jasper (PYc-13)', 'Jasper (PYC-13)', and 'Jasper deck log' (2026-10-04); all 'Jasper' logbook hits were PC-486 file units, e.g. NAID 216324856 ('Jasper (PC-486) - January 1956')
    Finding type
    historical_record
    Finding
NARA Catalog search indicates the ship's WWII-era deck logs are not among the digitized Navy logbook file units: every 'Jasper' logbook file unit in the catalog is for Jasper (PC-486), 1956-1959 (a different hull). Deck logs for PYc-13 covering 1941-1947 exist in paper holdings of RG 24, 'Logbooks of U.S. Navy Ships and Stations,' per the batch research brief and NARA's general deck-log access guidance, but no digitized PYC-13 logbook file unit was located.

CourtListener opinion search on both the exact name and the hull number returned zero hits; CourtListener docket search was fleet-paced and could not be completed - see ledger.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1938 motor yacht's era-typical materials (gaskets, exhaust lagging, electrical insulation) may have contained asbestos and would not necessarily appear in any surveyed source. Does not establish that asbestos is or is not present; does not establish or defeat any exposure or eligibility claim.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's entire naval service era (1941-1947) and its 1938 construction year.

Navy shipyard workers; asbestos program review (class context)
    Limitations
Program-level documentation; supports era context only, not any fact specific to this hull. Does not establish that asbestos was aboard this vessel, nor quantity, location, condition, exposure, or causation. This hull's diesel plant had no boilers or turbines - the principal naval asbestos applications documented in this era were steam-system insulation, of which this craft carried none.
